Abstract

Population growth continues to increase along with many development activities in the Kebumen urban area. These conditions trigger changes in land use, changes in area functions, and changes in land value. The purpose of this study is to determine the potential for land use change in Kebumen urban area based on the 2024-2044 RTRW, to determine changes in land value in 2019-2023, and to determine the relationship between potential land use change and changes in land value in Kebumen urban area. This research uses a mixed method with a sequential explanatory model. The approach used is a spatial and descriptive approach. This research used land use maps of 2019 and 2023, RTRW maps, and ZNT maps of 2019 and 2023. From the research results, it was obtained that the potential land use change was 311.90 ha, the largest area was in Karangsari Village 69.29 ha (22.22%) with its use for rice fields 281.22 ha (90.16%). Land value changes in the low class category experienced a decrease in value of IDR 38,170,000 and an increase in value of IDR 11,926,000. In the medium class category experienced an increase in value of IDR 22,127,000. The high class category experienced an increase in value of IDR 151,027,000. Both variables have a positive relationship, meaning that the greater the area of potential land use change, the higher the change in land value. These two things have similarities, namely they are influenced by the accessibility aspect and have an impact on regional development.   Pertumbuhan penduduk terus meningkat seiring dengan banyaknya kegiatan pembangunan di kawasan perkotaan Kebumen. Kondisi tersebut memicu adanya perubahan penggunaan tanah, perubahan fungsi kawasan, dan perubahan nilai tanah. Tujuan penelitian ini untuk mengetahui potensi perubahan penggunaan tanah di perkotaan Kebumen berdasarkan RTRW Tahun 2024-2044, mengetahui perubahan nilai tanah di tahun 2019-2023, dan mengetahui hubungan antara potensi perubahan penggunaan tanah dan perubahan nilai tanah di perkotaan Kebumen. Dalam penelitian ini menggunakan metode campuran dengan model sequential explanatory. Pendekatan yang digunakan adalah pendekatan keruangan dan deskriptif. Penelitian ini menggunakan peta penggunaan tanah tahun 2019 dan 2023, peta RTRW, dan peta ZNT tahun 2019 dan 2023. Dari hasil penelitian diperoleh potensi perubahan penggunaan tanah 311,90 ha, luas terbesar berada di Kelurahan Karangsari 69,29 ha (22,22%) dengan penggunaannya untuk Sawah 281,22 ha (90,16%). Perubahan nilai tanah pada kategori kelas rendah mengalami penurunan nilai Rp 38.170.000 dan kenaikan nilai Rp 11.926.000. Pada kategori kelas sedang mengalami kenaikan nilai Rp 22.127.000. Pada kategori kelas tinggi mengalami kenaikan nilai Rp 151.027.000. Kedua variabel memiliki hubungan positif, maknanya bahwa semakin besar luas potensi perubahan penggunaan tanahnya maka akan semakin tinggi perubahan nilai tanahnya. Kedua hal tersebut memiliki kesamaan yaitu saling dipengaruhi oleh aspek aksesibilitas dan saling berdampak pada perkembangan wilayah.

