Abstract

To enhance operational efficiency, several organizations have pursued business process re-engineering initiatives. Inevitably, this initiative involves the modernization and modification of existing information systems to support business processes. UPN "Veteran" Jawa Timur is no exception; as a higher education institution carrying out its tri-dharma mission, UPN needs to improve its efficiency continuously. Lembaga Penelitian dan Pengabdian Masyarakat (LPPM) manages two of UPN "Veteran" Jawa Timur's tri-dharma related to research and community service. LPPM UPN Veteran itself is classified in an "independent" cluster so that independent research grants can be handled internally. This LPPM oversees the processes of administration and the execution of analysis and community service. There are many obstacles to implementing these processes at this time, such as data that is not recorded in a good structure, making it challenging when information is immediately required. And the most critical thing is that these data are still not integrated with performance data for lecturers. Therefore, this research aims to solve these problems by reviewing existing business processes and developing new business processes to improve current business processes. The result of this research is a list of functional and non-functional requirements of applications that will be developed.

Abstract

Twitter's sentiment analysis is one of the most interesting fields of research lately. It intertwines the natural language processing techniques with data mining. Up to this point, many algorithms have been proposed to better understand sentiment from text. The proposed method can be focused on the preprocessing step, dataset splitting method (training and testing), dataset balancing method (when the data is unbalanced), to the improvement of the existing algorithm. But, the main focus of this paper is on feature extraction from tweets using TF-IDF. The features obtained from this process are expected to improve the accuracy of the classification process. The dataset used in this research is in Indonesian, which has a very different form when compared to English. This dataset consists of 1068 manually labeled tweets related to the "school from home" policy caused by the COVID-19 outbreak, taken from March to July. All steps required to process this data will be implemented using python. To validate its utility, the performance of the proposed method is compared with each other. Finally, the results are summarized by reflecting on the impact of the inclusion of the proposed features for each classification algorithm for sentiment detection

Abstract

Aplication that are useful have a long lifespan, not just a year or two. To remain useful, applications must evolve/change, be it to facilitate changes to processes, policies or other requirements. These changes can be minor or major. One of the things that often changed is the user interface and user experience of the application, which greatly influences customer satisfaction. There are many methods to measure ux, one of them is UEQ. This study aims to measure the UX of SIMARIS users, so that this application has a long lifespan. SIMARIS is one of the applications at UPN “Veteran” Jawa Timur which is used to manage the implementation of internally funded research and social engagement activities. There are many modules in SIMARIS, one of them is the reviewer module which is used by reviewers to assess proposals, monev reports, and also final results of researchers. This research was conducted by distributing UEQ questionnaires to 10 reviewers. Based on the comparison with the benchmark scale, the results of the questionnaire related with attractiveness, clarity, efficiency, and novelty, the results are above average, while the results of accuracy and stimulation are good. These results indicate that SIMARIS is good, but efforts still need to be made to improve the attractiveness, clarity, efficiency, accuracy, stimulation and novelty by providing functions or features that help to get the job done faster and are fun to use.

Abstract

Things that need to be revealed from legal documents are semantics, structure, and relationship between legal documents. We argue that structure and relationships between documents are fundamental. The abundance of legal documents comes from various sources pose a challenge for an institution to maintain cohesion between internal and external legal documents. This study contributes in the form of a system which is able to manage various types of legal documents and their hierarchy, the form of relations between legal documents and the parties involved and also the status of a legal document. Our study was developed based on Indonesian Ministerial Regulation no. 3 of 2021 concerning Manuscripts of the Indonesian Ministry of Education and Culture. The system was developed on a web-based platform, with generic data model designed, and oriented to be able to be adopted by any organization. Discussions and potential system development are discussed at the end of this paper.

Abstract

Aplikasi SILATURAHMI (Sistem Informasi Kolaborasi Terpadu Universitas, Pemerintah, Masyarakat, dan Industri) merupakan sistem informasi milik UPN ”Veteran” Jawa Timur yang dirancang untuk mengelola program MBKM dari pendaftaran hingga finalisasi penilaian konversi mata kuliah. Namun, sistem ini masih berbasis website yang dari awal dioptimasi untuk perangkat berbasis desktop. Pada perangkat berbasis mobile, sistem ini memiliki performa dan tampilan yang kurang baik sehingga muncul kebutuhan akan aplikasi berbasis mobile yang terpisah. Sistem informasi SILATURAHMI berbasis mobile dikembangkan dengan menerapkan metode Waterfall yang terdiri dari tahap communication, planning, modelling, construction, dan deployment dengan menggunakan framework flutter. Melalui metode ini, diharapkan sistem yang dihasilkan dapat  mempermudah pengguna, baik mahasiswa maupun dosen, dalam mengelola program MBKM melalui device berbasis mobile. Berdasarkan hasil pengujian yang dilakukan, Sistem Informasi SILATURAHMI berbasis mobile telah berhasil dijalankan di kedua sistem operasi yaitu AndroidOS dan iOS sesuai dengan proses bisnis yang telah direncanakan. Melalui sistem berbasis mobile ini dosen dan mahasiswa dapat lebih mudah dalam mengakses sistem informasi SILATURAHMI serta mengurangi kesalahan-kesalahan akibat tampilan dan performa yang kurang baik pada website

