Abstract

One form of reform in village government in Indonesia is the implementation of simultaneous village head elections in Indonesia following the mandate of Article 31 of Law Number 6 of 2014 concerning Villages, which states that; Village head elections are held simultaneously in all districts/cities. The Regency/City Regional Government stipulates a policy for implementing Village Head elections simultaneously with Regency/City Regional Regulations. One of the regencies in Riau Province that held village head elections simultaneously was Kampar Regency by issuing Kampar Regent Regulation Number 54 of 2019 concerning Simultaneous Village Head Elections. This study aims to find out the results of the simultaneous election of village heads in Kampar Regency in 2021. This research uses qualitative research methods according to the research problem. Data collection techniques using interview techniques, observation, and documentation. The results of the study can be stated that there was a dispute over the election of the village head, the cost of implementing simultaneous village head elections was quite large, and this election made it difficult for the government to carry out supervision.

Abstract

Public service is a basic function of his government, because the government has historically existed and was held to meet the interests and needs of the community or its members. Public service is a public bureaucracy product received by the citizens of users and society at large. Therefore, the public service can be defined as a series of activities undertaken by the bureaucracy of public institutions to meet the needs and interests of the various forms of citizen users. Government essentially has the basic functions of the service in accordance with the history of the formation of state / government of the state concept sebgai night watchman, therefore the government is obliged to serve their communities in an effort to meet the various needs of the community, especially the basic human needs such as security, a sense of ease, and etc. Unlike the wide range of products services in the form of goods easily in the value of quality, in terms of products services in the form of services which are not easy for the value of quality. Nevertheless, the ministry of goods and services often are complementary or complementary to each other so it is difficult to be separated from each other. A product in the form of goods is often accompanied by the services, such as car sales effort along with services such as warranty and service. Likewise, services are also often accompanied by the ministry of goods. For example, electrical installation services would be accompanied by the installation of power poles and other supporting equipment. Intangible goods services so it does not appear (intangible). Although its form does not appear, but in the process of implementation can or can to be observed and felt, for example, a service can be judged walk fast, slow, unpleasant, difficult, expensive, or expensive in terms of costs.

Abstract

Historically, the existence of villages in Indonesia have existed long before the Unitary Republic of Indonesia (NKRI) exist or are formed. As evidence of the existence of the village, can be seen from the explanation of Article 18 of the Constitution of the Republic of Indonesia Year 1945, where there are approximately 250 "Zelfbesturende landschappen", such as the Village in Java and Bali, Nagari in Minangkabau, Dusun and Marga in Palembang, and other etc. The village is a unified society based on customary law and customary law are settled within a certain region demarcated; has a spiritual and physical bond is very strong, both as an element of collateral as well as have the same political, economic, social and security and so forth; has selected board members together, have a certain amount of wealth and the right to conduct his own household. " The village administration is composed of the village authorities and Village Consultative Body (formerly Village Parliament) or abbreviated with BPD, called elements of village administration. As one element of BPD village administration certainly has a very important role in promoting and developing the village. Therefore, BPD certainly need institutional arrangement to BPD in accordance with legislation, in this case is Law No. 6 of 2014 concerning the village.

In mengimplemantasikan of related/relevant governmental policy with management of area finance, hence Local Government of Provinsi Riau take policy in the form of Regulation of Governor of Riau of Number 54 Year 2007 about System and Procedure of Monetary Management [of] Area, in order to management of finance of area own system, procedure, and the clear arrangement. According to trust Section 4 sentence ( 1) Permendagri of Number 13 Year 2006 about Guidance of Monetary Management [of] Area, sounding; finance of Area managed orderlyly, meekly the legislation, effective, efficient, economic, transparent, and bertanggungjawab paid attention toly [is] justice ground, making proper, and the benefit to socialize. management of governmental Policy about Guidance of Monetary Management [of] Area, owning dimenssi: Budget Planning, Budget Execution, Penatausahaan Budget, Reporting And Pertanggung of answer of Budget and also Observation and Budget Construction. Pursuant to analysis of management of management of finance [of] [at] Local Government of Riau still uncommitt maximally, from five dimension that is Planning, Execution, Penatausahaan, Reporting And Responsibility and Observation and Budget Construction, only Penatausahaan of Budget fulfilling standard of regulation rule. Abstract