Abstract

The rapid advancement of information technology has accelerated digitalization across various sectors, including land affairs. The use of cloud-based Geographic Information Systems (GIS), such as CartoVista, offers a solution to improve the efficiency and accuracy of land data management. This study examines the digitalization process with a focus on implementation, usability, and data security. A mixed-method approach was applied, combining qualitative and quantitative techniques. The qualitative method was used to analyze data management stages, training processes, and security testing using OWASP ZAP, while the quantitative method assessed CartoVista’s usability level. The findings show that data management was carried out through surveys using the SmartPTSL application, data processing with ArcGIS, and presentation via the CartoVista WebGIS platform. The implementation was supported by training, resulting in an innovative initiative that placed Tegalrejo Sub-District among the top five in the 2025 Yogyakarta City Village Competition. Challenges included device and network limitations, user adaptation, and incomplete datasets. Overall, CartoVista was considered relatively easy to use, although some technical adjustments remain necessary. Security testing revealed 15 low- to medium-risk vulnerabilities, with no high-risk findings; however, regular security enhancements are still required. Keywords: GIS Cloud, CartoVista, Land Data Management, Data Security, Usability.   INTISARI Kemajuan teknologi informasi mendorong digitalisasi di berbagai sektor, termasuk bidang pertanahan. Pemanfaatan Sistem Informasi Geografis (SIG) berbasis komputasi awan seperti CartoVista menjadi solusi untuk meningkatkan efisiensi dan akurasi pengelolaan data pertanahan. Penelitian ini bertujuan mengkaji proses digitalisasi dengan fokus pada implementasi, kemudahan penggunaan (usability), dan keamanan data. Metode penelitian yang digunakan adalah mixed method, yaitu gabungan pendekatan kualitatif dan kuantitatif. Pendekatan kualitatif digunakan untuk menganalisis tahapan pengelolaan data, pelatihan, serta pengujian keamanan menggunakan OWASP ZAP. Sementara itu, pendekatan kuantitatif digunakan untuk menilai tingkat kemudahan penggunaan CartoVista. Hasil penelitian menunjukkan bahwa pengelolaan data dilakukan melalui survei menggunakan aplikasi SmartPTSL, pengolahan data dengan ArcGIS, serta penyajian melalui platform webGIS CartoVista. Implementasi disertai pelatihan yang menghasilkan inovasi sehingga Kelurahan Tegalrejo masuk lima besar Lomba Kelurahan se-Kota Yogyakarta tahun 2025. Tantangan yang dihadapi meliputi keterbatasan perangkat, jaringan, adaptasi pengguna, serta kelengkapan data. Secara keseluruhan, CartoVista dinilai cukup mudah digunakan, meskipun beberapa penyesuaian teknis masih diperlukan. Pengujian keamanan mengungkap 15 celah dengan tingkat risiko rendah hingga sedang tanpa temuan risiko tinggi; meskipun demikian, peningkatan keamanan tetap perlu dilakukan secara berkala. Abstract

The development of a complete city/regency is a strategic agenda of the Ministry of ATR/BPN to realize legal certainty over land. Malang City has achieved Complete City status, but the implementation of the Complete Village development in Sukun District still faces various obstacles. This issue is important to study because success at the village level is a benchmark for the quality of national land policy implementation. This study aims to analyze the implementation, problems, and strategies for accelerating the development of Complete Villages after the declaration of Complete City 2024. The study used a descriptive qualitative method with data collection techniques through structured interviews, field observations, and document reviews. Data were analyzed descriptively using the Miles and Huberman model with the application of three analytical tools: the 5M management approach (man, money, material, machine, method) to assess internal factors, Rumelt's Evaluation Theory to measure consistency, suitability, excellence, and feasibility of strategies, and SWOT Analysis to formulate adaptive strategies. The results indicate that the development of Complete Villages in Sukun District follows four main stages according to the 2022 PTSL Technical Guidelines and has fulfilled the 5M elements. However, Rumelt's evaluation identified technical and non-technical constraints, such as limited technological infrastructure, human resource capacity, and inter-agency coordination. The SWOT analysis recommended strategies such as strengthening institutional vision, improving cross-sectoral coordination, collaborating with third parties, and utilizing digital technology, particularly Artificial Intelligence (AI), to accelerate the sustainable implementation of the Complete Village.

Abstract

This study analyzes the accuracy and effectiveness of block adjustment in improving cadastral data quality by comparing two sources of control points: field measurements using GNSS Real Time Kinematic (RTK) and the interpretation of high-resolution aerial photomaps. The main issue addressed is the inconsistency of parcel coordinates in the PTSL program, particularly in areas that are difficult to access. This research fills the gap by evaluating the use of photomap control points as a practical alternative. The study was conducted in Banyuraden Village, Sleman Regency, involving 72 land parcels across three blocks. Data were quantitatively processed using the PEREKAT plugin in QGIS. Photomap control points had a resolution of GSD ≤ 0.12 m and positional accuracy of CE90 ≤ 0.4 m. Distance and area accuracy tests referred to PMNA/KBPN No. 3/1997 and ATR/BPN Regulation No. 21/2019, while effectiveness was assessed using a tolerance of 5% of the survey plan area. The results indicate that validation effectiveness using photomap control points reached 86.57%, compared to 88.06% with field-based control points. Both values fall within the “highly effective” category (ratio ≥ 80%). The small difference in effectiveness highlights that photomap control points can serve as an efficient alternative for cadastral mapping in hard-to-reach areas and support the acceleration of digital land administration services. Keywords: Block Adjustment, Photomap Accuracy, GNSS RTK, PTSL, Digital Land Administration INTISARI Penelitian ini menganalisis akurasi dan efektivitas block adjustment untuk meningkatkan kualitas data pertanahan dengan membandingkan dua sumber titik control, yaitu pengukuran lapangan berbasis GNSS Real Time Kinematic dan interpretasi peta foto udara resolusi tinggi. Permasalahan yang diangkat adalah ketidaksesuaian koordinat bidang tanah dalam program PTSL, khususnya pada wilayah yang sulit dijangkau. Penelitian ini mengisi gap dengan mengevaluasi penggunaan titik kontrol peta foto sebagai alternatif. Studi dilakukan di Kalurahan Banyuraden, Kabupaten Sleman, melibatkan 72 bidang tanah pada tiga blok. Data dianalisis secara kuantitatif menggunakan plugin PEREKAT pada QGIS. Titik kontrol peta foto memiliki resolusi GSD ≤ 0,12 m dan ketelitian CE90 ≤ 0,4 m. Uji akurasi jarak dan luas mengikuti ketentuan PMNA/KBPN No. 3/1997 dan Permen ATR/BPN No. 21/2019, sedangkan uji efektivitas menggunakan toleransi 5 % luas surat ukur. Hasil menunjukkan bahwa efektivitas validasi dengan titik kontrol peta foto mencapai 86,57%, sedangkan dengan kontrol lapangan 88,06%. Keduanya masuk kategori “sangat efektif” (rasio ≥ 80%). Selisih efektivitas yang kecil menegaskan bahwa titik kontrol peta foto dapat menjadi alternatif efisien dalam pemetaan bidang tanah di wilayah sulit diakses serta mendukung percepatan digitalisasi layanan pertanahan. Abstract

