Abstract

This study aims to determine the application of E-Government in public services in Biawao Village, Kota Selatan District, Gorontalo City. The research method uses qualitative types. The results showed that the application of E-Government in public services in Biawao Village, Kota Selatan District, Gorontalo City was measured by 4 (four) indicators, namely indicators of benefits, efficiency, participation and transparency were not optimal. This can be seen from the minimal use of online-based public services, the low enthusiasm of the public in using online-based public services and the limitations on applications that are not able to answer the needs and complaints of people via online.

Abstract

This study aims to evaluate the Paket A equivalency education program for school dropouts in Gorontalo District. This program evaluation research uses descriptive method with the CIPP model (Context, Input, Process, and Product). The data analysis in this study was carried out in a qualitative descriptive manner, then the qualitative data were analyzed using thematic analysis, namely comparing the data at each stage of the CIPP then concluding. In this thematic analysis, an analysis flow is adopted which consists of data collection, data presentation, data reduction and conclusion verification. The results showed that the implementation of the Paket A equivalency education program in Gorontalo District has been optimal. This is based on the objective standard criteria that have been set in this evaluation study. The length of learning for the Paket A Equivalent Education program for each class or class is adjusted to the curriculum structure above. The learning process includes academic learning, namely the efforts made by the tutor to provide insight and knowledge to learning citizens facilitated by the tutor. Penelitian ini bertujuan mengevaluasi program pendidikan kesetaraan paket A bagi anak putus sekolah di Kabupaten Gorontalo. Penelitian evaluasi program ini menggunakan metode deskriptif dengan model CIPP (Context, Input, Process, dan Product). Analisis data dalam penelitian ini dilaksanakan secara deskriptif kualitatif, kemudian data kualitatif dianalisis menggunakan analisis tematik yaitu membandingkan data pada setiap tahapan CIPP kemudian disimpulkan. Dalam analisis tematik ini, ditempuh alur analisis yang terdiri atas pengumpulan data, penyajian data, reduksi data dan kesimpulan verifikasi. Hasil penelitian menunjukkan bahwa sudah optimalnya pelaksanaan program pendidikan kesetaraan paket A di Kabupaten Gorontalo, Hal ini berdasarkan pada kriteria standar objektif yang telah ditetapkan dalam penelitian evaluasi ini.  Lama pembelajaran program Pendidikan Kesetaraan Paket A untuk setiap angkatan atau kelas disesuaikan dengan struktur kurikulum diatas. Proses pembelajaran meliputi pembelajaran akademik, yaitu upaya yang dilakukan tutor untuk memberikan wawasan dan ilmu pengetahuan kepada warga belajar yang difasilitasi oleh tutor.

Abstract

In the Indonesian constitutional Autonomous Region is an elaboration of territorial decentralization. Realization in the form of the rights, powers and obligations of the region to regulate and manage its own internal affairs are based on the aspirations of the people in accordance with the legislation in force. One of the objectives scrolling regional autonomy policy in Indonesia is Democratization, empowerment and public participation. To achieve this, then the government has a policy of decentralization in stages, namely the provinces given limited autonomy, greater autonomy to the district / city and country are given genuine autonomy. Community participation is a process activities performed by individuals or in groups or communities. To unify their interest or relevance to the organization or people who join in order to achieve the objectives of society itself. This study uses descriptive qualitative research methods From the results of this study, researchers found that community participation in Jatimulya village influenced by the leadership, communication and education. The result showed that the head of the village has been carrying out its role as the leader of a well, the village government communication with the public is well established and low education affects people’s participation in development planning in the Jatimulya Villa. Dalam ketatanegaraan Indonesia Otonomi Daerah merupakan penjabaran dari desentralisasi teritorial. Realisasinya dalam bentuk hak, wewenang dan kewajiban daerah untuk mengatur dan mengurus urusan rumah tangga sendiri yang berdasarkan atas aspirasi masyarakat sesuai dengan peraturan perundang-undangan yang berlaku. Salah satu tujuan pengguliran kebijakan Otonomi Daerah di Indonesia adalah Demokratisasi, Pemberdayaan dan Partisipasi publik. Untuk mencapai hal tersebut maka pemerintah menggulirkan kebijakan desentralisasi secara bertingkat, yakni kepada provinsi diberikan otonomi terbatas, otonomi luas kepada daerah kabupaten/kota dan Desa diberikan otonomi asli. Partisipasi masyarakat merupakan suatu proses kegiatan yang dilakukan oleh perorangan maupun secara berkelompok atau masyarakat. Untuk menyatukan kepentingan atau keterkaitan mereka terhadap organisasi atau masyarakat yang bergabung dalam rangka pencapaian tujuan masyarakat itu sendiri. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Dari hasil penelitian di dapatkan bahwa partisipasi masyarakat di Desa Jatimulya di pengaruhi oleh kepemimpinan, komunikasi dan pendidikan. Dari hasil penelitian diperoleh bahwa kepala Desa telah melaksanakan perannya sebagai pemimpin dengan baik, komunikasi pemerintah Desa dengan masyarakat terjalin dengan baik dan rendahnya pendidikan masyarakat mempengaruhi partisipasi dalam perencanaan pembangunan di Desa Jatimulya

Abstract

This study aims to determine the application of the principles of good governance in the administrative services of the Highways Sector at the Department of Public Works and Spatial Planning, Gorontalo Province. The type of research used is descriptive qualitative. The results of the study indicate that the application of the principles of good governance in the administration service of the Highways Sector at the Department of Public Works and Spatial Planning of Gorontalo Province has not been implemented properly. This study uses the Indrajit approach (2002:5) about the main principles that form the basis of the implementation of Good Governance, namely; transparency, accountability, efficiency and participation. Of the four indicators used as benchmarks, there are 3 (three) indicators that have not been met, namely transparency, accountability, and efficiency. Meanwhile, 1 (one) other indicator, namely the participatory indicator, has been fulfilled. This can be seen from the involvement of outside parties such as contractors in every activity, especially in every decision making.

