Abstract

This research based on main problem, that is the low of Employee Performance. These conditions predicted because of has not implemented yet of Coordination elements at PBB collector (Land and Building Tax) in Pataruman District, Banjar City. Approach in this research about Coordination and Employee Performance from Public Policy and Public Administration as master theory to develop science area of public administration. Research method is explanatory survey descriptive. This method used to explain social phenomenon which in this case used to check influence of Coordination (X) as independent variable to employee performance (Y) as dependent variable. This research use quantitative analysis usage Path Analysis Method meant to know value of influence Coordination variable to Employee Performance at PBB collector (Land and Building Tax) in Pataruman District, Banjar City either through simultan and also by parsial. Result of research indicate that by simultan, influence of Coordination (X) to Employee Performance (Y) equal to 60,48%. As for influence of other variable to Employee Performance (Y) equal to 39,52%. While by partial, influence of Coordination (X) which consist of six Coordination elements covering: element of Units (X1) have a non significance effect to Employee Performance (Y) equal to -0,31%, element of Sources (Potency) (X2) have a non significance effect to Employee Performance (Y) equal to 16,31%, element of Cohesion (X3) have a significance effect to Employee Performance (Y) equal to 23,24%, element of Motion Activity (X4) have a non significance effect to Employee Performance (Y) equal to -5,51%, element of Harmony (X5) have a significance effect to Employee Performance (Y) equal to 13,62% and element of Same Direction (Target) (X6) have a significance effect to Employee Performance (Y) equal to 13,11%. From six Coordination elements that giving dominant influence by parsial to Employee Performance is element of Cohesion (X3) that have a significance effect to Employee Performance (Y) equal to 23,24%. Researcher can conclude that Coordination influentialy in positive and significance to Employee Performance at PBB collector (Land and Building Tax) in Pataruman District, Banjar City. That accross the board Coordination has been executed and implemented according to Employee Performance factors

Abstract

This research starts from the fundamental problems of low performance of employees at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar. Its thought to have been came by Controling System and Organizational Structuring towards Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar, not yet implemented. The approach in this study refers to the context of the theory of Controling System and Organizational Structuring also Employee Performance as part of the scope of Public Administration. The method of research used explanatory survey with technical analysis Structural Equation Modeling (SEM), while the population is Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar. The results of the study showed the need for further research on the optimization of the increasing influence of Controling System and Organizational Structuring on Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar, viewed from the perspective of Public Administration. This is indicated by the existence of other variables that influence the Employee Performance at the Agency of Empowerment of Community and Village, Nation Unity and Politics at City of Banjar.

Abstract

Service Characteristic Model to Achieve Excellent Service in Investment and One-Stop Service (IOSS) of Ciamis Regency. The problem is the lack of licensing services caused by the lack of adequate service dimensions, so the licensing service is still in the red zone. At the same time, the focus is the implementation of licensing services IOSS environment in Ciamis Regency. This research uses a qualitative approach with case study method observation. The data collection technique is done by digging data derived from primary data and secondary data. Primary data were obtained through observation, interview, observation of informant behavior, and Focus Group Discussion. While the secondary data obtained from various documents, journals, scientific papers, and others. Excellent service model in IOSS of Ciamis Regency from 10 dimensions according to V. Gaspersz theory eight dimensions are still low: the dimension of timeliness, service accuracy, responsibility, completeness, convenience model variation, personal service, and comfort. Only the dimensions of modesty and hospitality are seen enough. While the dimensions of supporting attributes by the informants are considered sufficient despite the facts in the field, they have not been adequate. The research finds several things: (1) there are other dimensions beyond the ten dimensions of Gaspersz, namely the participation of the applicant's private community; (2) excellent service in IOSS of Ciamis Regency need to develop a variation of the model, from offline to semi online; (3) there are factors that are nearly the excellent service, such as the quality and quantity of human resources as well as the local revenue target burden.

Abstract

Research on the General Election Commission as the organizer of general elections has been done a lot. However, the research that examines the organizational restructuring of the Regency / City General Election Commission in West Java, in particular, no one has done yet. This study explores the existence and organizational restructuring of the Regency / City General Election Commission in West Java as the organizer of the General Election. This study uses a qualitative method with descriptive analysis with a case study strategy of organizational restructuring of the Regency / City General Election Commission in West Java. Qualitative methods produce descriptive data in the form of words from the object under study and understand the phenomena experienced by research subjects—the technique of collecting data using observation, interviews, documentation, and forum group discussion (FGD). Data analysis was performed through data reduction, display data, and conclusion drawing/verification procedures. The research results obtained, firstly, the existence of the Regency / City General Election Commission is still needed as the organizer of general elections at the regional level, but is ad hock in nature. Second, restructuring the organization of the Regency / City Election Commission, which includes: Downsizingor organizational downsizing. Delayering or grouping the types of work. Decentralizing or handing over some functions and responsibilities to lower levels of the organization. Reorganization or review or restructuring (refocusing) on the organization's core competencies (core competition). Cost reduction strategy or use of resources. IT Innovation or adjustment of work with technological developments. Competency measurement or measuring the competencies needed by employees. Performance-related pay or an assessment of performance. The restructuring model from Bernadin and Russel (1998: 210) in their realization has not been effective and has not been optimally implemented at the Regency / City General Election Commission in West Java.

Abstract

The purpose of this study was to find out and analyze how the higher education quality assurance system works and to find out and analyze the dimensions of quality assurance system policy evaluation to improve the competitiveness of private tertiary institutions in the city of Bandung. This study uses a descriptive analysis method with a qualitative type and is supported by the SWOT technique. The results of the study show that the implementation of the quality assurance system for Private Higher Education in Bandung City is still not effective, so a policy evaluation is needed through (1) Administrative evaluation by taking into account: Effort evaluation, performance evaluation, adequacy of performance, efficiency evaluation and process evaluation, (2) Judicial evaluation by taking into account: Issues of legal validity, possible violations of the constitution, possible violations of the legal system, possible violations of ethics and state administration rules, (3) Political evaluation by taking into account: Political process in determining policies, acceptance of political constituencies towards public policies, implementation information technology. The results of the policy evaluation in this study then produce recommendation strategies related to the implementation of the Higher Education quality assurance system by the government's standard provisions.

Abstract

The main problem in this research is the performance of organizations in infrastructure development for economic empowerment in Bekasi City has not increased which is assumed by Collaborative Governance and coordination that has not been implemented effectively. The research method used was an explanatory survey method with a quantitative approach. Research shows that collaborative governance and coordination to simultaneously deliver a huge influence (86, 2 %) and significant impact on the performance of the organization in the development of infrastructure in the public interest in Bekasi. Organizations on the development of infrastructure in the public interest in Bekasi was not only influenced by collaborative governance and coordination alone but there are other variables that come to influence the amount of (13, 8 %). Partially Collaborative governance in the process of infrastructure development provides the smallest and most significant influence on the performance of organizations in infrastructure development for the economic empowerment to public interest in the City of Bekasi compared to coordination of 34 , 3 %. The dimensions of the Collaborative governance that provide the most impact to the smallest of the performance of the organization in order are the dimensions of the system contexts (13, 7 %), drivers (9.3%) and dimensional dynamics collaboration (4.0%).Partially the coordination in the process of infrastructure development has the most significant and significant influence on the performance of organizations in infrastructure development for the public interest in Bekasi City
