Masalah yang diangkat dalam penelitian ini adalah bagaimana keterlibatan bagian Hubungan Masyarakat Setda Kabupaten Bone Bolango dalam mengolah informasi kepada masyarakat di Kabupaten Bone Bolango. Metode yang digunakan dalam penelitian ini adalah analisis deskriptif dengan menggunakan pendekatan kualitatif . Bagian Hubungan Masyarakat dan pusat informasi kantor Sekretaris Daerah memegang peranan penting dalam memberikan informasi pemerintah kepada masyarakat. Dalam melakukan perannya pengolahan informasi hubungan masyarakat dan pusat informasi telah memberikan pelayanan yang baik dan memberikan informasi kepada masyarakat secara aktif mengenai kebijakan regional dan Program perkembangan yang dijalankan oleh Kecamatan Bone Bolango. Meskipun demikian, masih banyak kendala, diantaranya adalah kurangnya fasilitas dan sumber daya manusia yang yang ahli di bidang ini.Oleh karena itu, peneliti menyarankan perlunya untuk peningkatan fasilitas dalam rangka mendukung pekerjaan di bagian Humas dan pusat informasi di Setda Kabupaten Bone Bolango.Juga penting untuk menambah personil yang ahli di bidang ini, sehingga informasi yang diberikan kepada masyarakat dapat dimaksimalkan dan lebih bervariasi.

This research was conducted at the office of Dulohupa Village ofBoliyohuto District. The village government role in community development in the village Dulohupa Boliyohuto District of Gorontalo district, very important to support the conditions of this village because most of the people in this village have subsistence corn farmers so as to enable the empowerment of corn plants.The aims of this research were to determine and analyze the extent of countryside government and factors that encourage and inhibit the role of countryside government in supporting the income of corn farmer at Dulohupa village, Boliyohuto sub district of Gorontalo district. The results showed that the village government Doluhupa plays an important role to determine the appropriate steps to increase incomes of farmersâ corn or empower the people in the village of the District Dulohupa Boliyohuto.

This research aims to obtain an overview of the Remuneration Factor in Supporting the Effectiveness of Police Performance Gorontalo Police District Office. The researcher applied qualitative approach while data collection techniques were conducted through interviews to a number of informants, observations and secondary data documentation. By the three indicators of effectiveness of police performance (target achievement, integrity and adaptation) there are some problems encountered. In target achievement indicator, there are some obstacles that obstruct the police performance effectiveness. Whereas the integration indicator showed that the ability of organizations to provide information on Remuneration to members of the National Police has not been effective, as seen from the human resources, there are still those who do not understand about Remuneration and the availability of inadequate infrastructure in the process of conducting socialization. The adaptation indicators showed that the procurement and labor process measurement benchmarks in supporting the performance of Police members have not been effective. It can be seen from the lack of personnel needed in serving the community to support the effectiveness of the police members in Gorontalo Police district office.

The development of tourism object of Pentadio resort in Gorontalo is required in order to increase the benefit to tourism object especially economic value. In fact, these expectations have not been supported by the Local Government. This research aims to obtain information on government policy evaluation in the development of tourism object of Pentadio Resort in Gorontalo, by using a theory of policy evaluation. The research method used a qualitative approach with case study research, while the data were collected from in-depth interviews with informants. Data were also collected from participant observations and recording of secondary data related to the research problem. The results of this study evaluate the policy undertaken in the development of Pentadio Resort. It has not been maximally shown by five indicators of policy evaluation by William N. Dunn. There are still obstacles encountered in the implementation of a policy. So the recommendations in this article are expected to optimize the implementation of policy evaluations that have been made, in order to take a policy that serves as a benchmark of success in the development of a tourism development. One of consideration in the Pentadio Resort development of a tourist attraction is the possibility of management of tourism by private parties

