Abstract

Tujuan penelitian untuk mengetahui pengaruh budaya individual dan kolektif terhadap pembentukan perilaku komunikasi dan  gaya komunikasi kepemimpinan Rektor Universitas Andalas (pengalaman komunikasi Werry Darta Taifur dan Tafdil Husni) dalam konteks rumah tangga, lingkungan dan organisasi dibantu dengan teori tindakan sosial dari Max Weber dan konsep gaya komunikasi Moss. Selain itu penelitian ingin melihat low context culture dan high context culture kedua rektor. Hasil penelitian ini memaparkan bahwa budaya individual banyak berpengaruh dalam pembentukan perilaku komunikasi dibandingkan dengan budaya kolektif. Werry Darta Taifur dan Tafdil Husni menggunakan komunikasi langsung “low context culture”dalam berkomunikasi dengan keluarga, lingkungan dan organisasi. Namun pada beberapa persoalan juga menggunakan komunikasi tidak langsung “high context culture”. Semakin banyak nilai individualistik yang dipegang individu dan semakin mandiri dalam membangun konsep dirinya, maka semakin banyak menggunakan komunikasi langsung “low context culture”. Dalam rumah tangga gaya komunikasi yang digunakan Werry Darta Taifur adalah the controlling style dan the equalitarian style, Sedang Tafdil Husni memakai gaya komunikasi  The controlling style, the equalitarian style dan  The dynamic style. Pada konteks lingkungan gaya komunikasi Werry Darta Taifur dan Tafdil Husni hanya terlihat satu saja yaitu the equalitarian style. Pada konteks organisasi gaya komunikasi Werry Darta Taifur dan Tafdil Husni yakni the controlling style, the equalitarian, the structure style, the dynamic style dan the reliquinshing style.

Abstract

This research aims to describe how the communication process of the Health Office in gay counseling in Padang city . Researchers also tried to analyze the factors emergence of gay presence reality in Padang City and found a model of health communication conducted by the Padang City Health Office in Gay. The research method used is a Qualitative Approach with data collection techniques through observation, interviews, and FGD techniques. First, the existence and appearance of gays in Padang City are caused by hedonism. Second Communication Model The communication process developed by the Padang City Health Office is carried out by someone who has been appointed as a Counselor. counseling is done from the initial stage through consultation, planning, and persuasive approaches and adjusting the character of each gay so that the communication process can continue as expected by the counselor. Even though the Health Office has not had a significant impact on changing deviant behavior patterns, Gay is trying to receive messages from the counselor, whether he likes it or not about the negative effects of being a man who likes the same sex. In the Message Delivering the Counselor uses the media that is in addition to direct communication face to face indirect communication is also done actively by utilizing the use of social media namely Whatapps as a communication tool between counselor and gay

Abstract

This research discusses the political conflict in managing the Regional Executive Board ofHanura Political Party in West Sumatera. The method used in this research is a qualitative approach withdescriptive type. The theory used in this research is the theory of conflict-causing factors from SimonFisher and the concept of political conflict from Ramlan Surbakti. From the research that was conducted,it was found that some factors caused the political conflicts. Firstly, a sense of distrust from themanagement of the regional executive Board of Hanura Political Party in West Sumatera towards OsmanSapta Odang. Secondly, the Chief of Regional Executive Board of Hanura Political Party in WestSumatera was disappointed about Wiranto's inability to take an outright stance regarding the conflictsthat occurred in the management. Thirdly, a lack of mutual respect between senior and junior figures ofthe Hanura Political Party in West Sumatera. Fourthly, different opinions about party managementbetween Osman Sapta Odang's side and Daryatmo's side. The political conflict in Hanura hasimplications for the replacement of the chairman of the Regional Representative Council of the Republicof Indonesia and the dismissal of 10 Hanura Political Party members from the Regional House ofRepresentatives in West Sumatera, who are on Daryatmo's side; therefore the dismissed cadres chose toswitch parties.

Abstract

The phenomenon of voting ballots with a pen carried out by voters at TPS 1 in Salak Village, Sawahlunto City, in the 2020 West Sumatra Governor Election caused problems with the performance of KPPS officers. KPPS members were declared to have violated the code of ethics and received a written warning from the KPU of Sawahlunto City. This study aims to describe the process by which members of the KPPS violated the code of ethics at TPS 1 Salak Village and analyze the causal factors. Data analysis uses the theories of election fraud and election malpractice. This research uses a qualitative descriptive approach with a case study method. The results showed that the KPPS violated the code of ethics at TPS 1 in Salak Village due to: The KPPS members' non-compliance with the rules, namely, "preparing TPS" before starting the voting process. Violations occurred due to the negligence of KPPS officers in providing voting tools in the voting booth. The lack of knowledge of voters regarding the correct regulation of ballot voting procedures Factors causing violations of the code of ethics of KPPS members at TPS 1 in Salak Village: The violation occurred because the KPPS was unable to work professionally. KPPS's human resources are poor at understanding regulations. PTPS supervision is weak. The lack of coordination between KPPS officers and PTPS, PPS, and PPK. Limited resources and training for KPPS.

