A public policy in Indonesia tends to be implemented insufficiently good, although a public policy making process has been undertaken sequentially. One of factors is the neglected research results, particularly a social or policy research has not become yet as a main consideration for the policy makers. They tend using an intuition consideration and a personal experience rather than using the research results in determining a new public policy. Unfortunately, majority of policy makers use a political and economic consideration in each of stages of policy making process to fulfill the various elite interests, not for public as a whole. Important to be known that a evidence-based policy can create a sound public policy. It is a policy to resolve the recent problems, to minimize the mistakes/failures, and giving a bright wish for people in the future. The aim of this sound public policy is to hoist the image and trust of Indonesian Government in the perspective of Indonesian and foreign people currently.

Public sector innovation has been an enticing discourse and practice implemented by governmental agencies in Indonesia. One of popular types of public sector innovation is public service innovation because it directly effects to public as users. Also, it makes positive climate to emerge many innovation forms of public services in Indonesia, particularly on health public service which is widely paid attention by many scholars, practicians, governmental actors, and public as users. In the Blambangan Public Hospital (RSUD-Blambangan) in Banyuwangi Regency, The Gancang Aron innovation is emerged as solution to reduce long queue for patients and their familes in taking medicine in this hospital. This innovation is appreciated as Top 40 of The Best Public Sector Innovation in Indonesia held by Ministry of Administrative and Bureaucratic Reform - Republic of Indonesia. Surely, public service innovation is not singly occurred without absence of any changes at an organization management level. This study focuses on The Gancang Aron innovation at The RSUD-Blambangan in Banyuwangi Regency. This study is a qualitative-descriptive by combining literatures review of public sector innovation and reinforced by field data result. The research finding is that innovation occuring in RSUD-Blambangan is integral part of public service innovation that it can be viewed through public sector innovation matrix.

Economic growth in Indonesia had fluctuated during the reform era which began in 1998 due to the political condition of Indonesia. For many developing countries like Indonesia in this case, economic growth and governance becomes an interesting issue to be discussed. In one hand, scholars argue that practice of good governance principles as main requisites to accelerate national economic growth. Otherwise, scholars finds that few developing countries can promote national economic growth rapidly without implementing good governance practice at first. ,Case in Indonesia practice of good governance principles during the reformera shows increasing results. This study is conducted through literature review by using historical institutionalism analysis aimed to describe relationship economic growth and good governance throughout the Indonesian reform era. This paper finds that economic growth in Indonesia during the reform era was the result of a variety of independent factors, not a single factor.

Tujuan studi ini adalah menganalisis peran para pendamping terkait penggunaan dana Program Keluarga Harapan dan menganalisis pola pengelolaan dana Program Keluarga Harapan di level lembaga akibat adanya praktik multiple benefeciaries. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan menekankan pada analisis fenomena di lapangan. Hasil dan kesimpulan yang diperoleh dari penelitian ini adalah (1)Kompetensi dan kapabilitas pendamping masih belum optimal oleh karena itu diperlukan pembekalan bagi tim pendamping baik pendidikan dan pelatihan, workshop, sosialisasi atau bentuk peningkatan kompetensi; (2) Pemutakhiran data keluarga penerima bantuan masih menjadi pekerjaan rumah bagi Badan Pusat Statistik dan Kementerian Sosial untuk evaluasi pemutakhiran data sebaiknya dapat dilakukan secara online yang langsung dapat dilakukan oleh tim pendamping di lapangan dan terhubung dengan dinas sosial kabupaten/kota provinsi, Badan Pusat Statistik, dan Kementerian Sosial; (3) Diperlukan integrasi Program Keluarga Harapan dengan program lain yang menjadi single beneficiarymembutuhkan koordinasi antar lintas sektor antara lembaga pemerintah sehingga diperlukan penguatan regulasi dengan peraturan presidenbahkan peraturan pemerintah untuk memperkuat kewenangan Kementerian Sosial untuk menjalankan program komplementer Program Keluarga Harapan; (4) Melakukan penyusunan program bersama kementerian/lembaga dengan dasar Rencana Pembangunan Jangka Menengah di bidang jaminan sosial dan perlindungan keluarga miskin dengan berbagai skema bantuan.