This research was administered in West Bulontio village, Sumalata District. This research was aimed to determine the role of society located in West Bulontio Village, Sumalata District in Community Empowerment National Program (PNPM). This research showed tha there is lack optimal in overcoming poverty within the society, less function of supervision and interest from the village government and public figures in controlling SPP. Furthermore, the role of society in National Program of Community Empowerment (PNPM) still shows less helpful in terms of developing productivity of the village. In other words, the role of society in community Empowerment National Program (PNPM) is very important. By engaging society it is helpful to enrich knowledge and competence, and to develop self-potential possessed by the society. Penelitian ini dilaksanakan di Desa Bulontio Barat Kecamatan Sumalata. Penelitian ini diajukan unutk mengetahui bagaimana peran masyarakat yang ada di Desa Bulontio Barat Kecamatan Sumalata dalam Program Nasional Pemberdayaan Masyarakat (PNPM). Suatu penelitian yang menemukan masih kurangnya fungsi pengawasan dan perhatian dari pemerintah desa dan tokoh masyarakat dalam mengendalikan kegiatan SPP, selain itu peran masyarakat pada Program Nasional Pemberdayaan Masyarakat (PNPM) masih kurang membantu demi membangun produktifitas desa. Hasil penelitian menunjukan bahwa peran Masyarakat dalam Program Nasional Pemberdayaan Masyarakat (PNPM) sangatlah berpengaruh. Dengan melibatkan masyarakat dapat menambah pengetahuan dan keterampilan yang dimiliki dan mengembangkan potensi yang ada dalam diri masyarakat.

Abstract This research used a qualitative method through natulastic approach as the part of the government research, with the aim to determine the public services quality also obstacles in improving of public services effort quality in village of Potanga sub-district of Boliyohuto. Source of research data enable two data sources are sources of primary data and source secondary data. Based on the research result can be described; (1) Effort to improve public services in village of Potanga can be identified as follow; a) to improve the principle of public services; b) the principle of public services; and c) to improve public service standarts. (2) Efforts to improve the public services in village of Potanga can be caterogized as good and in accordance with the public service policies, laws, public service, and the role, duties and responsibilities of the village government to the public service. (3) Obstackle in improving of the public services effort quality in villafe of Potanga, that is internal resistance in the form of problem officer/staff both the term of quantity nor in term of the quality of human resources. (4) External obstacles sourced from the society reason of physical and phycological and environmental. Penelitian ini menggunakan metode kualitatif melalui pendekatan naturalistik sebagai bagaian dari penelitian pemerintahan, dengan tujuan untuk mengetahui kualitas pelayanan publik serta hambatan dalam upaya peningkatan kualitas pelayanan publik didesa Potanga Kecmatan Boliyohuto. Sumber data penelitian memfungsikan dua sumber data yaitu sumber data primer dan sumber data sekunder Berdasarkan hasil penelitian dapat diuraikan; (1) Upaya peningkatan pelayanan publik didesa Potanga dapat diidentifikasi sebagai berikut; a) peningkatan azas layanan publik; b) prinsip layanan publik; dan c) peningkatan standar layanan publik. (2) Upaya peningkatan pelayanan publik didesa Potanga dapat dikategorikan baik dan telah sesuai dengan kebijakan pelayanan publik, undang-undang pelayanan publik, serta peran, tugas dan tanggung jawab pemerintah desa terhadap pelayanan publik. (3) Hambatan upaya-upaya peningkatan kualitas pelayanan publik di desa Potanga, yaitu hambatan internal berupa masalah aparat/staf baik dari segi kuantitas maupun dalam hal kualitas sumber daya manusia (4) Hambatan eksternal bersumber dari masyarakat karena alasan fisik dan psikis dan lingkungan

This study aims to (1) determine how the application of IPM in Gorontalo regency. (2) Determine and analyze the strategy of agricultural development through the application of integrated pest management (IPM) in increasing farm production and welfare in Gorontalo regency. Qualitative research methods were used. Analysis of the data used is a SWOT analysis . SWOT analysis is a form of analysis to maximize strengths and weaknesses and the opportunities and threats meminalisir. The results showed that : (1) Implementation of Integrated Pest Management (IPM) in Rice Gorontalo regency is going well although not maximize, efforts are made to make the technology adoption of Integrated Pest Management (IPM) by farmers in the district of Gorontalo, among others, by socialization IPM integrated through school activities by agricultural extension , training harness and use a variety of agricultural technology (2) In the improvement of agricultural development through the implementation of IPM technology the identified factors are classified into internal and external strengths, weaknesses opportunities and threats to seek and obtain a key success factor the most appropriate strategy in the implementation of rice IPM in Gorontalo regency is SO strategy (incorporating Strengths and Opportunities) that increase the use of quality seeds using cultivation techniques based on the principles of IPM technology is also supported by state funds center is expected to improve its performance in terms of development of agricultural production.

