Abstract

This article is the result of research on the analysis of the policy making of the budget revenues and shopping area of Makassar city fiscal year 2009. One part of this research use approach to the actors and the relationships between actors in policy making. Abstract

Two intersections in the campus of the University of Jember need attention. That name is Doubleway intersection and Triumviraat roundabout. This is related to the frequent occurrence of accidents at the intersection. Previous research conducted by Isnanto (2007) and Novel (2013) at  the Doubleway intersection. This intersection assumed into a roundabout, and the performance of the roundabout until 2023 showed DS ≤ 0.75. This study was conducted to evaluate the design of Doubleway and Triumviraat roundabout at the University of Jember. Evaluation results used to re-design of  Doubleway and Triumviraat roundabout in order to satisfy applicable standards/guidelines. So the safety aspect of the review of infrastructure can be realized. The diameters size results obtained from the design of the Doubleway and Triumviraat roundabout  is 38.5 m and 44.7 m. Performance of the each other roundabout  in 2014 showed  the DS value ≤ 0.75.

Abstract

This study aims to explain and analyze how the Partai Amanat Rakyat (National Mandate Party (PAN) recruitment process as the bearer party, in winning the wife of the Regent of Buton in the Buton Regency DPRD 2014-2019 period. The type of research used is descriptive qualitative which describes the subject and object of research based on empirical facts. The data source used was the chairman of the Buton Regency PAN, the success team, party cadres, documents and archives. Data were collected through the interview method. In this research, it is produced that there is political recruitment that is not transparent. Based on the opinion of some experts, PAN does not use an open recruitment method but instead uses a closed recruitment method. In this case, Lis Elianti has no experience in politics. Lis Elianti is a housewife with final education.

Abstract

AbstractThe practice of presidential nomination by using a threshold through political parties or coalitions of political parties in Indonesia is still carried out because Indonesia adheres to a multi-party system. However, the regulation regarding the threshold for presidential nomination is prone to political transactions between parties. The reason is that there is no equality of access to presidential nominations between new political parties and old political parties considering that political parties are a defining element of representative democracy (Political parties are a defining element of representative democracy), this practice threatens the rights of minority political parties and limits the emergence of presidential candidates. The threshold in the nomination of President based on the decision of the Constitutional Court of the Republic of Indonesia Number 74/PUU/XVII/2020 regarding the review of Law Number 7 of 2017 concerning Elections is referred to as an open legal policy which is the authority of the House of Representatives in forming the Law on Elections. This study aims to evaluate the application of the threshold in the nomination of President with the principle of justice. This research is a doctrinal research using a case approach and a law approach. This study was conducted by looking at the development of the application of thresholds in elections and the provisions stipulated in the Election Law. The results of the study indicate that it is necessary to establish an ideal implementation model based on the principle of justice in order to guarantee the rights of minority political parties and avoid the emergence of a single presidential candidate.Keywords: Political Cartel; President Threshold; Single Candidate.

Abstract

The COVID-19 pandemic brings the threat of a global food crisis. Indonesia's food system is vulnerable because it only depends on one type of food, namely rice. Hopes about Indonesia's food security have returned to the potential for local food diversity, as well as moving from food security to food sovereignty. This study will focus on the process of developing local food in Indonesia which is considered a way out of the threat of a global food crisis due to the COVID-19 Pandemic. The purpose of this study is to find out a general description of the condition of local food in Indonesia so far. The method used in this research is desk research using a political-economic approach in the context of neoliberalism. The results of this study indicate that Indonesia is "half-heartedly" in developing local food as a result of its position between the dichotomy of food sovereignty versus global trade liberalization.

Abstract

Elephantopus scaber L. is used as a traditional medicine with flavonoid content. This study aims to determine the total flavonoid content of Elephantopus scaber leaves with varying extraction times of 5 minutes, 10 minutes and 15 minutes. Dried Elephantopus scaber leaves were extracted using water by heating at 95oC for 5, 10 and 15 minutes. Method: Identification of flavonoid compounds in the boiled Elephantopus scaber leaves used the Wilstater method and alkaline reagent test. Total flavonoids were measured using the UV - Vis Spectrophotometry method as quercetin. The research results showed that all test samples contained flavonoids. The highest total flavonoid content of Elephantopus scaber leaves was obtained at the 5th minute, amounting to 94.59 ± 0.1424 mgQE/ 100 ml and the lowest at the 15th minute, amounting to 85.55 ± 0.2376 mgQE/ 100ml. In the "One Way Anova" test, the significance value for flavonoid levels was 0.006 < 0.05, so it can be concluded that the length of heating time had a significant effect on the total flavonoids in Elephantopus scaber leaves. The recommended boiling time for tapak Liman leaves is 5 minutes at 95oC.
