Abstract

The current development is not only centeren in cities, but has also entered the countryside in every region in Indonesia. The increasing of welfare and quality of life for villager is a goal of implementating rural development is on the Law no. 6/2014. The Concept of Development Administration and the concept of dynamic governance can be used as a basis for reviewing the development of prosperous and independent village, the village named is Ngroto Village. Library research method used in this study, which means that the author conduct a literature review. Meanwhile, the focus of this study is village development and the commitment of the villager in Ngroto Village. As a result, the village can be used as a state economic circulation (money) as long as it creates economic circulation (money) in the village. Then, the synergy must be estabilished between government and the villager in Ngroto Village to realize prosperous and independent village. Thus, poverty and ignorance that been connoted to villager can be minimized or even eliminated.

Abstract

Abstrak Pandemi COVID-19 menjadi dua keadaan yang menguntungkan dan merugikan bagi keberadaan UMKM. Hal yang merugikan termasuk menjadi tantangan dalam keberadaan UMKM, perlu keseriusan dalam pengelolaan UMKM kedepannya agar menjadi garda terdepan dalam peningkatan ekonomi masyarakat. Hal yang menguntungkan dapat diartikan sebagai jangka panjang sehingga menjadi peluang bagi masyarakat untuk menambah lapangan pekerjaan dan mengurangi jumlah pengangguran. UMKM di Kabupaten Tuban mengalami beberapa kendala, diantaranya masih kurangnya pemasaran dan juga produksi terhambat dikarenakan situasi saat ini yang tidak menentu. Untuk menganlisis permasalahan yang dihadapi UMKM maka peneliti menggunakan teori pemberdayaan, dan juga pembangunan ekonomi. Metode penelitian menggunakan deskriptif kualitatif dengan melakukan observasi patisipan, pengumpulan data wawancara secara mendalam terhadap informan. Kemudian teknik analisis data menerapkan analisis interactive model, dimana seluruh data di uji akan kebenaran dan kecocokkannya dengan maksud instrument pembuktiannya. Hasil penelitian ini menyatakan bahwa pemberdayaan UMKM di Desa Mojomalang belum optimal. Hal tersebut disebabkan dua faktor yaitu tidak ada pendampingan untuk pengembangan UMKM dari pemerintah Desa Mojomalang dan belum terdapat produk unggulan yang menjadi ciri khas Desa Mojomalang.Kata Kunci: UMKM, Pemberdayaan, Stabilitas ekonomi, Pembangunan Ekonomi,Abstrac The COVID-19 pandemic has become two conditions that are beneficial and detrimental for the existence of MSMEs. Disadvantages include being a challenge in the existence of MSMEs, it is necessary to be serious in managing MSMEs in the future so that they become the front line in improving the community's economy. Profitability can be interpreted as a long term so that it becomes an opportunity for the community to add jobs and reduce the number of unemployed. MSMEs in Tuban Regency experience several obstacles, including the lack of marketing and also hampered production due to the current uncertain situation. To analyze the problems faced by MSMEs, the researchers used the theory of empowerment, as well as economic development. The research method uses descriptive qualitative by conducting participant observations, collecting in-depth interview data with informants. Then the data analysis technique applies interactive model analysis, where all data is tested for correctness and compatibility with the purpose of the proof instrument. The results of this study stated that the empowerment of MSMEs in Mojomalang Village was not optimal. This is due to two factors, namely there is no assistance for the development of MSMEs from the Mojomalang Village government and there are no superior products that characterize Mojomalang Village. Abstract

