Abstract

Human trafficking becomes a central issue in the globalization era for being an epidemic in various countries. Cases of human trafficking have been rife for a long time in Indonesia, even in some areas such as East Nusa Tenggara, East Kalimantan, West Nusa Tenggara, and West Kalimantan, this phenomenon is vulnerable. West Kalimantan Province has ranked second highest in human trafficking cases in Indonesia, particularly in Sambas Regency, an area directly adjacent to Malaysia. This paper aimed to describe the role of IOM in tackling human trafficking cases in Sambas Regency, West Kalimantan. This study utilized a qualitative approach with descriptive writing patterns, and data sources were based on literature review and field studies through interviews with IOM and the local government of Sambas Regency. International organizations and institutional liberalism theories were employed to analyze the phenomenon. The results revealed that IOM performed its role and function by cooperating with the local government in conducting socialization and involving the government both vertically and horizontally. IOM also conducted reintegration and victim assistance. Moreover, IOM carried out discovery processes in economic and social terms. The existence of IOM can be the right partner for the government in dealing with human trafficking. Thereby, cooperation and support for the implementation of government policies can be established.

Abstract

The Covid-19 pandemic has required many countries to implement social restrictions and lockdown policies to prevent the spread of the virus within their borders. Malaysia was one of the countries that went into lockdown, which affected the temporary suspension of various non-essential socio-economic activities. As an implication, Malaysia had to implement a policy of massively repatriating some migrant workers to their countries of origin, including Indonesian migrant workers or Pekerja Migran Indonesia (PMI). The repatriation then became a challenge for the Indonesian Government, particularly in West Kalimantan, a province becoming the port of entry for PMI repatriation from Malaysia amidst the measures to prevent the spread of Covid-19. On the other hand, Malaysia’s measures are underway to protect PMI affected by Covid-19. The purpose of this study is to identify the factors causing the non-optimal paradiplomacy carried out by the West Kalimantan Provincial Government in dealing with the consequences of the Covid-19 outbreak on PMI. Protection of PMI in Malaysia should be a concern, considering the lockdown policies implemented in Malaysia require synergistic efforts by both governments and organizations holding a fundamental role in protecting the rights of PMI. This study employed an exploratory method and a qualitative approach with interview techniques as the primary source of data and literature review as a secondary source of data. The analysis in this study refers to the efforts of paradiplomacy proposed by Nugrahaningsih (2015), stating the necessity for mutual priority, wider participation, and government commitment. The results of this study revealed that the non-optimal paradiplomacy of the protection of migrant workers during the Covid-19 pandemic was caused by: (1) The absence of shared priority between both of West Kalimantan and Sarawak Governments regarding the protection of PMI, (2) The lack of participation from NGOs and civil society, and (3) The lack of commitment of the West Kalimantan Government to optimize the protection of PMI through the cooperation with the Sarawak Government (Malaysia).

Abstract

Aruk is located on the direct border between Indonesia and Malaysia. The national border in Aruk is classified as one of the seven Integrated Border Crossing Posts. The one located in Indonesia. The following locations are integrated: Others in Entikong, Sanggau Regency, West Kalimantan; Motaain in Belu Regency, East Nusa Tenggara; Badau in Kapuas Hulu District; Motamasin in Malacca District; Wini in North Central Timor District; and Skouw in Jayapura. President Jokowi has officially inaugurated the seven borders, which are collectively known as the Seven Indonesian Borders. Aruk facilitates cross-border activities, particularly with Malaysia, thereby enhancing regional economic prospects. Conversely, the presence of this advantageous location might also result in reliance on the inhabitants of Kab. Sambas, particularly in Aruk and other regions along the Malaysian border.

Abstract

During a period when Europe was facing a crisis and several countries were turning away refugees, Germany chose to welcome them and emerged as a key destination for refugees from different countries. The country's decision to adopt the Open Door Policy has had a profound effect on its stability, leading to notable economic and political consequences both within Germany and in its diplomatic relations with the European Union throughout the policy's duration. This study analyzes the stability of Germany’s policy in managing refugees from 2015 to 2022, which was one of its responses to the European refugee crisis with qualitative approach. The policy faced criticism from segments of the German public, particularly opposition party members, and also drew scrutiny from some European Union member states. Moreover, it has had long-term effects on the economic and demographic sectors. Merkel, as Germany’s Chancellor who introduced the policy, was undeterred by criticisms directed at her approach.

