Abstract

Community Institution is one of the civil organization under the authority of village level governance, also acknowledged and under supervision of government. Indonesian legislation has given chance to society to form community institution. Act number 23/2014 on Local Government and Act number 6/2014 on Village laid foundation for society to form village level community institution based on their need. In reality, those community institution like Rukun Tetangga (RT), Rukun Warga (RW), Lembaga Pemberdayaan Masyarakat Kelurahan (LPMK), Pemberdayaan Kesejahteraan Keluarga (PKK), Karang Taruna, etc., have been an integral part in helping government’s task, especially the task of head of urban village related to services on governance, development, and civil matters. Civil institution in urban village has shown its benefit and function in government, especially city government. Act number 5/1974 doesn’t mention about RT and RK/RW, but that does not means those institutions don’t have their reason for existence (raison dieter). RT and RK/RK can be formed based on Mayor’s Order as implementation of mayor’s function on Community Administrator. As Community Administrator Mayor can form act on forming and regulating community institution in its area which in turn can help city government fulfill its community’s participation, thus community’s aspiration can be included in government’s action and further enlarge social participation. Even though it is known that some city is regulates and empowers its community institutions, it is advised that other city has to start, so it won’t be too far behind, because community institution’s benefit and function have been proven. Working relation between community institution and urban village is deep.

Abstract

In the Indonesian national government system is recognized the existence of local government, the region consists of provincial, district and municipal areas. The Provincial Region is headed by a Governor, a Regency area headed by a Regent and a City area headed by a Mayor. Based on Law Number 23 Year 2014 on Regional Government placed the Governor in 2 (two) functions, namely; As Head of Region and As Deputy of Central Government in Region. The governor as the representative of the central government in the regions gained the delegation of authority from the government to carry out central government affairs in the regions. As a representative of the central government in the region the governor carries out the absolute affairs and implements the concurrent governmental affairs which are the authority of the central government and conducts the guidance and supervision of the districts / municipalities in carrying out the concurrent affairs which are the authority of the district / city government. In the implementation of central government affairs in the region it is necessary to have central government representatives in the regions and vertical institutions. Prior to the issuance of Law Number 23 Year 2014 in relation to the Governor as the representative of the central government in the regions is regulated in Law Number 32 Year 2004 regarding regional government and followed up by Government Regulation No. 7 of 2008 on Deconcentration and Co-Administration. In Act No. 23 of 2014 on Regional Government it is stated that the representative of central government in the regions is only given to the Governor, while the Regent / Mayor does not get the authority as a representative of the central government in the region. In carrying out the guidance and supervision on the implementation of government affairs which is the authority of the district / city and the task of assistance by the district / city, the President is assisted by the Governor as the representative of the central government.

Abstract

Penelitian ini mendiskripsikan hasil penelitian tentang implementasi peraturan Bupati Rokan Hulu Nomor 39 Tahun 2011 Tentang Pelimpahan Sebagian Kewenangan Bupati Rokan Hulu kepada Camat untuk melaksanakan urusan pemerintahan daerah. Hal yang melatar belakangi penelitian ini adalah masih sedikitnya masyarakat yang melakukan pengurusan perizinan baik izin bangunan maupun izin usaha di jalan lingkungan dan jalan lokal di kecamatan Ujung Batu, sehingga tidak sesuai dengan pesatnya pertumbuhan bangunan dan pertumbuhan ekonomi dibandingkan dengan masyarakat yang mengurus perizinan, Selain itu terdapatnya pegawai yang mengambil alih tugas yang bukan bidangnya, Masih kurangnya Pemerintah Kecamatan Ujung Batu dalam melakukan sosialisasi tentang pengurusan perizinan di Kecamatan Ujung Batu. Kurangnya sosialisasi terkait dengan masalah anggaran serta tidak terlihat adanya standar pelayanan yang jelas. Metode penelitian ini adalah metode penelitian kualitatif dengan menghubungkan tujuan penelitian dengan masalah dan gejala yang terjadi. Metode pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Data yang diperoleh selanjutnya dikumpulkan dan disajikan untuk diambil kesimpulan. Penelitian ini dilaksanakan di Kecamatan Ujung Batu Kabupaten Rokan Hulu. Berdasarkan hasil penelitian dan teknis analisis yang penulis gunakan maka dapat disimpulkan bahwa Implementasi Peraturan Bupati Rokan Hulu Nomor 39 Tahun 2011 Tentang Pelimpahan sebagian Kewenangan Bupati Rokan Hulu Kepada Camat untuk melaksanakan urusan pemerintahan kurang terimplementasi. Rekomendasi ini perlu dipertimbangkan untuk menjadi masukan kepada Bupati Rokan Hulu dan Camat Ujung Batu agar melakukan upaya sosialisasi mengenai pengurusan perizinan di jalan lingkungan dan jalan lokal serta memberikan sanksi yang tegas kepada masyarakat yang membangun Rumah, ruko dan jenis usaha yang tidak memiliki izin.

