Abstract

The presence of Bukit Panembongan nature tourism is inseparable from the surrounding community and the youth of Karang Taruna in Tembong Village who explore the potential possessed by one of the hill areas located in the Panembongan Village. Bukit Panembongan Nature Tourism which is located in Tembong Village, Garawangi District, Kuningan Regency was opened to the public on March 28, 2015. The area of ​​land reaches 5ha but the effective land is around 3ha. Panembongan Hill natural attractions start open at 08.00 WIB until 17.00 WIB. Based on the conditions in the field can be found the following problems: the dissolution of the group of tourism activists in the Panembongan hill destination. Partners still have not sought to increase tourism service interest at the village / sub-district level by involving tourism service entrepreneurs in order to support the success of the K3 program, Partners still do not have the ability to organize funds seeking tourism activists (Kompepar) through the sale of souvenirs, the establishment of cooperatives, kiosks and so on. After the implementation team discussed with the local authorities , the activity implementation team determined the solution priority, namely the problem related to the formation of a tourism driving group, coordinating with the management of this tourism object was the result of collaboration between Perhutani KPH Kuningan with Forest Village Community Institutions (LMDH) and Tembong Village with a system of Community-Based Forest Management (PHBM), which is managed 90% by Perhutani and 10% by the Village. In connection with the problem, this activity aims to help resolve some of the problems faced by Partners as previously stated. The implementation method used in this activity is by lecturing and training. The conclusion of this activity is that the assistance provided by the Implementation Team can be understood by partners and is in accordance with the planned activities and priorities. Suggestions that can be delivered are: the formation of a tourism driving group, holding a meeting with the Ministry of Forestry and Forest Village Community Institutions (LMDH) and the Village Head to resolve the Joint Forest Management System pattern.

Abstract

Good public administration services are the main thing in running a quality government. Therefore, ethics is a major part of maintaining the quality of public administration services, especially in the era of Industry 4.0 which needs to also apply ethics in using technology. The purpose of this study is to examine the formation and implementation of ethics in public administration in the era of government innovation disruption due to technological development and disruption. This research uses a qualitative approach with descriptive analysis method which is sourced from various literature both primary and secondary, then an analysis of the various literature is carried out. Descriptive analysis results show that technology has become an indispensable need in government, in various fields and activities. Where, the disruption of the technology also impacts on various government innovations that really need ethics, especially on public services to avoid mal-administration. The impact of this research is knowledge of the importance of awareness of implementing ethics in public administration services in the era of technological disruption to improve the quality of government services.

Abstract

Era dekade saat ini telah terjadi banyak perubahan mendasar pada berbagai sektor, antara lain ekonomi, teknologi, dan politik. Bahkan krisis ekonomi yang belakangan terjadi telah menekan banyak organisasi untuk memikirkan kembali prioritas -prioritas mereka. Oleh karena itu, terdapat dorongan untuk melakukan pembentukan kembali bisnis dan teknologinya. Terjadi perubahan besar dalam pekerjaan saat ini, yaitu dari peralihan dari sektor manufaktur dan pertanian menjadi industri jasa dan telekomunikasi. Faktor -faktor pendorongnya, antara lain kian menipisnya sumber daya alam dan bahkan beberapa negara tidak memilikinya. Sebaliknya, terdapat perkembangan pesat di sektor teknologi. Penemuan produk-produk teknologi baru telah menyebabkan produk teknologi lama menjadi usang, tidak terpakai lagi karena digantikan dengan yang baru tersebut. Contohnya personal computer (PC) digantikan dengan telepon pintar (smart phone). Selanjutnya telepon pintar digunakan untuk berbagai keperluan, misalnya pelayanan publik on line. Fenomena di atas adalah sebuah inovasi disruptif yang diciptakan oleh Clay Christensen pada tahun 1997. Inovasi disrupsi juga berdampak terhadap Sumber Daya Manusia dalam Manajemen (MSDM). Paradigma bar adalah sebuah pemimpinial yang berbasis teknologi modern, khususnya aplikasi komputer dan internet karena lebih praktis, efisien dan efektif. Disamping itu, penggunaan teknologi tersebut bertujuan untuk menghadapi kompetisi di sektor ketenagakerjaan di ASEAN, sebagai konsekuensi MEA, maupun menyongsong SDM di Abad ke-21. Saat ini peringkat SDM Indonesia berada pada urutan ke lima setelah negara Singapura, Brunei Darussalam, Malaysia, dan Thailand. Melalui inovasi disrupsi diharapkan dapat menghadapi kedua tantangan tersebut. Selain itu, inovasi disrupsi merupakan sebuah tantangan karena memunculkan sebuah paradigma baru, yaitu MSDM yang berbasis teknologi dan inovatif serta pembentukan SDM yang kompeten di bidangnya.

