Abstract

Pada era reformasi sekarang ini, kinerja aparat pemerintah mendapat sorotan tajam dari masyarakat dengan adanya kebebasan dalam menyampaikan pendapat (aspirasinya), banyak ditemukan kritikan yang pedas terhadap kinerja aparat pemerintah, baik itu secara langsung (melalui forum resmi atau bahkan demonstrasi) maupun secara tidak langsung (melalui tulisan atau surat pembaca pada media massa). Kritikan tersebut tanpa terkecuali mulai dari pemerintah pusat sampai ke pemerintahan daerah. Semakin kritis masyarakat terhadap tuntutan kualitas layanan menunjukkan karakter masyarakat kita dewasa ini yang telah memiliki sikap mandiri, terbuka dan mampu berdemokrasi Kinerja instansi pemerintah adalah gambaran tingkat pencapaian sasaran atau instansi pemerintah sebagai gambaran dari visi, misi, dan strategi instansi pemerintah yang mengidentifikasikan tingkat keberhasilan dan kegagalan pelaksanaan kegiatan-kegiatan sesuai dengan program dan kebijakan yang ditetapkan. Penelitian ini menggunakan metode analisis deskriptif kualitatif dengan data-data primer dan sekunder untuk memperkaya hasil analisis. Tujuan mendasar dari penelitian ini adalah menemukan fakta empirik tentang kinerja aparat dalam penyelenggaran pemerintahan dan faktor-faktor yang mempengaruhinya secara mendalam dan komprehensif

Abstract

This study provides an overview of the implementation of Village Fund management in Konawe District, as well as the factors that influence implementation and strategies that must be carried out in order to improve implementation, as well as providing assistance to Local Governments in developing Village Funds. The implementation of the Village Fund management policy in Konawe District has been carried out since 2015. However, with the approval of the goals, the implementation of the Village Fund in Konawe District has not been optimal. The planning formulation process has not yet been approved according to established procedures, discussion of the objectives of improving governance, development and community empowerment, has been carried out optimally, but the goal of continuing to increase the capacity of community institutions in the village in planning, implementing and developing development has not run optimally. Likewise, the accountability program has not been carried out optimally which does not have a standard operating procedure on the systematic arrangement of the responsibility. Some of the factors that influence the implementation of the Village Fund in the Konawe Regency are communication, resource capabilities, implementing attitudes, and bureaucratic structures. the main instrument in research is the researcher itself. Data sources used are primary data sources and secondary data relating to policies and empirical requirements for the implementation of the Village Fund Management Policy. In this study, also using survey research to obtain primary data on village funding policies in Konawe District.

Abstract

Penelitian ini betujuan untuk Menganalisis pengaruh penerapan Penghasilan Tambahan Pegawai (TPP) terhadap produktivitas kerja pegawai irigasi, mengidentifikasi faktor-faktor yang mempengaruhi produktivitas kerja pegawai irigasi dalam konteks penerapan TPP, membahas strategi yang efektif dalam menerapkan TPP untuk meningkatkan produktivitas kerja pegawai irigasi dan membandingkan perbedaan produktivitas kerja antara pegawai irigasi yang menerima TPP dengan yang tidak menerima TPP. Dalam penelitian ini menggunakan teknik analisis data yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Hasil dalam penelitian ini adalah Penerapan Tambahan Penghasilan Pegawai (TPP) ,Penerapan Tambahan Penghasilan Pegawai Pemerintahan dan Otonomi Daerah pertama kali dilaksanakan sejak tahun 2018 dengan tujuan agar meningkatkan motivasi kerja pegawai. Adapun penerapannya dengan menggunakan aplikasi E-Kinerja dengan tujuan agar pegawai lebih mudah menginput target dalam bekerja setiap harinya.

Abstract

The Effectiveness of Regional Development Strategic Plan Preparation for Development Planning in Konawe Regency and To find out what factors influence the effectiveness of developing a strategic development plan study at the Regional Development Planning Agency Office of Konawe Regency The data collection methods and techniques used in this study were library research and field studies while the data analysis technique used in this study is qualitative data analysis. The Regional Development Planning Agency (BAPPEDA) of Konawe Regency is a government agency that has the task of assisting the Regent in administering governance in the field of planning and controlling regional development, by carrying out the function of formulating technical policies. This research aims to determine the effectiveness of preparing development plans. budget preparation. This study uses descriptive qualitative methods. Data collection techniques are carried out through interviews, observation, and documentation. The results of this study indicate that the role of Bappeda Konawe Regency in preparing development planning is in accordance with the duties and functions as stipulated in the regulations. However, there are still a number of obstacles that have an impact on the less than optimal role of Bappeda itself in the process of determining the preparation of the development budget. First, the lack of preparedness of planning documents by the agencies during the process of discussing development programs and activities. Second, political factors in the regions that make programs and activities less effective and efficient. Third, the lack of supervision and control over the implementation of programs and activities that have an impact on not achieving the goals that have been set. To minimize these obstacles, the Konawe Regency Bappeda is trying to implement an electronic-based planning and budgeting system, taking preventive steps such as carrying out an action plan, which is a derivative of the master plan, in order to maximize and optimize the Special Autonomy Fund, to a strong commitment to review the departments agencies that do not complete planning documents and problematic projects. This is done so that programs and activities can be implemented in accordance with the rules and achieve the goals that have been set.

Abstract

This research aims to describe the implementation of Stop Bullying Socialization activities at SDN 1 Andowengga and its impact on student behavior. Bullying is an aggressive action that can have a negative impact physically, emotionally, and socially, especially on elementary school students. This research uses a qualitative descriptive approach with the subject of class V–VI students. Socialization activities include interactive lectures, discussions, educational video screenings, role-playing, and Stop Bullying declarations. Data was collected through observation, interview, documentation, and questionnaire, then analyzed descriptively. Research results show that socialization succeeds in increasing students' understanding of bullying, fostering empathy, and encouraging mutual respect and caring behavior towards friends. The change in positive attitude can be seen from the reduction of small conflicts, increased cooperation, and the courage of students to report bullying behavior. The success of the activity is supported by the active involvement of teachers and principals, as well as an interactive approach that emphasizes direct experience. Although some challenges still arise, this activity is effective as a preventive and educational step in creating a safe, comfortable, and bullying-free school environment. Research results can be a model for other schools in the development of bullying prevention programs sustainably.

Abstract

Indonesia, which is a democratic country, elections are an instrument to exercise people's sovereignty. In order to produce a quality election, a professional institution that manages elections is needed. Election organizers recruit staffAd Hock for Elections 2024. At least there is a AgencyAd Hock at the sub-district, village and sub-district levels of 28 sub-districts scattered in Konawe Regency. Like a pyramid, the further down a row, then it gets bigger and wider. While the knowledge and skills of implementation are mandatory equalized. The standard of governance for the implementation and supervision of elections must be owned by everyone election administrators at all levels. This is the main key to realizing elections with integrity future. However, it cannot be denied, the capacity building of election organizers is especially important levelAd Hock, namely sub-districts to polling stations, are very limited. Amount technical guidance and outreach are determined by budget availability and implementation schedule. In the end, the limited amount and time were not followed by all stakeholders. Even the simultaneousness of the upcoming elections is increasingly narrowing the space for capacity building.