Abstract

This study offers a political science analysis of border management policies in Indonesia and Australia, focusing on security, community welfare, and international relations. Indonesia adopts a development-oriented approach aimed at enhancing infrastructure and economic access in border areas, promoting national integration but facing coordination and surveillance challenges. Australia, in contrast, implements a security-driven approach, particularly through Operation Sovereign Borders, effectively preventing illegal immigration yet criticized for its stringent, less humanitarian stance. Employing qualitative methods, including literature review and online media analysis, this study examines the political implications and geopolitical context of each policy. Findings suggest that Indonesia could enhance border security by integrating advanced technology, while Australia might benefit from a more cooperative, humanitarian approach to improve regional relations. This analysis contributes to political science discussions on border governance, proposing a balanced model that addresses both security and welfare in managing national borders.

Abstract

Perkembangan teknologi yang pesat, khususnya dalam literasi digital dan politik, menimbulkan tantangan bagi masyarakat di Singkawang. Meningkatnya penyebaran hoaks dan konten negatif melalui media sosial menciptakan ketegangan dan ketidakstabilan politik. Informasi yang cepat dan tidak terverifikasi memerlukan edukasi agar masyarakat dapat menyaring keaslian informasi. Program literasi digital sangat penting untuk meningkatkan pemikiran kritis, terutama di Singkawang, yang merupakan kota multi-etnis. Meskipun upaya pemerintah ada, tantangan tetap ada, terutama di daerah terpencil. Sehingga dilakukanlah penguatan literasi digital melalui program pengabdian masyarakat yang bertujuan meningkatkan literasi digital warga Kota Singkawang agar lebih bijak dalam menerima dan membagikan informasi secara online. Metode yang digunakan melalui Focus Group Discussion (FGD) dengan narasumber terkait untuk menggali permasalahan yang dihadapi masyarakat. Selain itu, kegiatan sosialisasi  diberikan kepada masyarakat sebagai upaya pemberdayaan. Kegiatan ini melibatkan kolaborasi antara akademisi dan masyarakat untuk menciptakan strategi peningkatan literasi digital yang efektif. Transformasi politik melalui literasi digital membawa dampak signifikan dalam mengatasi hoaks dan konten negatif di Kota Singkawang. Program literasi digital telah memberdayakan masyarakat untuk mengidentifikasi dan mengevaluasi informasi tidak valid. Hasilnya adalah meningkatnya kesadaran akan pentingnya literasi digital dalam menghadapi tantangan informasi palsu. Program ini berhasil meningkatkan pemahaman masyarakat mengenai ciri hoaks, dampak konten negatif, serta langkah mitigasinya. Diharapkan, melalui sosialisasi ini, warga Kota Singkawang mampu menyaring informasi dengan baik sehingga tidak menjadi korban hoaks dan konten negatif. Dengan meningkatnya literasi digital, penyebaran informasi keliru dapat ditekan, membentuk masyarakat yang lebih kritis, responsif, dan adaptif terhadap dinamika politik modern di masa kini maupun mendatang.

Abstract

This study investigates the politicization of security issues in Indonesian electoral politics through the construction and mobilization of the “Asing dan Aseng” narrative—a rhetorical strategy that depicts foreign influence and ethnic Chinese communities as existential threats to national sovereignty. The research aims to understand how political actors strategically use this narrative to mobilize voter support and legitimize their leadership. Using the theoretical lens of securitization and the politics of fear, the study applies a qualitative method based on critical discourse analysis of purposively selected campaign speeches, media coverage, and propaganda materials from the 2014 and 2019 presidential elections and the 2017 Jakarta gubernatorial election. The analysis reveals three dominant narrative frames: the portrayal of foreign economic control, ethnic scapegoating of Chinese Indonesians, and the betrayal of national interest by political elites. These narratives are conveyed through speech acts, media framing, and disinformation, transforming political competition into perceived national emergencies. The findings indicate that while effective in galvanizing electoral support, this strategy intensifies political polarization, delegitimizes opponents, and reinforces exclusionary populist nationalism. The study concludes that the instrumentalization of fear and identity in electoral politics poses serious threats to democratic integrity, social cohesion, and institutional legitimacy, calling for greater media literacy, counter-disinformation efforts, and democratic safeguards.