One of the manifestations of the implementation of good governance principles as one of the demands of society is the realization of an adequate, informative, transparent and accountable regional wealth management system. Regional assets are an important component of local financial management. Management of assets / property of the region requires special attention because there is a significant increase in the value of assets / property of the region from year to year. Regional goods are goods purchased or obtained at the expense of APBD and goods derived from other legal proceeds, such as goods obtained from grants / donations, goods obtained as execution of the agreement / contract, goods obtained derived from the provisions of the Act , And goods obtained under a court decision that has obtained permanent legal force. Since the enactment of the balance sheeting policy as part of the government's financial statements, the recognition / assessment, and presentation and disclosure of regional assets / property become the main focus. This is because the assets / goods of local governments have a very significant and very complex value. Thus, efforts to increase accountability and transparency of local financial management can not be done without improving the management of assets / property owned by the region. As one important element to organize government and community service, the assets / property of the region must be managed properly and correctly. To manage properly and properly, the regional government must apply the principles of the Functional Platform, the Legal Certainty Principle, the Transparency Principle, the Efficiency Platform, the Accountability Principle and the Legal Certainity Principle. Important aspects of the management of government assets, in the form of; Planning of Needs and Budgeting of Assets / Regional Assets, Procurement of Regional Assets / Property, Security and Maintenance of Assets / Regional Property and Development, Supervision and Control of Assets / Regional Property.

Abstract

In the system of Government of the Unitary State of the Republic of Indonesia, Regional Government is a sub-system of the national government, local governments are obliged to provide public services in the implementation of governmental affairs in accordance with minimum service standards (SPM) governed by the Central Government. In its development, up to 2012 has been determined as many as 15 affairs with SPM at the district / city level consists of 65 types of services and 276 service indicators (including sub indicators). The time limit of SPM achievement ranges from 2013-2025. This study uses a qualitative method. The result of the research shows that until 2014, Pekanbaru Municipal Government has implemented 15 fields, with 210 (76,09%) reporting indicators and service indicators reaching 116 national indicators or 42.03%. There are 3 SPM affairs with 100% reporting indicator that is, Environment, Family Planning and Family Welfare and Employment. While 11 of the 15 other affairs reported between 33.33 - 95.45%, communication and information affairs that have the smallest percentage, the percentage of service indicators reach the national target, the Environment has the largest percentage of 100 percent of 4 indicators of service, with the smallest percentage (0%) is the public housing affair. Obstacles in the achievement of SPM in the service area of the local government of Pekanbaru city such as the national dynamics, the dynamics of the local scale, the unmixed SPM into the SKPD Rentras, and Still low understanding of the implementation of MSS in SKPD Local Government.

Abstract

As explained in Law Number 23 of 2014 that government affairs consist of absolute government affairs, concurrent government affairs and general government affairs. This study aims to analyze the implementation of concurrent government affairs in the local government of Siak Regency. At the regional level the implementation of concurrent government affairs is carried out by regional government elements and Dewan Perwakilan Rakyat Daerah (DPRD). In the implementation of government affairs in the regions, especially in the local government of Siak Regency there are still several problems, namely; the absence of tourism policies from Law Number 23 of 2014 such as Government Regulations related to concurrent government affairs and regional apparatus organizations implementing concurrent affairs was only established in 2017. This study used a Qualitative Approach withtype descriptive explanatory. The informants in this study were the Regional Secretary of Siak Regency, Head of the Education Office, to the Health Office and Head of the Social Service. Based on the results of the study that the nature of the implementation of concurrent government affairs in the local government of Siak Regency is in accordance with the planning, and has achieved the targets set out in the Annual Work Plan of the Siak Regency Regional Government, and all programs and activities in concurrent government affairs are financed through the Siak Regency budget has increased every year, but there are still some obstacles in the implementation of concurrent government affairs in the local government of Siak Regency. The suggestions that the author recommends in implementing concurrent government affairs are; improving facilities and infrastructure in the implementation of concurrent government affairs activities, immediately completing the preparation of the Regional Government RTRW of the Siak Regency.