Abstract

The election of the Regent and Deputy Regent in 2020 in the midst of a pandemic which resulted in socialization activities being delayed and there were several obstacles to delays in the implementation of the socialization, namely the PSBB which made it difficult for the KPU to gather the community to carry out election socialization. And what's more, in North Bengkulu Regency, there are many areas that are isolated and have poor infrastructure. Responding to this obstacle, North Bengkulu Regency KPU took quick steps to add a mode of implementation of the socialization, namely Door to Door socialization, which was carried out within 14 (fourteen) days before the D-day of the voting. The socialization was carried out by the Adhoc agency which only used assignment letters from the KPU without any SK from the KPU. This study aims to describe in detail the process of implementing community outreach by the KPU of North Bengkulu Regency in the midst of a pandemic; knowing the effectiveness of Door to Door socialization as a form of the effectiveness of the institution's function in the socialization function, this mode will be used as a new solutive mode in the socialization stage. The research method used is qualitative, in the form of a case study research type. Data collection techniques are in-depth interviews, as well as documentation. Selection of research informants using purposive sampling technique. The theory used is Institutional Effectiveness according to Christopher C Hood. The results of this study indicate that the implementation of socialization by North Bengkulu Regency KPU is effective only on participation tools, while 3 other tools namely regulations, incentives and law enforcement show ineffective results. Implementation of Door to Door socialization which is used as a new method, also gives ineffective results from the factor of resource capacity as seen from the culture of the system; and accountability factors as seen from the executive report

Abstract

Abstrak Titik lemah dari implementasi keterbukaan informasi publik, berada di kebijakan pemerintah dan kepala daerah. Khusus kepala daerah memiliki kewenangan dalam hal mengeluarkan regulasi, politik anggaran yang pro dengan pengembangan sistim dan budaya keterbukaan dan strategi dalam menggerakkan stakeholders untuk keterbukaan informasi publik.Tujuan penelitian ini adalah menjelaskan dan menganalisis kebijakan pemerintah daerah di Kabupaten Pesisir Selatan dan Kota Padang dalam melaksanakan keterbukaan informasi publik. Penelitian ini menggunakan pendekatan kualitatif dengan tipe penelitian studi kasus. Teknik pengumpulan data dilakukan dengan metode wawancara dan dokumentasi. Dari hasil penelitian ini, peneliti menemukan bahwa dalam melihat kebijakan kepala daerah sebagai political will di Pesisir Selatan dan Kota Padang dilihat dari (a) aspek regulasi dan perangkat keputusan yang dibuat merupakan titik tolak bagaimana sebuah kebijakan bisa diimplementasikan dengan baik, (b) pemahaman yang sama pada agenda formal, sehingga masalah yang muncul menjadi masalah publik untuk diagendakan menjadi kebijakan publik. ( c) Insentif dan disinsentif pendukung terkait dengan kepatuhan implementator dalam menerapkan kebijakan publik dan (d) bagaimana kepala daerah mengorkestrasi komitmen bersama melalui pendanaan dan sanksi dan penerapan kebijakan, mekanisme penegakan hukum disertai sanksi yang jelas, serta ada dukungan dari pelaksana kebijakan atau birokrat. Abstract Local Government Policies in Implementing Public Information Disclosure: Case Studies in Pesisir Selatan Regency and Padang City. The weak point of the implementation of public information disclosure is in the policies of regional heads. Regional heads have authority in terms of issuing regulations, pro-budgetary politics with system development and a culture of openness and strategies in mobilizing stakeholders for public information disclosure. The purpose of this study is to explain and analyze the policies of regional heads in Pesisir Selatan Regency and Padang City in implementing public information disclosure. This study uses a qualitative approach with a case study research type. Data collection techniques were carried out using interviews and documentation methods. From the results of this study, researchers found that in viewing regional head policies as political will in Pesisir Selatan and Padang City seen from (a) the regulatory aspects and the decision tools made are the starting point for how a policy can be implemented properly, (b) a good understanding the same on the formal agenda, so that problems that arise become public issues to be scheduled to become public policies. (c) Supporting incentives and disincentives related to implementer compliance in implementing public policies and (d) how regional heads orchestrate shared commitments through funding and sanctions and implementation of policies, law enforcement mechanisms accompanied by clear sanctions, and support from policy implementers or bureaucrats.