The development of a digital ecosystem that has entered the village government level has become a trend and direction of development now. The village government as the responsible party cannot carry out the development itself, and needs to collaborate with other parties. Collaborative governance is a bridge that is used to create a digital village environment. In collaborative governance, it is necessary to have actors, interests that are driving forces, platforms for collaboration, and the ultimate hope of the collaboration process. This research is a qualitative research using a literature review approach. The results of this study illustrate that there must be actors who have the same interest in creating a village digital environment. These interests become fuel in the collaborative governance process that is carried out. The collaboration process also requires an arena that can be facilitated by the government from the village to the central level. The goal to be achieved is a digital environment created consisting of technology, culture, social, political, psychological, service, and administrative. Thus, village digitization can create a digital environment through collaborative governance. AbstraksiPembangunan ekosistem digital yang sudah masuk dalam tingkat pemerintahan desa sudah menjadi tren dan arah pembangunan sekarang. Pemerintah desa sebagai pihak yang bertanggungjawab tidak dapat melaksanakan pembangunan tersebut sendiri, dan perlu melakukan kolaborasi dengan pihak lain. Collaborative governance menjadi jembatan yang digunakan untuk menciptakan lingkungan digital desa. Dalam collaborative governance perlu adanya aktor, kepentingan yang menjadi pendorong, wadah kolaborasi, dan harapan akhir dari proses kolaborasi. Penelitian ini merupakan penelitian kualitatif dengan menggunakan pendekatan kajian literatur. Hasil dari penelitian ini menggambarkan bahwa harus ada aktor yang memiliki kepentingan yang sama dalam menciptakan lingkungan digital desa. Kepentingan tersebut menjadi bahan bakar dalam proses collaborative governance yang dilaksanakan. Dalam proses kolaborasi tersebut juga membutuhkan arena yang dapat difasilitasi oleh pemerintah dari tingkat desa sampai pusat. Tujuan yang akan dicapai adalah lingkungan digital yang dibuat terdiri dari teknologi, budaya, sosial, politik, psikologis, pelayanan, dan administratif. Sehingga, digitalisasi desa dapat tercipta lingkungan digital melalui collaborative governance.

Abstract

Surabaya is the second largest city in Indonesia, and it has a dynamic social fabric and faces various socio-cultural challenges. Despite these conditions, Surabaya has maintained its status as a primary child-friendly city for six consecutive years. The research aims to describe and analyze the agenda-setting process, consisting of three streams: the problem stream, the political stream, and the policy stream, in developing Surabaya as a child-friendly city. This study employs a qualitative approach, gathering primary data through interviews, observations, documentation, and secondary data collected from relevant documents. This research indicates that the policy stream predominantly influences the agenda-setting process in the development of Surabaya as a child-friendly city. The policy stream plays the most significant role, leading to the emergence of various alternative solutions in the development of Surabaya as a child-friendly city. Other factors influencing the development of Surabaya as a child-friendly city include the availability of facilities and innovative child rights fulfillment, government commitment, public awareness, and the involvement of Non-Governmental Organizations (NGOs).

Abstract

Sayang Warga is a population service program provided by the Population and Civil Registry Service of the City of Surabaya. This program emphasizes coordination and collaboration between parties from sub-districts and RWs. The aim of this research is to analyze the implementation of the Sayang Warga Program’s using TQM analysis. This research uses a descriptive qualitative approach. The results show that Kendangsari Subdistrict, in implementing community care services, has implemented good leadership. Kendangsari Subdistrict carries out routine coordination and direction. The standard operating procedures (SOP) and output issued in the service are in line with expectations. Apart from that, the community's enthusiasm for serving citizens is also very large. What needs to be considered in this service are facilities and leadership whose achievements can be measured.

Abstract

The principle of Good Governance is good governance implemented by the government to provide public services. The implementation of Good Governance through public services is a manifestation that is very close to the community, especially in terms of population administration. Based on this, the aim of this research is to find and analyze the benefits of implementing good governance and the quality of public services in e-KTP reprinting services in Baratajay Village using the main principles of good governance. This research is qualitative research with three data collection methods: interviews, observation, and documentation. The data analysis used in this research draws conclusions from the data collected. The results obtained were the finding that the e-KTP reprinting service at the Baratajaya Village Office was an example of good governance in the form of good population administration services provided by the Baratajaya Village Office to the community. Based on the entire research process, it can be concluded that the e-KTP reprint service applies the main principles of good governance: Participation, Accountability and Transparency. This can be carried out properly and synergy between the Subdistrict Office parties must be maintained.
