Abstract

Penelitian ini bertujuan untuk mencari jawaban atas pertanyaan mengapa masih banyak program penanggulangan kemiskinan yang bersifat parsial dan tidak terpadu, sementara kebijakan Sistem Layanan dan Rujukan Terpadu (SLRT) terus dikembangkan dan diimplementasikan. Penelitian ini menggunakan pendekatan kualitatif-deskriptif dengan teknik pengumpulan data triangulasi, dengan informan terdiri dari manajer, supervisor, fasilitator, dan penerima manfaat program. Dengan teknik uji keabsahan data dan model analisis Mile & Huberman, hasil penelitian menunjukkan bahwa SLRT Kabupaten Bandung yang dirintis tahun 2016, sekarang telah mampu memberikan layanan sesuai dengan Pedoman Pelaksanaan yang dikeluarkan Kementerian Sosial. Petugas telah mampu melakukan verifikasi dan validasi data kemiskinan. SLRT juga telah memberikan kontribusi dengan menurunkan angka kemiskinan menjadi 6,65% sehingga lebih rendah dari angka kemiskinan nasional (9,82%). SLRT Kabupaten Bandung telah memiliki regulasi, kantor sekretariat dan tempat layanan disertai dengan fasilitas dan perlengkapan, manajemen, sumber daya manusia, dan organisasi hingga ke tingkat desa. SLRT menyediakan tiga layanan utama: pendidikan, kesehatan, dan sosial-ekonomi bagi penerima manfaat.Kata Kunci:SLRT, Penerima Manfaat

Abstract

Limited promotion does not adequately support increased community access to services. The limitations of promotion are related to promotional planning that is still not comprehensive and non-participatory. This research aims to develop a comprehensive and participatory service promotion planning model.  This research used a qualitative approach  with Participatory Action Research (PAR). It involved patients, families and communities, ophthalmologists, social workers, psychologists, health educators, optometrists, public relations staff and health promotion staff. The data were collected by observation, documentation study, in-depth interview and focus group discussion. Validity testing used credibility, transferability, dependability and confirmability techniques. Then it was analyzed by usingMile & Huberman model. The research findings show that this model produces a comprehensive service promotion system, and ensures the dissemination of information that is more accessible to service users thus improving service delivery. The model uses the concept of society 5.0 which includes the use of digital technology, emphasis on the balance between technology and people, continuous capacity building such as education and skills training, the use of integrated systems, data security and privacy. The model offers ease of implementation as it has five steps that are systematic and participatory. The pilot test of this model at Cicendo Eye Hospital has resulted in continuous dissemination of information utilizing audio-visual media technology and has resulted in an increase in the number of patients. The use of audio-visual media technology has proven to make it easier for people with visual disabilities to obtain information.

Abstract

Group Counseling with Progressive Muscle Relaxation is the result of psychosocial therapy technology engineering in the form of modifying group counseling therapy steps to be more effective with the involvement of progressive muscle relaxation, namely stretching the physical muscles of the elderly who experience mood swing problems at the Bina Insan Bangun Daya 2 Social Home in East Jakarta. Group Counseling with Progressive Muscle Relaxation is used to deal with the problems of the elderly who experience mood swings during group counseling. This study aims to explain the implementation of group counseling therapy with progressive muscle relaxtation on reducing mood swings in the elderly. This study uses a Single Subject Design (SSD) type of A-B-A reversal. The subject in this study were JN, AF, and SL. The target behavior observed in this study during group counseling activities was related to changes in mood (mood swings) in the elderly, namely exticed conditions, feelings of fatigue, feelings of anger, and relaxed and calm conditions. The validity test of the research instrument used face validity and the reliability test used percent agreement. Then the data analysis used was visual data analysis consisting of analysis in conditions and between conditions. The results of the study indicate that Group Counseling Therapy with Progressive Muscle Relaxation has been proven to be able to reduce mood swings in the elderly, which means that Group Counseling Therapy with Progressive Muscle Relaxation has an effect on reducing mood swings in research subjects, which is known through data trend analysis with increasing and decreasing trends in the percentage of overlapping data in the analysis between conditions below 50% because the smaller the percentage of overlapping data, the stronger the influence of the intervension on changes in treatment.

Abstract

The purpose of this study is to determine, explain, and analyze the role of social workers in the elderly social rehabilitation assistance program (ATENSI-LU), especially the role of social workers in implementing the stages of the service process and providing assistance to the elderly. This research design is descriptive-qualitative research. The informants were social workers, the elderly, and the head of the institution (supervisor of social workers). The data collection techniques used were focus group discussions, interviews, observations, and documentation studies. Data validity used tests of credibility, transferability, dependability, and confirmability. The data analysis technique used the Miles and Huberman model, namely data reduction, data presentation, and conclusion drawing. The role of social workers in the ATENSI-LU program is quite good, because they have been able to carry out eleven roles, namely as: Enabler, Broker, Advocate, Mediator, Negotiator, Educator, Initiator, Empowerer, Coordinator, Researcher, and Group facilitator, but there are two roles that have not been implemented, namely the role of Activist and Public speaker. This is because social workers depend on the assignment of the head of the institution and budget availability. Social workers lack the courage to innovate and be creative in making policy improvements to improve the quality of services and assistance, and fulfill the needs and rights of the elderly. Social workers assume that the task of informing the problems and needs of the elderly is the task of the head of the institution. The role of social workers still needs to be improved because: (1) Not all types of social worker roles can be implemented, (2) Social workers have not been able to carry out each role optimally, (3) Social workers focus more on administration to reduce inspection findings, and (4) The program is implemented by all employees, making it less professional. To improve the role of social workers then: (1) Social workers need to better master the program, be more sensitive and concerned about receiving complaints from the elderly, and fight for the fulfillment of the needs and rights of the elderly. (2) STPL Bekasi needs to establish cooperation to improve and develop the capacity of social workers. (3) The Ministry of Social Affairs needs to socialize the program, coordinate, and improve and develop the capacity of social workers.