Abstract

Konsep pemerintahan yang baik (good governance), masyarakat merupakan salah satu unsur yang harus saling terikat dengan pemerintah dan sektor swasta. Masalah yang ditemukan terkait perwujudan good governance adalah ketidakpercayaan publik akibat keterbatasan dan kelemahan pemerintah dalam manajemen yang memunculkan penyalahgunaan wewenang (abuse of power) aparatur pemerintah. Secara sederhana, governance merupakan proses lembaga-lembaga publik dalam mengatasi masalah-masalah publik, mengelola sumber daya publik, dan menjamin realisasi hak asasi manusia. Hakikat good governance yang esensial yaitu bebas dari penyalahgunaan wewenang dan korupsi serta dengan pengakuan hak berlandaskan pada pemerintahan hukum. ada dua hal yang harus diperhatikan oleh pemerintah saat menerapkan e-government system, yaitu: Kebutuhan masyarakat menjadi prioritas utama dalam pelayanan pemerintah. Pemerintah seyogyanya tidak lagi memposisikan sebagai pihak yang dominan, tetapi mempertimbangkan posisinya sebagai penyedia layanan bagi masyarakat dan Ketersediaan sumber daya, baik dari sisi warga negara maupun pihak pemerintah. Sumber daya dimaknai sebagai sumber daya manusia yang terampil dan ketersediaan sumber daya teknologi yang merata. Kehadiran MPP di Sumedang diharapkan dapat mendorong kabupaten ini melakukan inovasi dalam pelayanan publik. Selain itu, pembentukan MPP juga sesuai dengan misi bupati Sumedang, yakni menata pemerintahan yang responsif. Saat ini, MPP Kabupaten Sumedang melayani 361 jenis layanan publik berupa perizinan dan non perizinan. Sebelum adanya MPP, masyarakat lebih mengenal pelayanan publik di Pelayanan Terpadu Satu Atap (PTSA) dan Pelayanan Terpadu Satu Pintu (PTSP). Mal Pelayanan Publik dapat dikatakan sebagai peningkatan kualitas dari dua layanan terpadu tersebut.

Abstract

Pengembangan potensi pariwisata, merupakan suatu kebutuhan yang tidak bisa diabaikan, menyusul penetapan Kabupaten Pangandaran sebagai Kawasan Ekonomi Khusus (KEK) dan destinasi wisata kelas dunia. Salah satu upaya yang  bisa dilakukan untuk mewujudkan harapan tersebut  adalah menguatkan potensi desa wisata yang menekankan pada partisipasi masyarakat lokal. Desa Legokjawa merupakan salah satu desa wisata yang memiliki potensi cukup besar dalam mendukung pengembangan dan peningkatan obyek pariwisata di Kabupaten Pangandaran. Namun persoalannya, berbagai potensi wisata yang dimiliki  oleh Desa Legokjawa, nampaknya belum sepenuhnya dikelola secara optimal, terutama yang berkaitan dengan keterlibatan masyarakat lokal dalam mendukung pengembangan obyek wisata tersebut. Oleh karena itu, dibutuhkan adanya penguatan potensi desa wisata yang berbasis pada partisipasi masyarakat lokal. Dengan demikian, pengembangan potensi desa wisata tersebut, tidak hanya dapat dinikmati oleh wisatawan, tetapi juga dapat mendorong dan meningkatkan kesejahteraan masyarakat setempat.    Kata Kunci: potensi desa wisata, partisipasi masyarakat lokal

Abstract

The main problem in this research is the effectiveness of the service of motor vehicle registration number at the offices of Single Administrative System Single Roof Pandeglang Banten Province low, allegedly caused by the coordination between each unit or part has not run optimally. The method used in this research is descriptive analysis by using path analysis (path analysis) that is by seeing how big influence and independent variable to dependent variable, either influence directly or indirect influence. With this design will be measured directly or indirectly the coordination influence expressed in 7 (seven) dimensions, namely the existence of agreement and unity of understanding, the existence of agreement on the activities, the existence of obedience, the exchange of information, the presence of coordinators who can lead, the existence of information from Various parties, and the mutual respect for the effectiveness of service at the Office of Pandeglang Area Manunggal One Roof Administration System of Banten Province.The results of the research can be found that the effectiveness of Motor Vehicle Tax Service is influenced by the coordination at the office of Pandeglang Area Manunggal One Roof Administration System of Banten Province, with the percentage is 98.0%. This means that the coordination is very dominant and decisive towards the increase of tax service on the Pandeglang Area Manunggal One Roof Administration System of Banten Province. However there are also other factors that are not examined (epsilon) but determine against the tax service on Pandeglang Area Manunggal One Roof Administration System of Banten Province of 2.0%.

