Abstract

Background on the influence of socioeconomic factors in the assessment of damages is important as legal systems in many countries, including Indonesia, often consider various factors when determining the amount of fair compensation for victims in civil cases. Socioeconomic factors such as income, social status and employment can affect a person's ability to obtain adequate compensation after suffering a loss. This research aims to study how district courts use socioeconomic factors to make decisions on the assessment of damages. This involves finding and understanding what components are most influential in the decision-making process. The quantitative method involved in-depth interviews and data collection. It also involved obtaining information from judges, lawyers, and other relevant parties to learn more about the socio-economic components that influence the assessment of punitive damages. This research may find that socio-economic components such as income, occupation or social status have a significant influence on the assessment of damages by the district court. For example, although the losses suffered may be the same, victims with low incomes are likely to receive lower damages than victims with high incomes. This research leads to the conclusion that action is needed to improve fairness in the assessment of damages in the district courts. This can be achieved by raising awareness of the impact of socio-economic factors and ensuring that all parties under the law receive fair treatment.

Abstract

The primary objective of this research is to examine the various factors that impact the evaluation of job performance based on set targets for employees at the Jayapura City Personnel, Education and Training Agency. The research methodology employed for this study involves a qualitative approach. The sources of data for the study were gathered from observations, interviews, documentation, and review of existing literature. The data analysis process consists of several stages including data presentation, data reduction, drawing conclusions, and verification. The findings of this study suggest that evaluating job performance through employee work targets aligns well with the criteria for job performance assessment. This approach allows for the measurement of job quality, productivity, teamwork, punctuality, and expertise in the role. As for internal constraints, it consists of two factors, namely from employees or staff who are considered not disciplined and obedient to existing rules and there are other work units that feel that work support facilities such as computers and network disruptions are needed to support smooth work. As a recommendation, employee performance appraisal within the Jayapura City Personnel, Education and Training Agency should be further improved and carried out properly.

Abstract

Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik, memberikan kontribusi positif terhadap transparansi, efesiensi, efektifitas alur, mekanisme dan prosedur pelayanan publik di Indonesia. Namun, dalam beberapa kasus pelayanan publik di Indonesia tidak dapat dipungkiri bahwa terdapat juga berbagai tantangan dalam implementasi pelayanan publik. Masyarakat Kota Jayapura pada dasarnya memanfaatkan media digital sebagai sarana hiburan, edukasi, bisnis, informasi dan pelayanan publik lainnya. Sehingga dapat menjadi salah satu cara atau metode untuk menunjukkan keterlibatan masyarakat demi kepentingan bersama di dalam ruang publik. Namun disuatu sisi, terkadang banyak sekali pemanfaatan media digital sebagai sarana untuk mengkritisi kebijakan publik melalui status yang dikirim di media sosial. Penerapan E-Goverment di kota Jayapura merupakan salah satu wujud program Smart City. Dapat dikatakan bahwa, pemerintah kota Jayapura lebih merujuk kepada konsep Smart City dalam memperlengkap sistem ataupun cara kerja pemerintah dengan lebih kompeten. Dengan berjalannya program Smart City, diharapkan dapat mengoptimalisasikan penggunaan sistem Teknologi Informasi pada sistem pemerintahan (E-Goverment), sehingga tercipta lingkungan kerja yang efektif, efisien, serta transparan. Visi dari Kota Jayapura dengan menerapkan E-Goverment ialah menjadikan Jayapura sebagai Kota yang nyaman untuk semua di Provinsi Papua. Untuk mencapai visi ini maka diperlukannya Smart City. Adapun Tujuan penelitian yang pertama adalah untuk menganalisis efektifitas penggunaan aplikasi E-Waniambey di Kota Jayapura. Yang kedua yaitu untuk mengidentifikasi faktor-faktor yang menjadi tantangan penggunaan aplikasi E-Waniambey di Kota Jayapura. Metode penelitian yang digunakan adalah jenis penelitian deskriptif kualitatif, dimana peneliti dalam melakukan pendekatan terhadap obyek penelitian akan dilakukan secara wajar. Teknik pengumpulan data yang dilakukan oleh peneliti yaitu dengan teknik wawancara, observasi, dan inferensi. Teknik analisa data delakukan dengan teknik reduksi data, penyajian data dan pnarikan kesimpulan/verifikasi data. Hasil penelitian menunjukan bahwa efektivitas penggunaan aplikasi E-Wanyambey dalam pengelolaan data e-KTP, KK, KIA, dan dokumen kependudukan lainnya sangat baik dalam menunjang pelayanan publik yang dilakukan oleh Dinas Kependudukan dan Catatan Sipil Kota Jayapura sebagai bentuk transformasi (inovasi) pelayanan publik berbasis digitalisasi.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas implementasi SPBE, serta faktor-faktor yang mendukung dan menghambat pelaksanaannya. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa meskipun SPBE telah diterapkan, pelaksanaannya belum optimal karena berbagai kendala, termasuk keterbatasan sumber daya manusia, infrastruktur teknologi yang tidak memadai, dan kondisi lingkungan yang tidak kondusif. Faktor-faktor pendukung seperti komitmen dari pemerintah daerah dan adanya regulasi yang mendukung juga diidentifikasi. Simpulan, bahwa untuk meningkatkan efektivitas implementasi SPBE, diperlukan peningkatan kapasitas sumber daya manusia, penguatan infrastruktur teknologi, serta komunikasi yang lebih baik antar instansi pemerintah. Penelitian ini diharapkan dapat memberikan masukan bagi pengambil kebijakan dalam upaya mewujudkan pemerintahan yang lebih transparan dan akuntabel melalui teknologi informasi. Abstract

This study aims to analyse the implementation of bureaucratic reform and its impact on public service transparency in Indonesia. Through a qualitative approach with a literature review, this study found that bureaucratic reforms carried out through organisational restructuring, simplification of procedures, strengthening human resources, and the use of information technology have encouraged the creation of more open and accountable public services. The digitisation of services and the public complaints system expanded public access to information and increased participation in service oversight. The results show that public service transparency has improved significantly, although challenges remain in terms of apparatus resistance and infrastructure limitations. Thus, bureaucratic reform plays an important role in realising governance that is transparent, efficient and responsive to the needs of society.
