Abstract

This article is research on the implementation of e-Kinerja within the Banda Aceh City Government. In this paper, the author uses a descriptive qualitative approach and collects data through a study of existing documents. This method illustrates how the implementation of e-Kinerja is carried out by the Banda Aceh Government, which the author then compares with existing concepts, namely the concept of performance and reward and punishment. The results of this study are that the implementation of the e-Kinerja system carried out by the Banda Aceh City Government has a good impact on the regional civil apparatus, the government, the City Government Work Unit (SKPK), and the public. These impacts include making promotions and transfers based on equal job for equal pay for regional civil servants, facilitating supervision for the government, and knowing the effectiveness and efficiency of work units.

Abstract

The collection of land belonging to the Yogyakarta Palace or Sultan Ground (SG) and the Paku Alaman Duchy or Paku Alam Ground (PAG) land has been slow due to overlapping regulations. The collection of Sultan Ground and Paku Alam Ground land which is regulated in the Privileges Act is hampered by changes in the status of land ownership at the village level which belongs to the state and individuals. The certification process by the National Land Agency cannot be carried out yet. This data collection is based on Special Region Regulation No. 1 of 2017 concerning Management and Utilization of Sultanate Land and Duchy Land. The purpose of this study was to analyze land management policies in sustainable areas in the regencies (four) villages in Bantul Regency and Sleman Regency. This type of research conducted by the author is a mixed/mixed research (mixed methodology). Data analysis techniques in this study used the Nvivo 12 Plus software, processing by using the Crosstab Query Analysis, Cluster Analysis, Comparasis Diagram Analysis features. The results of research in land management are still not carried out correctly and evenly. Several problems were encountered, such as the absence of road access, missing land boundaries, land parcels occupying other community lands, and conflicts. Pendataan tanah milik Keraton Yogyakarta atau Sultan Ground (SG) dan tanah Kadipaten Paku Alaman atau Paku Alam Ground (PAG) berjalan lambat karena terkendala aturan yang tumpang tindih. Pendataan tanah Sultan Ground dan Paku Alam Ground yang diatur dalam Undang-Undang Keistimewaan terganjal oleh perubahan status kepemilikan tanah di tingkat desa yang menjadi milik negara dan perorangan. Akibatnya proses sertifikasi oleh Badan Pertanahan Nasional belum bisa dilakukan. Pendataan ini dilandasi Peraturan Daerah Istimewa No 1 Tahun 2017 tentang Pengelolaan dan Pemanfaatan Tanah Kasultanan dan Tanah Kadipaten. Tujuan penelitian ini untuk menganalisis kebijakan penataan pertanahan di kawasan berkesinambungan di 4 (empat) desa di Kabupaten Bantul dan Kabupaten Sleman. Jenis penelitian yang dilakukan oleh penulis adalah penelitian campuran/kombinasi (mixed methodology). Teknik analisis data dalam penelitian ini menggunakan software Nvivo 12 Plus, mengolah dengan menggunkan fitur Crosstab Query Analysis, Cluster Analysis, Comparasison Diagram Analysis. Hasil penelitian dalam penataan pertanahan masih belum dilakukan secara baik dan merata, terdapat beberapa permasalahan yang dijumpai seperti tidak adanya akses jalan, batas tanah yang hilang, bidang tanah menempati wilayah tanah masyarakat yang lain, dan konflik.

Abstract

This study aims to determine how smart village accountability in the comparative study of BUMDes management as income generating in Ponggok Village, Polanharjo District, Klaten Regency and Dlingo Village, Dlingo District, Bantul Regency. The implementation of smart villages in Indonesia is a representative form as a fulfillment of the needs so that villages are able to overcome the problems that occur in it (Sensing), understand and understand the problems that occur (understanding), and are able to regulate (Controlling) the resources they have so that they can be used effective and efficient way to improve the quality of life of rural communities. In its implementation between BUMDes Tirta Mandiri and BUMDes Giritama which have several management differences in an effort to improve the welfare of the community. The type of research used is a qualitative approach. Data collection methods use in-depth interview techniques (In-Dept Interview). Analyzes were performed using the Nvivo 12 Plus software.

Abstract

The Complete Systematic Land Registration Program is an effort of the Central and Local Governments to overcome various common problems in the agrarian sector. Through the granting of the legalization of assets, it is expected that the restructuring, ownership, use, and utilization of land can be carried out to create justice in the field of land tenure and ownership. This type of research is a qualitative descriptive study using a case study approach. Interviews, observations, library studies, or documentation are data collection techniques and data processing is carried out using Nvivo 12 Plus software. The results showed that the Complete Systematic Land Registration is an effort of the Central and Local Governments to accelerate the process of providing guarantees and protection of land rights in all regions of Indonesia. Complete systematic land registration program implementation in Aceh specifically Banda Aceh City and South Aceh District in general has been running well where the issuance of certificates of land for the Banda Aceh city area of 2279 plots and South Aceh regency 1,669 Plots.