Abstract

The balance between the environment and development must also be considered by the government so that the community in the future will not be affected by the development carried out. One way of implementing development is to conduct sustainable development that is environmentally sound. One of the sustainable development policy issues is in terms of waste management. Therefore, this study aims to analyze the implementation of sustainable development policies in the city of Bandung, especially in terms of waste management. This study uses qualitative methods with data collection carried out through observation, interviews and literature study. Data analysis includes data collection, data reduction and presentation of analytical data with descriptive methods. The results show that the waste management policy in Bandung City refers to regulations at the central and regional levels where in its application these policies are not in accordance with Law No. 18 of 2018 because it leads to waste as a source of regional income. Therefore, a sustainable development policy in waste management is developed by considering 4 strategic aspects, namely environmental, economic, social and technical aspects.

Abstract

Meskipun pemulung tidak memiliki kualifikasi yang diperlukan untuk bekerja di ekonomi formal, mereka dapat melakukannya di kota karena adanya modal sosial, atau koneksi yang dapat dimanfaatkan untuk keuntungan ekonomi dan sosial. Pemulung di kota-kota besar sering kali bergabung dengan komunitas pemulung, di mana mereka dapat melakukan pekerjaan mereka dan bertemu dengan anggota lain. Permasalahannya adalah: Bank Sampah belum mampu menjadikan pemulung tertarik menjadi nasabah Bank Sampah. Bank Sampah kurangnya mensosialisasikan keberadaan serta kemanfaatan kepada pemulung. Berdasarkan hasil monitoring dan evaluasi maka dapat dipetakan keberlanjutan program PKM berdasarkan fakta kongkrit di lapangan akan meningkatnya nasabah Bank sampah serta multiplier effect kepada anggota mitra yang lain yang ikut serta dan menjadikan edukasi sebagai pengetahuan baru bagi mitra.

Abstract

The development of tourism potential is a necessity that cannot be ignored, following the determination of Pangandaran Regency as a Special Economic Zone (SEZ) and a world-class tourist destination. One of the efforts that can be made to realize these expectations is to strengthen the potential of tourist villages that emphasize the participation of local communities. Legokjawa Village is one of the tourist villages that has considerable potential in supporting the development and improvement of tourism objects in Pangandaran Regency. However, the problem is that the various tourism potentials owned by Legokjawa Village appear to have not been fully managed optimally, especially those related to the involvement of local communities in supporting the development of these tourism objects. Given the importance of developing these tourism objects, it is necessary to strengthen the potential of tourism villages based on local community participation. Thus, the potential development of the tourism village can not only be enjoyed by tourists, but also can encourage and improve the welfare of the local community

Abstract

Service Characteristic Model to Achieve Excellent Service in Investment and One-Stop Service (IOSS) of Ciamis Regency. The problem is the lack of licensing services caused by the lack of adequate service dimensions, so the licensing service is still in the red zone. At the same time, the focus is the implementation of licensing services IOSS environment in Ciamis Regency. This research uses a qualitative approach with case study method observation. The data collection technique is done by digging data derived from primary data and secondary data. Primary data were obtained through observation, interview, observation of informant behavior, and Focus Group Discussion. While the secondary data obtained from various documents, journals, scientific papers, and others. Excellent service model in IOSS of Ciamis Regency from 10 dimensions according to V. Gaspersz theory eight dimensions are still low: the dimension of timeliness, service accuracy, responsibility, completeness, convenience model variation, personal service, and comfort. Only the dimensions of modesty and hospitality are seen enough. While the dimensions of supporting attributes by the informants are considered sufficient despite the facts in the field, they have not been adequate. The research finds several things: (1) there are other dimensions beyond the ten dimensions of Gaspersz, namely the participation of the applicant's private community; (2) excellent service in IOSS of Ciamis Regency need to develop a variation of the model, from offline to semi online; (3) there are factors that are nearly the excellent service, such as the quality and quantity of human resources as well as the local revenue target burden.