Abstract

The Village Building Index in its application is used to map village development and independence based on the implementation of village laws. The index of developing villages is measured through three indicators, namely indicators of economic resilience, indicators of environmental resilience and indicators of social resilience. Identification of problems related to the effectiveness of using village funds based on the developing village index (IDM) in Kuantan Singingi Regency has not been effective, besides that the village government has obstacles in the use of village funds. The purpose of this study was to determine how effective the use of village funds was in improving village status based on the developing village index (IDM) in Kuantan Singingi Regency. Data collection techniques used in this study are through observation, interviews and documentation. Based on the results of the study, it shows that the effectiveness of using village funds in improving village status based on the developing village index (IDM) in Kuantan Singingi Regency is assessed according to the principle of using village funds according to village laws, namely to create villages with independent qualifications.

Abstract

The Department of Fisheries and Food Security has a function in empowering fish breeders in Kuantan Singingi Regency. To carry out these functions, 20 types of activities have been determined as stated in the work plan in 2019. The research objective is to determine and analyze the Capability of the Fisheries Service and Food Security in EmpoweringFish Cultivation Groups in Kuantan Singingi Regency and to provide problem solving. Capability of the Fisheries Service and Internal Food Security. Empowerment of Fish Cultivation Groups in Kuantan Singingi Regency. This type of research is a descriptive survey using qualitative methods. Data were obtained from research informants who were determined bymeans of the informant determination technique using snowball sampling. Data collection was carried out by means ofinterviews, observation, and documentation, then all data collected was carried out by data validation steps and then analyzed one by one so that the research results could be drawn in the form of conclusions. The results of the study found that the capability of the Fisheries and Food Security Office of Kuantan Singingi Regency in empowering fish farming groups has been carried out with human resources, existing policies, predetermined budget allocations, and the existence of empowerment techniques that have been established every year. In the Capability of the Department of Fisheries and Food Security of Kuantan Singingi Regency in empowering fish farming groups, there are several obstacles in the form ofa lack of human resources and limited budget funds allocated for implementing programs in the aquaculture sector.

Abstract

Government in general is an organization given legitimacy by the people as the holder of sovereignty to carry out the duties of government in the country, as well as equipped with state-fittings .. The government is an organization that has; The governing authorities of a political unit, the ruling power of a political society, the apparatus is functioning government agencies and the exercise of power, the power to make laws dealing with disputes and discuss the decision of the administration with a monopoly on the legitimate power. Essential functions of government, namely; service (service), empowerment (empowerment) and development (development). Public service is a public bureaucracy production received citizen users. Related awareness of government officials towards the delivery of public services, in fact, not all government officials aware of the importance of service. In fact, sometimes the expression "if it can be made more difficult, why is it easy?", Which is always circulating among government officials in the public service, it shows that they are generally not aware of their position as public servants and also the philosophy of the service itself. Other facts also show that the educational curriculum and training for government officials in various types and levels, less gave the charge on the general aspects of service management. Problems of the poor quality of public services in Indonesia, namely; Still low competence of the State Civil Apparatus (ASN) in the implementation of public services in Indonesia. Still lack of professional ASN, ASN still low morale. is still a lack of motivation in the development of the ASN ASN. Research results indicate that Factor Employee Competency, Professionalism Employees, Employee Morale and Motivation Employee Giving effect on the level of the quality of public services in Indonesia.

