Abstract

Strong organizational capacity is necessary to ensure a sustainable or enhanced performance during any form of change. In this regard, changing for achieving a high performance is a must for an institution. This study, through a case study at National Research and Innovation Agency (BRIN), aims to investigate the effect of organizational capacity of a public research institution for changes to achieve high R&D performance. Eight dimensions in Organizational Capacity for Change (OCC) and five dimensions in High Performance Organization (HPO) were examined. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) method. The results reveal that OCC significantly affected HPO at the 5% level, as the value of t-statistics > t-table (1.96). The influence of OCC was 0.875, meaning that an increase in the OCC resulted in a rise in HPO. Furthermore, the structural model of HPO produced an R-square value of 76.6%, reflecting the extent of the diversity of HPO that were able to be explained by the model used in this study, while the remaining (23.4%) were explained by factors outside the model. System Thinking (ST) was revealed as the most dominant dimension in OCC, indicating that BRIN’s capacity for change emphasizes the importance of aligning structures, processes, people, and policy to foster adaptability and resilience. Meanwhile, Management Quality (MQ) was revealed as the most dominant dimension in HPO, indicating that it facilitates smoother transitions in BRIN during the period of organizational change to achieve better R&D performance.

Abstract

Innovation is becoming a warming issue to be often discussed by many actors like academician, politician, and business sectors at global world recently. Innovation is basically a better change of an organization, it is firstly applied in private sector. Development of current literature in public administration science, innovation emerges as a conceptual discourse stuff that is then sounded into public sector. Innovation practice in private sector is different to public sector. Innovation practice in public sector, particularly in public services is one of interesting things to be discussed in this study because China is one of economics superpower in the world that is able to innovate at midst totally strong political control from central government. Issue of public service innovation is critical issue which is linear with economic growth in China. This study is a research using qualitative-descriptive method with the source derived from secondary data, and this study is called as a desk research. This research finding is that innovation practices at public service which is successfully conducted by Government of China can be adopted by Government of Indonesia by adjusting key points for implementing innovation of public services in Indonesia. It is important that Government of Indonesia must seek an alternative way to find an appropriate model to implement best practices of public service innovation adopted from China.

Abstract

Desa Pucangmiliran di Kabupaten Klaten menghadapi permasalahan lingkungan yang dihasilkan dari limbah cair tahu industri rumah tangga. Limbah cair tahu yang kaya bahan organik, jika tidak diolah dengan baik, dapat mencemari lingkungan dan membahayakan ekosistem serta kesehatan manusia. Sebagai solusi, program pengabdian masyarakat dilakukan untuk mengedukasi masyarakat desa dalam mengolah limbah tahu menjadi pupuk organik cair (POC). Program ini terdiri dari tahapan persiapan, sosialisasi, pelatihan, dan evaluasi. Pelatihan melibatkan ibu-ibu PKK setempat yang aktif belajar dan mempraktikkan pembuatan pupuk cair menggunakan metode fermentasi sederhana. Proses ini melibatkan bahan limbah tahu, air gula merah, cairan EM4, dan air cucian beras yang difermentasi selama 14 hari. Hasilnya, limbah cair tahu yang semula menjadi masalah lingkungan berhasil diubah menjadi pupuk organik cair yang bermanfaat untuk pertumbuhan tanaman. Program ini menunjukkan bahwa pengolahan limbah menjadi produk yang bernilai ekonomis dapat menjadi solusi inovatif untuk mengatasi pencemaran lingkungan sekaligus meningkatkan kesejahteraan masyarakat.
