Abstract

The Village Fund is a right owned by the village. Law No. 6 of 2014 on Villages explains that village finances should be managed with due regard to accountable, transparent, participatory, and implemented principles with discipline and budgetary discipline. Based on accountability, the village government has an obligation to manage the Village Fund and to account for it. The Village Fund is one of them devoted to the development of infrastructure whose output can benefit the welfare of rural communities. This study aims to analyze the accountability of village fund management for infrastructure development located in Tegalrejo Village, Gedangsari District, Gunungkidul Regency. This study uses a qualitative method. Data collection techniques used are interviews and documentation sourced from village government, community, and BPD. The finding in this research is that accountability of village fund management for Tegalrejo Village infrastructure development is poor. This is caused by several problems that consist of: no details of time related to the time of implementation program; less transparent in delivering budget management reports; not all communities have been actively participating in the implementation; has not been maximized in the utilization of Village Information System (SID) in the form of website as a means to inform Village Fund management report; and village apparatus that lack coordination with the community related to the implementation of infrastructure development.

Abstract

This study aims to determine how smart village accountability in the comparative study of BUMDes management as income generating in Ponggok Village, Polanharjo District, Klaten Regency and Dlingo Village, Dlingo District, Bantul Regency. The implementation of smart villages in Indonesia is a representative form as a fulfillment of the needs so that villages are able to overcome the problems that occur in it (Sensing), understand and understand the problems that occur (understanding), and are able to regulate (Controlling) the resources they have so that they can be used effective and efficient way to improve the quality of life of rural communities. In its implementation between BUMDes Tirta Mandiri and BUMDes Giritama which have several management differences in an effort to improve the welfare of the community. The type of research used is a qualitative approach. Data collection methods use in-depth interview techniques (In-Dept Interview). Analyzes were performed using the Nvivo 12 Plus software.

Abstract

Re-Voting in the Regional Head Election is one of the corrective instruments in the Indonesian electoral democracy system which aims to ensure fairness and integrity in the implementation of elections. This study specifically examines the implementation of Re-Voting in the context of the 2025 Serang Regency Regent Election, which was decided by the Constitutional Court as a result of proven violations of the principle of neutrality by a number of village heads who actively provided support to one of the candidate pairs. This study aims to analyze the juridical aspects underlying Re-Voting decisions, identify administrative challenges in their implementation, and evaluate their impact on the quality of local democracy in Serang Regency. The research approach used is qualitative with a juridical-normative method, supported by secondary data analysis in the form of Constitutional Court decisions, related laws and regulations, and reliable news sources from mainstream media. The results of the study show that the implementation of Re-Voting in Serang Regency not only indicates weak supervision of village officials in local political contests, but also highlights the urgency of regulatory reform related to the neutrality of village apparatus in the Regional Elections. In addition, administrative challenges such as budget limitations and coordination between election organizing agencies are important highlights that can affect the effectiveness of Re-Voting. This study recommends strengthening mechanisms to prevent violations of neutrality, as well as increasing the institutional capacity of election organizers in dealing with complex local political dynamics.

Abstract

The problem of waste management in Serang City is still a serious challenge, especially in terms of the efficiency and transparency of the supervision system. The low use of technology in monitoring waste management causes delays in transportation, lack of data accuracy, and lack of community participation in the reporting system. This research aims to develop digital transformation-based solutions to increase the effectiveness of waste management supervision in Serang City. This research uses a qualitative method approach with a participatory strategy involving academics, local governments, and the community. Data was collected through observations, in-depth interviews, and literature studies on digital technology in waste management. The implementation is carried out in Cipocok Jaya Village with the development and implementation of GIS-based applications, the Internet of Things (IoT), and a real-time monitoring system. The results of the study show that the use of digital technology is able to increase the efficiency of waste transportation supervision, reduce the pile of waste at vulnerable points, and strengthen transparency in the reporting system. Thus, digital innovation in waste management supervision can be an effective model in supporting sustainable environmental policies in Serang City.Permasalahan pengelolaan sampah di Kota Serang masih menjadi tantangan serius, terutama dalam aspek efisiensi dan transparansi sistem pengawasan. Rendahnya pemanfaatan teknologi dalam monitoring pengelolaan sampah menyebabkan keterlambatan pengangkutan, kurangnya akurasi data, serta minimnya partisipasi masyarakat dalam sistem pelaporan. Penelitian ini bertujuan untuk mengembangkan solusi berbasis transformasi digital guna meningkatkan efektivitas pengawasan pengelolaan sampah di Kota Serang. Penelitian ini menggunakan pendekatan metode kualitatif dengan strategi partisipatif yang melibatkan akademisi, pemerintah daerah, serta masyarakat. Data dikumpulkan melalui observasi, wawancara mendalam, serta studi literatur mengenai teknologi digital dalam pengelolaan sampah. Implementasi dilakukan di Kelurahan Cipocok Jaya dengan pengembangan dan penerapan aplikasi berbasis GIS, Internet of Things (IoT), serta sistem pemantauan real-time. Hasil penelitian menunjukkan bahwa pemanfaatan teknologi digital mampu meningkatkan efisiensi pengawasan pengangkutan sampah, mengurangi tumpukan sampah di titik-titik rawan, serta memperkuat transparansi dalam sistem pelaporan. Dengan demikian, inovasi digital dalam pengawasan pengelolaan sampah dapat menjadi model yang efektif dalam mendukung kebijakan lingkungan berkelanjutan di Kota Serang.

Abstract

The government leadership of Banten Province in 2025 will face significant challenges stemming from the complexities of regional development amid domestic and global transformations. This study examines key issues confronting provincial leaders, including the imperative for transparent governance, political interference-free decision-making, innovation in public service delivery, social conflict management, inter-institutional collaboration, poverty and unemployment alleviation, and evidence-based strategic planning. Employing a descriptive qualitative methodology, this article draws upon relevant academic literature, official government reports, and contemporary news analyses. Effective leadership will play a pivotal role in determining the success of Banten’s governance in 2025, particularly in fostering adaptive and responsive administration under the newly elected governor (2024–2029). Critical to this success is the ability to make policy decisions independent of political pressures, ensuring that governance remains aligned with public welfare. Reflecting on past experiences can provide valuable insights for improving the provincial government’s performance, steering it toward a more community-centric approach.