This article aims to analyze and find out the strategies implemented by the Regional Government, especially the Kelurahan Governments in Gorontalo District in providing maximum service to the community. This study uses qualitative research methods with the intention of comprehensively knowing several things related to the implementation of E-Gov and to reveal the phenomena that occur in the application of E-Gov. The results showed that the capacity or ability of the Gorontalo District government in implementing the ¬E-Gov concept needs to be evaluated and continuously improved, especially in relation to the budget. This can be seen from the limited funds that are not allocated specifically for the Electronic Government, the limited allocation of funds that have been budgeted by the Government in Gorontalo District is still insufficient for E-Government development, so that activities carried out follow the amount of the budget given, in other words the budget can affect effectiveness of the implementation of activities carried out in the application of E-Government, so that the use and utilization of the budget must be effective and efficient. the implementation of E-Gov in Gorontalo District has been going well. However, there are still some obstacles that are faced, this can be seen from the human resources recruited to manage the Electronic Government who do not have the competence and expertise in this field and some do not even have expertise in the technology field. This is a big challenge for the Gorontalo District governmentArtikel ini bertujuan menganalisis dan mengetahui strategi yang dilakukan Pemerintah Daerah khususnya Pemerintah Kelurahan yang ada di Kabupaten Gorontalo dalam memberikan pelayanan yang maksimal kepada masyarakat. Penelitian ini menggunakan metode penelitian kualitatif dengan maksud untuk mengetahui secara komprehensif beberapa hal terkait dengan pelaksanaan E-Gov dan mengungkap fenomena yang terjadi dalam penerapan E-Gov. Hasil penelitian menunjukkan kapasitas atau kemampuan pemerintah Kabupaten Gorontalo dalam menerapkan konsep E-Gov perlu dilakukan evaluasi dan terus ditingkatkan terutama terkait dengan anggaran. Hal ini terlihat dari keterbatasan dana yang tidak dialokasikan khusus untuk Electronic Government,terbatasnya alokasi dana yang telah dianggarkan oleh Pemerintah di Kabupaten Gorontalo masih belum mencukupi untuk pengembangan E-Government, sehingga kegiatan yang dilakukan mengikuti jumlah anggaran yang diberikan, dengan kata lain anggaran dapat mempengaruhi efektivitas pelaksanaan kegiatan yang dilakukan di dalam penerapan E-Government, sehingga penggunaan dan pemanfaatan anggaran harus efektif dan efisien.penerapan E-Gov di Kabupaten Gorontalo sudah berjalan dengan baik. Namun, masih ada beberapa kendala yang dihadapi, hal ini dapat dilihat dari sumber daya manusia yang direkrut dalam mengelola Electronic Government belum memiliki kompetensi dan keahlian di bidang tersebut bahkan ada yang tidak memiliki keahlian di bidang teknologi

Banyaknya keluhan dan pengaduan dari masyarakat terhadap pelayanan dari pemerintah baik yang secara langsung maupun melalui media massa menimbulkan citra yang buruk dalam akuntabilitas publik. Penelitian ini bertujuan untuk mengetahui Akuntabilitas Pelayanan Administrasi di Kelurahan Libuo Kecamatan Dungingi Kota Gorontalo. Metode penelitian menggunakan jenis kualitatif. Hasil penelitian menunjukkan bahwa Akuntabilitas Pelayanan Administrasi di Kelurahan Libuo Kecamatan Dungingi Kota Gorontalo belum optimal. Dari keempat indikator yang digunakan yakni prosedur, biaya, jangka waktu dan responsif, terdapat dua indikator yang belum berjalan dengan baik yakni indikator prosedur dan responsive. Hal tersebut terlihat dari kurangnya komitmen pegawai Kelurahan Libuo untuk secara konsisten menjalankan dan menerapkan prosedur pelayanan secara adil kepada semua masyarakat responsivitas pelayanan administrasi di Kantor Kelurahan Libuo yang tergantung pada personal pegawai bukan pada kebutuhan masyarakat.

This study aimed to assess the implementation of e-government through the electronic form and information system application (Si-Feli) at the Public Works and Spatial Planning Office in Gorontalo Province. The research employed a descriptive analysis using a qualitative approach. The results indicated that the implementation of e-government through the Si-Feli application had not been optimally executed, both in terms of support, capacity, and value. This was attributed to the government’s insufficient efforts to socialize the application to the community, resulting in many citizens still visiting the UPTD for services. Other challenges faced in the implementation of e-government through the Si-Feli application included a lack of human resources for application management, inadequate technological infrastructure, and insufficient budget allocation for the development of the Si-Feli application.However, overall, both the government and the community have begun to perceive the benefits of implementing e-government through the Si-Feli application. Therefore, it is essential to enhance the socialization of the Si-Feli application and allocate budgets to facilitate its development.
