Abstract

One of the bad services in Indonesia is the building permit or IMB and other related permits. In general, the One Stop Integrated Service Investment Service serves various permits, such as: IMB, Advertising Permit, Disturbance Permit, Construction Service Business Permit, and Trade Permit. In reality, there are still various criticisms and complaints from the public regarding public services provided by the One Stop Integrated Licensing Service Agency, which of course will greatly affect the image of the government in the eyes of the community. People always want to get fast, easy and cheap service. The reality is that in Bogor Regency, building permit services are still a public complaint. The fact that is happening at this time, there are still weaknesses which in general, in this case in the form of government apparatus services that have not been effective. The analysis knife used is the service theory according to Denhardt and Denhardt. This research method uses a qualitative approach with descriptive methods. The results showed that the quality of the One Stop Building Permit (IMB) Integrated Service in Bogor Regency has been running quite well, starting from adequate facilities and infrastructure starting from the strategic location of the building and can be reached by public transportation, providing satisfactory services from employees, there is an online permit arrangement and a special room for breastfeeding mothers, as a whole, the infrastructure is sufficient for the convenience of the community, but there are still shortcomings especially in the time the permit processing process is too long,

Abstract

Terjadinya pandemi Corona Virus Disease 2019 (COVID-19) memerlukan kebijakan dari kepemimpinan strategis untuk dapat mengatasi berbagai dampak dari pandemi ini. Tujuan dari penelitian ini adalah untuk menganalisis kepemimpinan I Wayan Koster sebagai Gubernur Provinsi Bali di dalam menanggulangi pandemi COVID-19 di daerahnya. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Data didapatkan melalui teknik pengumpulan data sekunder dengan pembatasan topik terkait kondisi pandemi COVID-19 dan penanganannya yang berasal dari data sekunder berupa jurnal penelitian terdahulu, media massa online bereputasi yang memberitakan kondisi Bali selama masa pandemi dan juga situs resmi pemerintah. Hasil yang didapatkan adalah Gubernur Bali mampu menerapkan kepemimpinan strategis melaui penerapan kebijakan penanggulangan berbasis adat dan konsep Tri Hita Kirana yang merupakan pedoman hidup masyarakat Bali sehingga diharapkan mampu dijadikan sebagai pilar utama untuk mendisiplinkan masyarakat Bali yang masih memegang teguh aturan adat dan norma sosial melalui hukum adat, agar masyarakat tertib dalam menjalankan protokol kesehatan.

Abstract

Indonesia is one of the countries with a large market for online transportation. This paper describes a meta-analysis on policy inequality regarding public transportation. Meta-analysis and Computer Assisted Qualitative Data Software (CAQDAS) were utilized to evaluate the inequality of public transportation policy for conventional transportation. Scopus search engine was also used to identify broad literature on a particular policy regulation in Indonesia between 2010 and 2021. Then, this study employed online news related to the conflict between conventional and online transportation. The result disclosed a policy inequality between online and conventional transportation based on the social movement on online media. Thus, the government has to implement a strict policy applicable to transportation. The words “protest”, “regulation,” and “police” were also seen clearly on the issue. In addition, the protesters, comprised of drivers from Uber, Grabcar, and Go-Car, said that Transportation Ministry Regulation No 32/2016 would disadvantage them because it is too difficult to comply with the requirements. Hence, the government can decide on self-regulation to design a policy for online transportation. In this case, state law is still necessary when monopolistic attempts are made, unfair competition exists, public safety as consumers is maintained, and taxes are collected.
