Abstract

Gratifikasi merupakan pelanggaran etika dan dapat merusak sistem birokrasi publik. Secara umum Gratifikasi didefinisikan sebagai pemberian imbalan atas tindakan yang dilakukan oleh aparatur sipil negara. Gratifikasi dalam pelayanan publik seringkali dianggap sebagai perilaku korupsi, karena melibatkan penerimaan atau pemberian imbalan yang bertujuan untuk mempengaruhi keputusan atau tindakan petugas pelayanan publik. Hal ini merusak prinsip keadilan, transparansi, dan integritas dalam penyelenggaraan pelayanan publik. Fokus dan tujuan penelitian ini untuk menganalisis prinsip etika administrasi publik dalam upaya pemberantasan gratifikasi di lingkungan birokrasi publik. Metode dalam penelitian ini menggunakan metode kualitatif yang bersifat deskriptif. Sumber data di peroleh dari literature review, jurnal, buku, dan website resmi. Teknik analisis data menggunakan teknik analisis content dan literature review. Hasil penelitian menunjukkan bahwa dalam prinsip etika administrasi publik sangat penting dalam upaya pemberantasan gratifikasi di lingkungan birokrasi publik. Etika administrasi publik dapat menjadi pedoman bagi pegawai publik untuk melaksanakan tugas dan tanggung jawabnya secara profesional dan transparan. Kepatuhan terhadap prinsip etika administrasi publik akan meminimalkan risiko adanya tindakan yang tidak etis dan gratifikasi yang merusak tata kelola pemerintahan yang baik. Preventif yang harus dilakukan oleh pemerintah adalah Menerapkan tata kelola pemerintahan yang baik melalui sosialisasi dalam peningkatan kesadaran dan pemahaman masyarakat tentang bahaya dan dampak negatif gratifikasi bagi tata kelola pemerintahan dan kepentingan publik, Memperkuat pengawasan dan pemeriksaan internal dan eksternal atas kegiatan pemerintahan, meningkatkan kualitas dan profesionalisme pegawai publik melalui pelatihan dan pengembangan kompetensi, menerapkan sistem pengaduan dan whistleblowing yang efektif dan terjamin keamanannya, peningkatan pengawasan dan penegakan, dan implementasi Sistem Pengawasan Internal pemerintah, Transparansi dan Akuntabilitas Pemerintah dapat membuat pengelolaan keuangan publik lebih transparan dan akuntabel.

Abstract

This research focuses on the implementation of open data Aceh in realizing public transparency through a diclosure theory review. Data sources were obtained through open data Aceh, journals, laws, and online news. The data analysis technique uses Nvivo 12 Plus analysis. The results showed that there were challenges faced in the implementation of open data Aceh and did not rule out the good thing that the Aceh government had also carried out its authority duties in providing transparency to the public. Disclosure Theory is a concept that explains how, why, and to what extent information is disclosed by individuals or organizations. The application of this theory in the context of Open Data Aceh can provide an interesting picture of how the Aceh government manages, discloses, and utilizes data for various purposes for the public, researchers, and others who need this information.

Abstract

This study aims to determine the effectiveness of monopoly learning media on ecological topics on student learning outcomes. This research is a quantitative research approach in the form of pre-experimental. The subjects of this study were all students of class X IPA. Collecting data in this study by providing pre-test and post-test sheets, namely before and after using monopoly learning media in learning activities. The results obtained based on the calculation of the effectiveness test, namely before using the monopoly learning media (pre-test) the average value was 56.00 while after using the monopoly learning media (post-test) the average value was 68.00. The scores of the pre-test and post-test showed a difference in students' interest in learning. So it can be concluded that the monopoly learning media on ecological material for class X SMA/MA is considered effective because it is seen to increase student interest in learning and student learning outcomes.

Abstract

The rapid advancement of information technology over the past two decades has significantly transformed societal dynamics, presenting new challenges and opportunities for public administration. The digital era, characterized by unprecedented access to information and accelerated technological and scientific innovation, has compelled governments to continuously adapt their bureaucratic systems to deliver public services that are effective, efficient, and responsive to citizens’ needs. This study examines the digitalization of bureaucracy and public services in Aceh Province from an Islamic Sharia perspective. The research employs qualitative data analysis using NVivo 12 Plus, specifically utilizing the crosstab and NCapture features to identify patterns and relationships within the data. The findings indicate that the digitalization of bureaucracy and public services in Aceh has been largely successful, with technological innovation emerging as the most influential factor. Additional key determinants include strategic planning, human resource capacity, leadership, and community participation. Nevertheless, the effective implementation of digital public services requires strict adherence to fundamental public administration principles, particularly accountability, transparency, affordability, and responsiveness. From an Islamic Sharia perspective, digitalization is expected to prioritize public convenience and social benefit (maslahah) while ensuring justice and equality for all members of society. These findings highlight the importance of aligning technological innovation with ethical and normative values in the governance of digital public services