Abstract

Secara empiris kita dapat amati begitu banyaknya persoalan kehutanan yang terjadi di Provinsi Riau mulai dari kebakaran hutan, illegal loging serta mengganti fungsi hutan itu sendiri ke dunia bisnis sehingga hutan hanya ditumbuhi pohon akasia dan sawit. Persepsi publik di Indonesia menganggap bahwa Provinsi Riau merupakan Provinsi yang kaya raya akan tetapi tidak demikian faktanya ini terlihat dari masih banyaknya masyarakat Riau yang hidup dengan kondisi miskin. Kajian ini bertujuan untuk menelaah secara mendalam tentang community participation dalam menjaga kawasan hutan yang ada di Provinsi Riau. Metode yang penulis gunakan dalam penelitian ini menggunakan metode kualitatif dengan tipe deskriptif serta pengumpulan data dilakukan dengan kajian literature review dari jurnal-jurnal yang sudah publish. Hasil penelitian ini menunjukan bahwa kehadiran perusahaan di tengah-tengah masyarakat sama sekali tidak mendatangkan manfaat apapun kepada masyarakat yang tinggal di sekitaran kawasan konsesi maupun di sekitaran kawasan perusahaan sawit yang begitu banyak di Provinsi Riau. Kemudian baik langsung ataupun tidak langsung dunia usaha dan pemerintah merupakan aktor yang berkontribusi terhadap kerusakan hutan yang ada di Provinsi Riau. Peneiltian ini disimpulkan bahwa community participation yang ada di Provinsi Riau tidak bisa terlalu banyak berkontribusi dalam menjaga kawasan hutan secara komprehensif karena semua kewenangan bidang kehutanan berada di Pemerintah Pusat. Saran ini yaitu pemerintah harus lebih serius dan fokus dalam menjaga kawasan hutan dari pengrusakan yang terjadi di Provinsi Riau dan jangan bernegosiasi dengan swasta.

Abstract

This research is motivated by the demands of the community regarding public services and it is necessary to have public service innovations, both those carried out by the government and other community components. This study aims to determine service innovations carried out in Riau Province, especially service innovations in several sub-districts in Riau Province, namely Sungai Mandau District, Siak Regency, Gunung Toar District, Kuantan Singingi Regency and Rambah Hilir District, Rokan Hulu Regency. Furthermore, to determine the inhibiting factors in the implementation of public service innovations in Riau Province. The research method used is a qualitative method with a descriptive approach. The key informants in this study were the sub-districts of Sungai Mandau, the sub-districts of Gunung Toar and the sub-districts of Rambah Hilir. The results show that service innovations have been carried out in several sub-districts such as PATEN on The Road, Zero Compliant, Gerimis Senja (movement to reduce poverty), android information via online about land information in Sungai Mandau District. The Gunung Toar Program BISA, AJAK (Birth Certificate Delivery), SIPATEN GUWA (Integrated Service Information System, Gunung Toar District What Apps), the Village Movement Movement. In Rambah Hiir District, namely: GPP (Public Service Outlets), POSPAY (On-Line Financial Services and Cash Financial Services).

Abstract

Various notions of the village has been widely presented by experts from variousdisciplines, and each understanding about the village appeared to have their variousdifferences separate depending on what point of view or which approach is used byexperts in view, describe and judge about the village, such as in terms of sociology,administration, politics, policy standpoint and in terms of economics. The Reforms inIndonesia In 1998 has brought many changes in Indonesian villages, one with thepresence of village-owned enterprises (BUMDES) on Law Number 22 Year 1999 onRegional Government. The village has a variety of potential that can be developed forthe welfare of the local villagers. Therefore, the village is also expressed as groupsorganized nature that have objects of material and immaterial (geordnede groupen van eigen blijvend meth character bewind en eigen marericel vermogen). The village hasthe potential and richness which is set in accordance with the institutional systemdeveloped and maintained by the local villagers. So that a higher village relies on thestrength of the potential and the resources owned by the village itself through variousforms of participation of the village community itself, so without too attached anddependent on help from the elements such as local government agencies or other parties( companies) which have more give more assistance to the villagers themselves bothpersonally and institutionally from the village. In connection with the application of theconcept of autonomy of the village, it is necessary to strengthen efforts towards thevillage administration. Therefore, the village-owned enterprises need to be managedand developed properly by the village government, so BUMDES can be used as one ofthe potential that can be used as an indicator of economic improvement of thegovernment and villagers.