Abstract

The research was conducted at BFI Finance of Gorontalo. The type of research was descriptive. Technique collecting data used observation, interview, and documentation. Technique of analysis data used descriptive qualitative. The research aims to examine the application of Confins System at BFI Finance of Gorontalo. The result show that a multi-finance company as a whole from the determination process to control payments to vehicle owners must be appropriate, because ERP Confins which have an operational reporting application, which is useful for producing reports in various forms tailored to the needs of the company, have not been effective in accordance with standards BFI Finance work. BFI Finance of Gorontalo experiences obstacles in terms of content, as well as in the format of the report with the suitability of the vehicle owner, in this case the consumer is different from the name listed in the Certificate of Ownership of Motor Vehicles (BPKB), thus hampering the effectiveness of the running of the compony. Human resources are also an important reason for BFI Finance of Gorontalo for company development that is not only seen from a physical, mental and moral point of view, but from a work productivity perspective.

Abstract

Penelitian ini bertujuan penelitian ini adalah mengetahui proses Komunikasi Organisasi Pasca Pemilihan Walikota Dan Wakil Walikota Periode 2013-2018 Di Sekretariat Daerah Kota Gorontalo sehingga menyebabkan terjadinya konflik politik. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa Komunikasi Organisasi Pasca Pemilihan Walikota dan Wakil Walikota Periode 2013 -2018 Di Sekretariat Daerah Kota Gorontalo telah berlangsung seperti sebelumnya namun tidak semuanya optimal. Kebijakan-kebijakan yang telah berlaku dan dilaksanakan telah sesuai dengan ketentuan yang ada. Namun, secara emosional tidak dapat dipungkiri pasti ada perangkat di Sekretariat Daerah yang tidak suka dengan walikota dan wakil walikota yang terpilih akan tetapi hal tersebut hanya menjadi rahasia pribadi masing-masing.

Abstract

This research aims to determine the extent of the implementation of the E-performance Application Program in Attitude Assessment in the Performance System of Civil Servants at the Regional Personnel Agency Office of Gorontalo Regency. Attitude assessment on the employee performance system is something that must be carried out in an agency or company, this is done to find out whether the results of employee performance are increasing or decreasing. This type of research uses a qualitative research approach with a descriptive research approach.  To obtain accurate data, the obtained data was tested for validity using Nvivo 11. The results based on research findings it can be concluded that the implementation of the e-performance application program is not good enough because it still has several problems, such as civil servants who do not understand how to operate e-performance applications, but the BKD has carried out socialization and training so that civil servants can easily fill out performance results.

Abstract

Penelitian ini bertujuan untuk mengkaji ketersediaan RTH di Kelurahan Kayubulan, Kecamatan Limboto, Kabupaten Gorontalo. Data yang digunakan yaitu citra google earth, data spasial administrasi Kecamatan Limboto dan Kelurahan Kayubulan, data lokasi RTH Publik dari Dinas PU Kabupaten Gorontalo, data BPS Kecamatan Limboto Dalam Angka dan observasi lapangan. Lokasi RTH yang diperoleh dari Dinas PU dicatat koordinatnya kemudian dilakukan delineasi manual dari citra google earth. Observasi lapangan dilakukan untuk melihat dan mengecek kondisi sebenarnya. Observasi lapangan berupa pengambilan dokumentasi tiap lokasi RTH. RTH Publik yang terdapat di Kelurahan Kayubulan ada 4 yaitu Taman Kota (1 ha), Taman Bermain (1 ha), Kawasan Perkantoran (1 ha), dan GOR David-Toni (4,74 ha). Hasil penelitian menunjukkan bahwa Citra Google Earth dapat digunakan sebagai salah satu sumber data untuk mengetahui berbagai fitur permukaan bumi karena secara visual kenampakannya cukup jelas. Ketersediaan RTH Publik belum memenuhi ketentuan dalam Undang-Undang No. 26 Tahun 2007 tentang Penataan Ruang dan Permen ATRKBPN 14 Tahun 2022 yaitu sebesar 20% dari luas wilayah.

Abstract

This research aims to discover the principles of good governance in digital-based services at the Gorontalo City Investment and One-Stop Integrated Service Office. The method uses descriptive research with a qualitative approach and data collection techniques through observation, interviews, and documentation derived from primary and secondary data. This research uses data analysis techniques through data collection techniques, data reduction, data presentation and conclusion drawing. The results showed that the principles of Good Goverance in the One-Stop Integrated Service Investment Office of Gorontalo City, seen from the indicators of transparency, equality/justice, and community participation, have yet to be achieved. This is due to unclear requirements and periods for permit completion, nepotism in the service, and lack of public participation in socialization held by the agency. It is suggested that the government provide appropriate and proper intensive services to all people who come to the Gorontalo City Investment and One-Stop Integrated Service Office and improve the SICANTIK service system so that the purpose of holding SICANTIK can be achieved following what is expected by bathubs, govemment and the community

Abstract

The purpose of this research is to find out how to find out the Strategy for Improving Public Service Performance (Case Study at the Asparaga District Head Office, Gorontalo Regency). This research uses a descriptive method with a qualitative approach. The results of the research using Ida Yunari Ristiani's theory (2020) regarding service standard indicators then the results of the SWOT analysis show that there is a need to improve service performance carried out by the government of the Asparaga Subdistrict Office in the service process. This can be seen in the inadequate availability of apparatus resources and limited service facilities and infrastructure, resulting in services at the Asparaga Subdistrict Office being ineffective
