Abstract

This research aims to discover the principles of good governance in digital-based services at the Gorontalo City Investment and One-Stop Integrated Service Office. The method uses descriptive research with a qualitative approach and data collection techniques through observation, interviews, and documentation derived from primary and secondary data. This research uses data analysis techniques through data collection techniques, data reduction, data presentation and conclusion drawing. The results showed that the principles of Good Goverance in the One-Stop Integrated Service Investment Office of Gorontalo City, seen from the indicators of transparency, equality/justice, and community participation, have yet to be achieved. This is due to unclear requirements and periods for permit completion, nepotism in the service, and lack of public participation in socialization held by the agency. It is suggested that the government provide appropriate and proper intensive services to all people who come to the Gorontalo City Investment and One-Stop Integrated Service Office and improve the SICANTIK service system so that the purpose of holding SICANTIK can be achieved following what is expected by bathubs, govemment and the community

Abstract

This study aimed to assess the implementation of e-government through the electronic form and information system application (Si-Feli) at the Public Works and Spatial Planning Office in Gorontalo Province. The research employed a descriptive analysis using a qualitative approach. The results indicated that the implementation of e-government through the Si-Feli application had not been optimally executed, both in terms of support, capacity, and value. This was attributed to the government’s insufficient efforts to socialize the application to the community, resulting in many citizens still visiting the UPTD for services. Other challenges faced in the implementation of e-government through the Si-Feli application included a lack of human resources for application management, inadequate technological infrastructure, and insufficient budget allocation for the development of the Si-Feli application.However, overall, both the government and the community have begun to perceive the benefits of implementing e-government through the Si-Feli application. Therefore, it is essential to enhance the socialization of the Si-Feli application and allocate budgets to facilitate its development.

Abstract

The purpose of this research is to find out how to find out the Strategy for Improving Public Service Performance (Case Study at the Asparaga District Head Office, Gorontalo Regency). This research uses a descriptive method with a qualitative approach. The results of the research using Ida Yunari Ristiani's theory (2020) regarding service standard indicators then the results of the SWOT analysis show that there is a need to improve service performance carried out by the government of the Asparaga Subdistrict Office in the service process. This can be seen in the inadequate availability of apparatus resources and limited service facilities and infrastructure, resulting in services at the Asparaga Subdistrict Office being ineffective

Abstract

Pengelolaan aset daerah secara optimal dengan memperhatikan prinsip pengelolaan yang efektif dan efisien belum sepenuhnya dapat diimplementasikan pemerintah Kota Gorontalo. Adapun tujuan penelitian ini adalah mengidentifikasi kendala yang muncul dari operasional pengelolaan aset daerah pemerintah Kota Gorontalo. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan Pendekatan penelitian yaitu studi kasus kemudian sumber informan yang ditentukan berdasarkan pemahaman terhadap permasalahan penelitian. Data diperoleh melalui observasi, wawancara terbuka, dan studi dokumentasi.

Abstract

This study aims to analyze the implementation of e-government through the use of the SiCantik (Smart Integrated Licensing Service) application at the Gorontalo Regency Investment and One-Stop Integrated Service Office (DPM-PTSP), and to identify various technical and non-technical obstacles that hinder the effectiveness of licensing services. The research method used was a qualitative descriptive method with a case study approach. Data were obtained through field observations, interviews, and documentation of DPM-PTSP employees and service users. The results indicate that the implementation of the SiCantik application has not been optimally implemented. This is due to frequent system maintenance without an effective emergency mitigation mechanism, a high dependence on internet network stability, and limited technical competence of staff in handling system issues. These conditions have implications for the licensing service process and reduced the efficiency and effectiveness of organizational performance. However, the transition from a manual system to an application-based system has had a positive impact on improving the quality of public services. This is evidenced by an 80% increase in permit applications from the first to the fourth quarter. Furthermore, network infrastructure management by the Gorontalo Regency Communication and Informatics Agency (KOMINFO) is considered optimal, supporting the continuity of service operations. Based on the research findings, it is recommended that the SiCantik application center administrator provide a more effective emergency mitigation mechanism, improve coordination between the DPM-PTSP (Directorate General of Public Service) and KOMINFO in system maintenance, and strengthen the technical competence of civil servants through ongoing training. These steps are expected to improve system reliability, streamline service processes, and achieve a more optimal implementation of e-Government within the local government.