The Complete Systematic Land Registration (PTSL) program aims to increase the quantity and quality of land data in Indonesia; however, PTSL activities tend to prioritize quantity over quality of land parcels, including mapping of Category 4 (K4) land parcels. This research was conducted in Klaten Regency by taking samples from PTSL activities in 2020 and 2021. The aim of this research was to determine the quality of land data and the obstacles faced by the Klaten Regency Land Office in improving the quality of K4 land data. The method used is descriptive-qualitative. The research results show that the quality of land data in every village in Klaten Regency is above 99% complete. However, in completing the Complete Village, there were several obstacles in the form of internal and external obstacles. Internal constraints include: (1) variations in the quality of spatial data in registration maps; (2) limited human resources; and (3) a limited number of measurement letter archives that can be uploaded to the KKP, while external constraints include: (1) lack of availability of land data in villages or sub-districts; (2) relatively new village apparatus; and (3) a large number of state land statuses in one region. Various efforts were made to complete the complete village, namely: (1) determining priorities for the complete village based on physical and administrative conditions; (2) a land census involving all stakeholders; (3) land plot mapping based on the position and size of the latest land plot; and (4) careful handling of documents and comparative studie   Program Pendaftaran Tanah Sistematis Lengkap (PTSL) bertujuan untuk meningkatkan kuantitas dan kualitas data pertanahan di Indonesia, namun kegiatan PTSL cenderung mementingkan kuantitas daripada kualitas bidang tanah, termasuk pemetaan bidang tanah Kategori 4 (K4). Penelitian ini dilakukan di Kabupaten Klaten dengan mengambil sampel hasil kegiatan PTSL pada tahun 2020 dan 2021. Tujuan dari penelitian ini adalah untuk mengetahui kualitas data pertanahan dan kendala yang dihadapi oleh Kantor Pertanahan Kabupaten Klaten dalam meningkatkan kualitas data pertanahan K4. Metode yang digunakan yaitu kualitatif deskriptif. Hasil penelitian menunjukkan bahwa kualitas data pertanahan di setiap desa di Kabupaten Klaten di atas 99% lengkap. Namun demikian, dalam penyelesaian Desa Lengkap terdapat beberapa kendala yang dihadapi berupa kendala internal dan eksternal. Kendala internal meliputi: (1) Keberagaman kualitas data spasial di peta pendaftaran; (2) Keterbatasan sumber daya manusia; (3) Keterbatasan jumlah arsip Surat Ukur yang dapat diunggah ke KKP, sedangkan kendala eksternal antara lain : (1) Kurangnya ketersediaan data pertanahan di desa/kelurahan; (2) Perangkat desa yang tergolong baru; (3) Jumlah status tanah negara yang besar dalam satu wilayah. Berbagai upaya dilakukan untuk penyelesaian Desa Lengkap yaitu : (1) Penetapan prioritas desa lengkap berdasarkan kondisi fisik dan administrasi; (2) Sensus pertanahan dengan melibatkan seluruh stakeholder; (3) Pemetaan bidang tanah berbasis posisi dan ukuran bidang tanah terbaru; dan (4) Penanganan dokumen secara hati-hati dan studi banding.
