Abstract

Additional Employee Income (TPP) is an incentive given to employees in addition to their regular pay that is dependent on their performance for a specific time. Increasing employee income has a significant impact on how well they perform, which is expected to increase their motivation when providing services to organizations or communities. It can also improve the welfare of civil servants working for the regional government, Dharmasraya Regency. Path analysis was used in this study method's quantitative analysis. TPP serves as the independent variable in this study, while motivation serves as the intervening variable and performance serves as the dependent variable. This research used a Likert scale with a measurement range of 1 to 5. Online surveys are used for data collection, and SEM  is used for analysis with SmartPLS 3.0 software tools. Respondents are employees of the Regional Government of Dharmasraya Regency, and the study's stratified random selection approach yielded 379 respondents as samples. Validity tests, reliability tests, and hypothesis tests make up the phases of data analysis. The findings indicated that offering TPP has a large impact on employee performance, as does job motivation, and that TPP itself has a considerable impact on employee performance.

Abstract

Problem/Background (GAP): Unemployment in Indonesia is a complex problem; the high number of unemployed people has an impact on the high demand for labor. This problem can be caused by various factors, such as slow economic growth, a mismatch between labor qualifications and market demand, and changes in economic structure.  Objective: To find out how much local government performance affects the increase in the human development index and unemployment rate. Method: the research that researchers use is descriptive quantitative method and inferential statistics. Researchers in conducting this research used secondary data. Results: Parametric data is a form of secondary data where this parametric data uses time series with existing data. Local government performance has a positive effect on the unemployment rate. Local government performance shows a positive relationship to the Human Development Index (HDI) seen from the t-test with the results showing at 5% alpha coefficient (t-stat=18.79279>1.833). The result of sobel test shows that there is a moderating effect of the intervening variable (HDI) to the Local Government Performance on the Unemployment Rate, it is shown by the P-value of 0.2518 (<0.05). Conclusion: The existence of local government performance has a significant influence in increasing the human development index and decreasing the unemployment rate.

Abstract

This study aims to analyze the role of the North Sumatra Provincial Election Supervisory Agency (Bawaslu) in implementing the 2019 Election and formulate a more effective and contextual supervision model. This study uses a qualitative approach with a case study method. Data was collected through in-depth interviews, observations, and documentation from informants such as Bawaslu and KPU commissioners, academics, party administrators, and the public. The results of the study show that the role of Bawaslu has not been optimal due to various obstacles, including limited human resources, weak coordination between institutions, and a recruitment process that is not transparent and full of political interests. Election supervision tends to be administrative and formal, with no strict law enforcement measures. For this reason, the researcher offers a supervision model that integrates the role indicators, according to Biddle and Thomas, with the three types of Donnelly supervision and adds two important indicators: the quality and quantity of human resources. This model is expected to strengthen the professionalism and effectiveness of Bawaslu's supervision in overseeing democratic, honest, fair, and integrity elections and increase public trust in the region's election process.