Abstract

Kecepatan pertumbuhan produk hukum dan naskah dinas menimbulkan tantangan bagi pihak terkait untuk dapat mencari, mengikuti, serta memahami, terlebih dalam membuat sebuah produk hukum dan naskah dinas. Untuk menjawab masalah tersebut dibutuhkan sebuah sistem yang dapat menjadi wadah (repository) produk hukum dan naskah dinas. Pengembangan layanan untuk repository telah dilakukan pada beberapa penelitian. Namun pada umumnya memiliki keterbatasan yaitu diantaranya : tidak memiliki informasi yang lengkap mengenai sebuah naskah dinas, tidak terintegrasi, fokus pada pengetahuan yang termuat dalam sebuah peraturan (mikro) dan tidak/ belum mencakup pengembangan/ pembuatan naskah dinas. Atas dasar tersebut maka penelitian ini memiliki kontribusi terhadap pengembangan sistem sejenis berupa integrasi antara naskah dinas dan produk hukum dari sumber eksternal dan internal, serta fleksibilitas integrasi. Metodologi/model pengembangan sistem yang digunakan dalam penelitian ini adalah waterfall. Sebagai tempat atau obyek studi kasus adalah di lingkungan Perguruan Tinggi Negeri yaitu Universitas Pembangunan Nasional "Veteran" Jawa Timur. Kerangka utama penelitian termasuk dalam hal ini sebagai batasan penelitian adalah merujuk pada peraturan menteri pendidikan, kebudayaan, riset dan teknologi nomor 3 tahun 2021. Hasil pengujian menunjukkan bahwa penelitian ini menghasilkan sistem repository dengan kemampuan : 1). menyimpan naskah dinas dan produk hukum dengan fleksibilitas hirarki dan relasi, antar produk hukum, 2). menyimpan atribut produk hukum dan naskah dinas baik dari lembaga penerbit maupun pejabat penerbit, 3). fleksibilitas dalam hirarki lembaga, termasuk diantaranya menyimpan history data lembaga. Berdasarkan kemampuan yang dimiliki, sistem yang dibangun memiliki potensi untuk mencapai tahap temu kembali informasi produk hukum dan naskah dinas pada tingkat yang kompleks.

Abstract

The role of information systems in the form of application programs has now developed and extended to all fields, one of which is the field of education. The use of applications will be needed for the process of implementing the EPT (English Proficiency Test). The use of applications in the EPT process will provide many advantages such as ease of checking test questions, ease of managing test data, test data that is directly integrated with the database, and ease of taking tests. However, the EPT process in the Language Center Technical Implementation Unit of UPN "Veteran" East Java still uses a manual process and is less effective. So a solution is made in the form of an EPT application. This application will be built using the Laravel framework which is open source and strong server security to be able to optimize web-based applications.

Abstract

In higher education, overseeing the execution of litabmas activities is a challenging and error-prone task, particularly when done manually through the physical submission of documents. Information is not always readily available, archives are frequently lost or even damaged, and tracing Litabmas external responsibility (articles, journals, patents/IPRs, etc.) from earlier periods can be challenging. This article describes how the Waterfall approach was used to construct the Litabmas management application. The Hierarchical Model-View-Controller (HMVC) technique is used to build the code architecture during the coding process. By reducing intermodular dependencies, this method makes it easier for a team to design an application. This application was developed to facilitate the management of the full cycle of Litabmas activity implementation for users, from generating Litabmas master data to initiating the Litabmas period, submitting proposals, conducting evaluations, and reporting Litabmas outputs and outcomes. The application has been tested using the black box method, and as a result, 23 use cases from six levels of users —administrator, head of institutional research, researcher, reviewer, auditor, and general visitor access rights —have been generated. All of these usecase have 100% of the expected output produced by the application.

Abstract

Akses masuk parkir di Universitas Pembangunan Nasional “Veteran” Jawa Timur mengalami kendala karena jumlah mahasiswa yang tidak sebanding dengan kecepatan akses menyebabkan antrian panjang pada akses masuk parkir. Sistem parkir manual menggunakan karcis kertas memperlambat proses dan menimbulkan masalah keamanan serta limbah. Observasi menunjukkan bahwa setiap kendaraan membutuhkan rata-rata 7.4 detik untuk check-in, sementara sistem yang sudah menerapkan parkir otomatis di kampus lain hanya memerlukan sekitar 4 detik. Selain itu, pencurian kendaraan juga menjadi masalah serius karena kelalaian pemeriksaan keamanan. Peneliti mengusulkan solusi sistem parkir karcis digital berbasis web untuk meningkatkan efisiensi dan keamanan, menggantikan karcis kertas dengan barcode kartu tanda mahasiswa yang dipindai, dan mencocokkan data identitas pemilik kendaraan dengan sistem terintegrasi. Sistem parkir karcis digital dirancang menggunakan metode pengembangan Waterfall dan UML, serta diimplementasikan dengan framework Laravel dan database MySQL. Hasil pengujian menunjukkan waktu rata-rata 4.5 detik untuk check-in, lebih cepat dibandingkan sistem manual. Validasi keamanan ditingkatkan melalui verifikasi wajah dan data diri saat check-out. Sistem ini diintegrasikan dengan perangkat IoT berbasis mikrokontroller ESP32 melalui Arduino IDE, menggunakan HTTP request untuk komunikasi dan diuji menggunakan blackbox testing menunjukkan semua usecase berfungsi dengan baik