Abstract

The aim of this research is to determine the social, economic, and ecological impacts of Land Use Change (LUC) of forest areas into Palm Oil industrial areas. The research method used was exploratory qualitative and analyzed using Nvivo 12 Plus. he findings of this study show that there are several challenges in the industrial land use of oil palm in forest areas in Riau, Indonesia, such as land conflicts between communities, government, private sector, forest destruction, and natural disasters. Therefore, we suggest that in order to expedite the removal of oil palm plantations from forest areas and to expedite the issuance of plantation licenses for community, private, and government entities wishing to enter such areas, both the federal government and local governments must adopt policies and impose sanctions. This study serves as a knowledge base to address the social, economic and ecological issues resulting from Land Use Change (LUC) in the province from forest areas to industrial areas producing oil palm. The conclusion of this research is that Land Use Change (LUC) from forest area to palm oil industry area in Riau Province, Indonesia has positive and negative impacts on social, economic, and ecological aspects in Riau Province, Indonesia. The government of the Indonesian province of Riau benefits from this research on land use change (LUC) in the palm oil sector.

Abstract

In development planning, women's involvement is imperative in order to create conditions which puts women in a fair position, without discrimination. This condition does not only occur in Indonesia but also occurs in developing countries such as Malaysia. From this phenomenon, the Community Service Team (PKM) of Universitas Islam Riau (UIR) in collaboration with Universiti Utara Malaysia (UUM) located in the Government of Yan District Negeri Kedah, Malaysia made an activity program with the theme of being an active woman in development planning. The purpose of PKM activities (1) is to provide an understanding of the importance of women's participation in development planning in Kedah, Malaysia, (2) to provide an understanding of the direct impact that will be felt by the government if women can play an active role directly in development planning. The method used uses the Rapid Rural Appraisal (RRA), Participatory Rural Appraisal (PRA), Actian Research (AR) methods. The results of PKM activities show (1) an increase in the interest and enthusiasm of counseling participants in the involvement of governance in Kedah, Malaysia. (2) an increase in the understanding of counseling participants on the importance of women's participation in development planning in Kedah, Malaysia. (3) there is an increase in the understanding of counseling participants about the direct impact that will be felt by the Kedah State government if women can play an active role directly in the development planning of Kedah State, Malaysia. (4) there is an increase in maximizing programs in the field of development and in the field of community empowerment that are directly related to meeting the needs of women and children of Kedah State, Malaysia.Dalam perencanaan pembangunan, keterlibatan perempuan menjadi keharusan yang tujuannya agar tercipta kondisi yang menempatkan perempuan dalam posisi yang adil, tanpa diskriminasi. Kondisi seperti ini tidak hanya terjadi di Indonesia, tetapi juga terjadi pada negara-negara berkembang seperti Malaysia. Dari fenomena tersebut, Tim Pengabdian Kepada Masyarakat (PKM) Universitas Islam Riau (UIR) bekerjasama dengan Universiti Utara Malaysia (UUM) bertempat di Pemerintah Yan District,Negeri Kedah, Malaysia membuat program kegiatan dengan tema menjadi perempuan aktif dalam perencanaan pembangunan. Tujuan kegiatan PKM (1) untuk memberikan pemahaman tentang pentingnya partisipasi perempuan dalam perencanaan pembangunan di Negeri Kedah, Malaysia, (2) untuk memberikan pemahaman tentang dampak langsung yang akan dirasakan oleh pemerintah jika perempuan dapat berperan aktif secara langsung dalam perencanaan pembangunan. Metode yang digunakan menggunakan metode Rapid Rural Appraisal (RRA), Participatory Rural Appraisal (PRA), dan Action Research (AR). Hasil kegiatan PKM menunjukkan (1) adanya peningkatan animo dan antusiasme peserta penyuluhan dalam keterlibatan penyelenggaraan pemerintahan di Negeri Kedah, Malaysia. (2) Adanya peningkatan pemahaman peserta penyuluhan tentang pentingnya partisipasi perempuan dalam perencanaan pembangunan di Negeri Kedah, Malaysia. (3) Adanya peningkatan pemahaman peserta penyuluhan tentang dampak langsung yang akan dirasakan oleh pemerintah Negeri Kedah jika perempuan dapat berperan aktif secara langsung dalam perencanaan pembangunan Negeri Kedah, Malaysia. (4) Adanya peningkatan memaksimalkan program di bidang pembangunan dan di bidang pemberdayaan masyarakat yang berhubungan langsung dengan pemenuhan kebutuhan perempuan dan anak-anak Negeri Kedah, Malaysia.