Abstract

Adat chiefs in Aceh – locally termed as ulèëbalang – served as one of the three most compelling socio-political forces besides the sultan and ulamas. As regional rulers in the Aceh Kingdom, they were appointed as leaders through the approval of the Sultan of Aceh. The ulèëbalangs would possess leadership with the reinforcement of a Sarakata letter affixed with a “Cap Sikureueng” (Kingdom of Aceh’s Seal). Not only did ulèëbalangs serve as the ruler in terms of Executive administration, but also controlled almost all life sectors of the Acehnese people like trade, court, agriculture and plantation, which the Sultan hardly ever touched. With this legitimate power, the ulèëbalangs were rightful to issue commercial policies in their regional territories. In exercising their power, they often acted recklessly towards their subjects. The objective of this study was to identify whether the commercial policy imposed by the ulèëbalangs was one of the factors contributing to the happening of the Cumbôk war in 1945. This study mainly focused on ulèëbalangs who ruled in the Pidie area by studying secondary data available online and offline. The findings of this study confirmed that it was evident that the ulèëbalangs’ malfeasance in controlling commerce, among other things, did contribute to the tension arising between ulamas and ulèëbalangs, which eventually broke out as the Cumbôk war.

Abstract

This article investigates the quality of peace in armed conflicts that occurred in the Southeast Asia region. The authors compared the cases of Aceh, where the armed conflict between the Free Aceh Movement or GAM and the government of Republic Indonesia ended peacefully with the Helsinki Memorandum of Understanding, with the conflict in the southern Philippines, where a peace agreement, the Comprehensive Agreement on the Bangsamoro, was successfully achieved between the government of Philippines and the Moro Islamic Liberation Front. This research employed document analysis to analyse the peace settlement documents of both parties and the derivative laws of the agreed settlements, as well as other relevant sources as the secondary data. All documents and sources were processed through the NVivo 12 application. The findings revealed that in both Aceh and Bangsamoro, the quality of peace is far from significant, for not all the terms of the agreements had been realised and there was still mutual suspicion prevailing between the two fighting parties. Therefore, what had been agreed upon in the Aceh and Bangsamoro post-conflict agreements must be accomplished as they should be in order to create a lasting peace, thereby allowing the people to experience a sufficient quality peace together.

Abstract

The formation of local political parties in Aceh is an example of an asymmetrical political policy being carried out by the Indonesian government in relation to Aceh's status as a region with a special autonomy. In that situation, the concept of accountability inside national political parties needs to be discussed as well in order to figure out how local party accountability is applied in Aceh. When it comes to the presentation of data connected to outcomes that have been produced by earlier researchers, this study makes use of the documentation approach. According to the conclusions of this study of Aceh's local political parties, the level of accountability and transparency that has been maintained by Aceh's local political parties in general has been pretty satisfactory. Even though in general terms the provisions are still not as good as they should be, the Aceh Party has become the most complete in carrying out its principle of financial accountability. This is the case despite the fact that the Aceh Party has become the most comprehensive.

Abstract

The purpose of this research is to examine the West Aceh District's strategy for overcoming undergraduate unemployment and reaching the poverty level. This study uses a qualitative descriptive method by examining various government policy strategies that have been proposed to do so. The results of the study found that the government had issued several policies aimed at reducing poverty due to high unemployment, such as issuing permits to open business locations in various fields in West Aceh, issuing permits for establishing large companies after fulfilling special procedures and requirements, implementing pre-employment programs, and implementing programs for productive workforce training at the West Aceh job training center.

Abstract

Risk mitigation is a strategic approach that aims to reduce or maintain the initial level of risk until it reaches a desired residual level. The main purpose of this skill is to equip students with the necessary abilities to effectively overcome obstacles that arise after high school studies. The method of implementing this service is by socialization, education, and evaluation related to Risk Mitigation in decision-making management carried out at SMA Negeri Unggulan Tapaktuan. Participation in this community service activity produces and makes students able to practice risk mitigation in decision-making management for the benefit of students in determining the study program and campus of their choice after senior high school studies. Participants of the activity understand the importance of knowing their interests and talents for the basis of decision making to choose a study program in college. Errors in making study programs can be prevented through analysis of academic grades obtained at school.

Abstract

The concept of smart cities has emerged as a promising prospect for several major urban centers in Indonesia. Putting smart city projects together requires thinking about many things. Big data has become one of the most important parts for making sure that these projects will last. Employing big data technology makes it easier to improve the ways that data is stored and processed. This makes it possible to gather useful data that could greatly improve a wide range of smart city services. This study uses a library-based qualitative research approach to analyze scholarly journals and relevant literature. The method involves meticulous collection of data from carefully chosen libraries, aiming to provide comprehensive insights into the phenomenon of big data in smart cities implementation within government administration. This study aims to contribute to the identification and analysis of challenges encountered in emergency situations, with the ultimate goal of providing assistance in effectively mapping the problem at hand. The present discourse underscores the indispensability of Indonesia's contemporary human mindset in bolstering the viability of the smart city paradigm.
