Abstract

Penelitian ini bertujuan untuk mengetahui Pengaruh Implementasi Kebijakan Peraturan Daerah Nomor 8 Tahun 2016 Terhadap Peningkatan Kualitas Pelayanan Publik Pada Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Pasaman Barat Tahun 2019-2020.Teori yang digunakan sebagai pijakan adalah Teori Implementasi Kebijakan Charles O. Jones.Metode penelitian yang digunakan adalah metode kuantitatif dengan tipe penjelasan (explanatory research).Teknik yang digunakan dalam pengumpulan data menggunakan kuesioner, sedangkan analisis data disajikan dalam bentuk tabulasi silang dan pengujian hipotesis meggunakan teknik korelasi Kendall Tau. Hasil Penelitian menunjukan bahwa Variabel X memiliki hubungan positif terhadap Variabel Y. Dengan keeratan hubungan sebesar 0,899 Organisasi, 0,903 Interpretasi, 0,989 Penerapan serta koefisien korelasi dinyatakan positif signifikan. Ini artinya jika Variabel X meningkat maka Variabel Y akan ikut meningkat. Sehingga dinyatakan bahwa Peraturan Daerah Nomor 8 Tahun 2016 memiliki hubungan sekaligus pengaruh terhadap Peningkatan Kualitas Pelayanan Publik Pada Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Pasaman Barat Tahun 2019-2020.

Abstract

This analysis of Mahyeldi Ansharullah's political leadership style as Mayor of Padang for the 2014-2019 period, departs from Mahyeldi's political leadership style as Mayor of Padang which displays a different political leadership style from the leadership of the previous Mayor. Mahyeldi had served as Deputy Mayor of the previous government period and during his leadership period, Padang City was considered to have experienced significant changes in urban development and governance as evidenced by various awards or achievements that have been obtained by Padang City. Mahyeldi, as a political leader, certainly has a certain leadership style, and there are also a number of factors that influence his political leadership. This is what is studied through research that has been conducted to find out: 1) How is the form of political leadership style applied by Mahyeldi Ansharullah as Mayor of Padang for the 2014-2019 period; 2) Factors that influence his leadership style. The theory used in this research is the theory of transformational leadership and servant leadership. This research uses descriptive qualitative research methods, selecting informants using purposive sampling and snowball sampling techniques. The result of this research is that the political leadership style applied by Mahyeldi Ansharullah as Mayor of Padang which is analysed by combining the theories of servant leadership and transformational leadership has not been fully able to be applied optimally. In this study, it was found that there are two forms of leadership style used by Mahyeldi Ansharullah; First, Mahyeldi as a regional head tries to carry out his duties and responsibilities to the community and his relationship with employees in the Padang City Government in improving performance for development and improving public services. Secondly, on the other hand in a dilemma Mahyeldi as Mayor which is a political position carried by a political party, he must accommodate political interests and must submit to the orders of his party. And the factors that influence Mahyeldi Ansharullah's political leadership style as Mayor of Padang are divided into two types, namely internal factors that come from his personality and external factors derived from the influence of his political party group.

Abstract

The preparation of the electoral register is a problem in every election. One of the problems that often arises in the form of the number of eligible voters but not registered in the list of permanent voters. This is evident in the large number of voters of resident identity card users who are registered in the special voter list. This research aims to analyze the problem of special voter list of the 2019 election in Indragiri Hulu Regency, Riau Province. In this study, researchers used an election governance perspective consisting of three stages, namely the stages of rule making, the implementation of rules, and the adjudication of rules. This research uses a qualitative approach with case study methods. The results showed that based on the perspective of election governance, the contributing factor to the large number of special voter lists for the 2019 election in Indragiri Hulu regency was at three stages of election governance. At the rule-making stage, in the form of implications of several policies taken by actors involved in the drafting of the rules. At the stage of implementation of the rules, in the form of the implementation of voter list preparation activities in Indragiri Hulu Regency which is not good. While the stage of adjudication rules in the form of non-accommodating recommendations of the Indragiri Hulu District Election Supervisory Agency related to special voters. There are two factors that are at the root of the problem of the large number of special voters. The root of the problem related to special voters who have not been registered on the Permanent Voter List, due to the non-implementation of matching and re-research of voters at the stage of updating the voter list. While the root of the problem related to special voters who have been registered on the permanent voter list, due to the difference in the maximum number of voters per polling place in elections and elections, so it must be re-mapping polling stations.

Abstract

Partisipasi memilih menjadi salah satu kebutuhan agar keberlanjutan demokrasi dan sistem politik tidak mengalami hambatan. Pemilu sebagai instrumen utama demokrasi merupakan salah satu kunci yang menjembatani suara rakyat sebagai pemilik kedaulatan untuk memberikan mandat kepada seseorang sebagai wakil rakyat atau sebagai penguasa yang akan duduk dalam pemerintahan. Oleh karena itu, sebagian negara-negara yang menganut demokrasi, termasuk Indonesia, menjadikan partisipasi sebagai salah satu agenda yang tidak dapat dikesampingkan dalam proses pemilu khususnya dalam hal hadir atau tidaknya warga negara untuk memilih (voter turnout).Salah satu fenomena yang terjadi dalam Pemilihan Kepala Daerah sejak tahun 2015 yang lalu adalah munculnya pasangan calon tunggal dalam pemilihan. Undang undang juga telah mengatur tentang mekanisme pelaksanaan Pemilihan Kepala Daerah dengan calon tunggal tersebut. Kota Tebingtinggi di Provinsi Sumatera Utara termasuk salah satu dari Kabupaten/Kota yang memiliki pasangan dengan calon tunggal di Pemilihan Umum Kepala Daerah Tahun 2017 yang lalu. Berdasarkan data, partisipasi pemilih dalam pilkada Kota Tebing Tinggi dengan calon tunggal menunjukkan angka yang tidak terlalu tinggi, yaitu  sebesar 59.868 suara (55,8 %). Sedangkan masyarakat Kota Tebing Tinggi yang memilih Walikota Incumbent 41.937 suara (70,04%), yang memilih kotak kosong sebesar 16.861 suara (28,16%) dan masyarakat yang terdaftar dalam DPT (Daftar Pemilih Tetap) yang tidak menggunakan hak pilihnya sebanyak 47.943 suara (44,46%). Alasan masyarakat yang memilih Walikota Incumbent antara lain popularitas calon yang tinggi, memiliki kinerja yang baik, adanya hubungan kekerabatan dan lainnya. Sedangkan yang memilih kotak kosong memiliki alasan tidak suka dengan calon Walikota, tidak diberi uang dan adanya ajakan dari etnis tertentu untuk memilih kotak kosong.