Universities have been widely acknowledged as knowledge producers contributing to innovation practice in many countries. They play main role in doing research and development (R&D) activities and then commercializing outputs of R&D to market. In addition, role of university is also as producer of knowledge for innovation policy. Notwithstanding, the role of university in promoting innovation policy is rarely founded in scientific publications. This study is aimed to explain role of university in promoting innovation policy by comparing three countries in Southeast Asia namely, Thailand, Malaysia, and Indonesia. Three countries were called as the “Asian Tiger” in 1960s, but they have different economic growth currently. Literature studies are main data sources used to this study. Also, the post-positivistic approach and descriptive analysis technique are part of this research method. The study finding that Thailand and Malaysia have specific study course of innovation policy at universities. In the twenty-first century, public sector organizations (PSOs) have embraced various innovations to enhance productivity, efficiency, and accountability. Indonesia’s local and central governmental agencies have incorporated public service innovations into their systems, achieving notable improvements. The Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kementerian PANRB) reported 3478 public service innovations through the Public Service Innovation Competition Program (KIPP) by 2022. These innovations have led to significant enhancements in service delivery, increasing productivity by streamlining processes, boosting efficiency by reducing bureaucratic delays, and improving accountability through better transparency and governance. This research employs a post-positivist paradigm with a descriptive methodology, collecting data through interviews and secondary sources. The findings indicate that PSOs can successfully implement innovations within the constraints of Indonesian bureaucracy. These innovations have improved service quality and responsiveness and introduced concepts like public service modification, offering detailed insights into achieving substantial public service changes amidst complex bureaucratic challenges.

Regional Innovation System (SIDa) plays a crucial role in enhancing knowledge-based economic competitiveness at the regional level. This study employs a Systematic Literature Review (SLR) approach to explore the concept of the Triple Helix in advancing regional innovation and the role of accounting in strengthening small and medium-sized enterprises (SMEs). Through a review of existing literature, this research aims to identify the interactions between academia, government, and industry in creating an inclusive and sustainable innovation ecosystem. The study finds that the success of the Triple Helix collaboration depends on the role of government as a facilitator, universities as sources of innovation, and SMEs as users of technology. The Triple Helix model provides a strong conceptual foundation for understanding and developing an effective SIDa. A successful SIDa heavily relies on strong synergy and collaboration among universities, industry, and government at the regional level. Accounting can empower SMEs by providing sound business knowledge, which is essential for building partnerships and accessing funding. Accounting thus serves as a critical foundation for the growth and sustainability of SMEs within the regional innovation ecosystem. This article is expected to contribute to the formulation of strategic policies aimed at strengthening SIDa through a collaborative approach.

Innovation is becoming a warming issue to be often discussed by many actors like academician, politician, and business sectors at global world recently. Innovation is basically a better change of an organization, it is firstly applied in private sector. Development of current literature in public administration science, innovation emerges as a conceptual discourse stuff that is then sounded into public sector. Innovation practice in private sector is different to public sector. Innovation practice in public sector, particularly in public services is one of interesting things to be discussed in this study because China is one of economics superpower in the world that is able to innovate at midst totally strong political control from central government. Issue of public service innovation is critical issue which is linear with economic growth in China. This study is a research using qualitative-descriptive method with the source derived from secondary data, and this study is called as a desk research. This research finding is that innovation practices at public service which is successfully conducted by Government of China can be adopted by Government of Indonesia by adjusting key points for implementing innovation of public services in Indonesia. It is important that Government of Indonesia must seek an alternative way to find an appropriate model to implement best practices of public service innovation adopted from China.