Abstract

This qualitative study investigates the influence of Instagram as an educational information communication platform on adolescents’ attitudes towards the Drug Abuse and Illicit Trafficking Prevention and Eradication Program (P4GN) at SMAN 4 Padang. Through in-depth interviews and thematic analysis, this study aims to explore the different ways in which adolescents interact with P4GN-related content on Instagram, interpret its messages, and see its impact on their attitudes towards drug abuse prevention. By focusing on qualitative research, this study seeks to capture the different ways in which adolescents interact with educational content on Instagram and how these interactions shape their attitudes towards P4GN. Initial findings indicate that adolescents perceive Instagram as a significant source of information about drug abuse prevention, which influences their attitudes and behaviors towards P4GN. The visual nature and peer-driven interactions play a significant role in shaping adolescents’ perceptions and attitudes towards drug abuse prevention efforts. This study provides valuable insights into understanding the effectiveness of Instagram as a tool to promote positive attitudes towards P4GN among adolescents. These findings will inform future educational strategies and interventions in drug abuse prevention, emphasizing the importance of leveraging social media platforms such as Instagram to engage and empower adolescents in promoting a drug-free society.

Abstract

Democracy at the local tier exhibits intricate dynamics and possesses substantial variances, one of which pertains to the democratic framework in Nagari, West Sumatra. The West Sumatra Provincial Regulation 7/2018 delineates an interpretation of Nagari through the principle of territorial unity within the governmental structure of Nagari. In alignment with its legal authority, West Sumatra Provincial Regulation 7/2018 encompasses a conceptualization of Nagari infused with the essence of Traditional Village, achieved through establishing Nagari institutions aimed at fortifying customary practices. This fortification is directed towards the component of traditional leaders, which signifies a hallmark of the Minangkabau cultural entity. Traditional leaders, or tribal chiefs, have diminished their authoritative power due to the polarization of political institutions governing the village. The West Sumatra Provincial Regulation 7/2018 advocates for governmental institutions to reinforce traditional stakeholders or leaders alongside their inherent rights. In this regard, West Sumatra Provincial Regulation 7/2018 elevates the status of traditional leaders, who have traditionally occupied roles within community institutions, to positions of prominence within governmental frameworks. This elevation is predicated on the premise that conventional leaders embody the essence of tradition itself, serving as figures who exemplify leadership and uphold the distinctive characteristics of the village populace as dictated by traditional norms.

Abstract

Tumpukan sampah di Pantai Padang muncul karena arus dua sungai besar yang membawa sampah, terutama setelah hujan lebat. Meskipun Pemerintah Kota Padang telah mengeluarkan Peraturan Daerah Nomor 21 tahun 2012 tentang Pengelolaan Sampah untuk mengatasi permasalahan, namun  pelaksanaannya masih belum efektif, dan sampah masih ditemukan di pinggir sungai. Ditemukannya sampah di sungai mengindikasikan kurangnya kapabilitas Pemerintah Kota Padang dalam mengelola sampah di Kawasan Pantai Padang. Tujuan penelitian ini adalah menjelaskan serta menganalisis kapabilitas Pemerintah Kota Padang dalam pengelolaan sampah di Pantai Padang. Landasan teori penelitian mengadopsi konsep Kapabilitas Pemerintah menurut Bevaola Kusumasari yang melibatkan enam variabel, yaitu kelembagaan, sumber daya manusia, keuangan, implementasi kebijakan, teknis, dan kepemimpinan. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan desain studi kasus. Hasil penelitian menunjukkan bahwa kapabilitas Pemerintah Kota Padang dalam mengelola sampah di Kawasan Pantai Padang masih belum memadai. Kurangnya jumlah pegawai harian lepas, lemahnya penegakan hukum, anggaran pengelolaan sampah masih belum mencukupi, tidak adanya unit khusus untuk penanganan sampah di badan air, dalam mengangkut sampah masih menggunakan tenaga manual, serta tidak konsisten berjalannya program dalam mengatasi permasalahan sampah tersebut menjadi faktor utama penyebab lemahnya kapabilitas Pemerintah Kota Padang dalam pengelolaan sampah di Pantai Padang tersebut.

Abstract

Demokrasi deliberatif berusaha mengubah kebijakan pemerintah melalui diskusi yang argumentatif. Lembaga Kerapatan Adat Alam Minangkabau (LKAAM) Kota Solok merupakan intitusi yang berusaha aktif membantu pemerintah Kota Solok dalam merumuskan kebijakan publik melalui diskusi yang argumentatif. Penelitian ini mendesripsikan bagaimana pelaksanaan prinsip demokrasi deliberatif masyarakat Minangkabau. Penelitian ini menggunakan pendekatan kualitatif untuk melihat proses pelaksanaan prinsip demokrasi deliberatif. Proses pelaksanaan prinsip demokrasi deliberatif LKAAM Kota Solok merupakan kehendak dari masyarakat adat yang memberikan kewenangan kepada pemimpin adat untuk menjembatani kepentingan masyarakat dengan pemeritah dan sebaliknya. Informasi dari masyarakat diproses dalam kesepekatan bersama (musyawarah rutin) dan kemudian disampaikan kepada pemerintah. LKAAM Kota Solok juga berperan dalam mengkritisi kebijakan yang dikeluarkan oleh Pemerintah Kota Solok.
