Abstract

Pertumbuhan penduduk mempengaruhi aktivitas masyarakat sehingga berdampak pada peningkatan konsumsi yang akan menimbulkan peningkatan produksi sampah. Sampai saat ini sampah merupakan permasalahan yang kompleks dan upaya pengurangan produksi sampah terus dilakukan. Salah satunya dengan menggunakan metode 3R (Reduce, Reuse, Recycle) yang menuntut peran serta masyarakat dalam memilah sampah. Faktor yang menentukan jumlah sampah adalah karakteristik masyarakat dan model penanganan sampah sehingga penting untuk mengetahui partisipasi masyarakat dalam pengelolaan sampah dan bank sampah.  Permasalahan mendasar di Kelurahan Tallo adalah kurangnya keikutsertaan masyarakat dalam kegiatan pengolahan sampah, khususnya pada daerah permukiman kumuh sekitar bantaran Sungai Tallo. Tujuan dari penelitian ini adalah: (1) Mengidentifikasi karakteristik masyarakat permukiman kumuh sekitar bantaran Sungai Tallo; (2) Mengetahui faktor-faktor apa saja yang mempengaruhi partisipasi masyarakat dalam pengolahan sampah. Adapun teknik analisis yang digunakan yaitu teknik analisis deskriptif kualitatif dan analisis faktor. Hasil penelitian menunjukkan: (1) Karakteristik masyarakat dapat dilihat dari segi sosial-ekonomi, bencana dan adaptasi, prasarana dasar, tingkat pengetahuan tentang sampah, dan bentuk-bentuk partisipasi dalam pengolahan sampah; (2) Faktor yang paling mempengaruhi partisipasi masyarakat dalam pengolahan sampah yaitu faktor kondisi bank sampah, kemudian faktor pekerjaan, faktor lama menetap, faktor pengetahuan terhadap sampah, faktor kondisi fisik rumah, dan faktor kondisi keamanan.  Penelitian ini menunjukkan tingkat kesadaran rendah namun partisipasi pemilihan sampah tinggi. Hal ini disebabkan oleh motivasi dan orientasi masyarakat permukiman kumuh dalam menambah pendapatan. Faktor yang mempengaruhi tingkat partisipasi dapat berbeda berdasarkan karakteristik masyarakat. Maka diharapkan dalam mengatasi pengelolaan persampahan, diperlukan pendekatan melalui pemerintah yang disesuaikan oleh karakteristik masyarakat.

Abstract

Human waste becomes one of paramount issues which is faced by urban community particularly those who live in Laikang Sub-District, Biringkanaya District, Makassar City. The increasing number of population directly effected the higher waste production. Furthermore, This is exacerbated by limited capacity at landfills to accommodate waste as well as the government's lack of awareness of how important it is to manage good waste, especially household waste which has a direct impact on society. Household waste itself is dominated by organic waste, much of which comes from organic materials. Laikang Village is one of the residential areas that is active in waste management, through the PKK as women's empowerment organization. Unfortunately, organic waste management is still considered inadequate, even though it is easier than inorganic waste management in this sub-district. One solution to overcome this is to manage waste using the reduce, reuse, recycle (3R) method. Therefore, the existence of socialization on household waste management as a form of implementing sustainable development in related locations is expected to solve the problems by educating the local community. This socialization was carried out using lecture method and discussion methods with pre-test and post-test as a tool to measure participants' understanding, there are 12 of them which are part of the Laikang Sub-District PKK. The results show 100% increase in participants' understanding and knowledge regarding organic waste management. This activity provides many benefits for the sustainability of people's lives in Laikang Village.

Abstract

Bulukumba Regency is one of the regencies that offers diverse natural and cultural potential. The beauty of the beach panorama is one of the attractions in Bulukumba Regency, including located in the Tanjung Bira Beach Area to Lemo-Lemo Beach. The great potential tourism must continue to be preserved and sustainable. Sustainable coastal tourism planning is a concept that emphasizes environmental, economic and social/cultural aspects. Sustainable tourism planning in Bulukumba Regency, especially in the Tanjung Bira and Lemo-lemo tourism areas, must be supported by stakeholders including the Tourism, Youth and Sports Office. The purpose of the implementation of this activity is to provide strategies or directions in ensuring the sustainability of the Tanjung Bira and Lemo-lemo tourist areas with the concept of sustainable coastal tourism planning. The targets of this activity were the Head, Secretary, Staff at the Tourism, Youth and Sports Office as tourism policy makers in Bulukumba Regency. Evaluation was carried out before and after the activity to measure the achievement of the activity by identifying stakeholder knowledge about sustainable coastal tourism planning policies. Activities were carried out through socialization and explanation of research results and policy directions that can be carried out in ensuring the sustainability of tourism in Tanjung Bira and Lemo-lemo, Bulukumba Regency accompanied by visualization in October 2024. The results showed that 50% did not know about sustainable coastal tourism policies, 6.3% answered undecided and 43.8% already knew. After socialization, the results showed that 87.5% already knew and 12.5% still did not understand this policy

Abstract

Mamminasata is a metropolitan urban area in Eastern Indonesia. One of the areas in this metropolitan area is Takalar Regency. An effective and efficient method of monitoring and evaluating infrastructure in Takalar Regency is needed. One method that can be done is by monitoring and evaluating infrastructure in the region based on geographic information systems, which are computer-based information systems used to process and store geographic-based data or information. Monitoring and evaluation is done by looking at the number and distribution of infrastructure spatially. The partner in the implementation of this activity is the Public Works, Spatial Planning, Housing and Settlement Area Office of Takalar Regency. Activities are carried out by providing material and training on the use of Geographic Information Systems in monitoring and evaluating regional infrastructure. Training on monitoring and evaluation of regional infrastructure in the mamminasata region based on geographic information systems aims to increase the capacity of human resources (HR) / civil servants (PNS) in related agencies, especially in the Spatial Planning Division in terms of monitoring and evaluating infrastructure that has been built, as well as more effective and efficient spatial supervision by utilizing Geographic information systems. In conducting monitoring activities, participants were trained to use Arc GIS and Google Earth software. The Google Earth software used is Google Earth software that is run on a smart phone. These two software make monitoring, evaluation, and also supervision easier to do in a large area with limited human resources. From the results of the training, there was a significant increase in the number of participants' knowledge from 16.7% to 100%.

Abstract

The relocation of Indonesia’s national capital to East Kalimantan reflects spatial-political dynamics in which state, corporate, and community interests collide. This study employs a qualitative case study combining field observations, document analysis, and in-depth interviews with the IKN Authority, East Kalimantan provincial officials, Dayak and Balik traditional leaders, NGOs such as AMAN, and civil society actors. Findings show that spatial planning is dominated by the central government and investors, while local participation remains limited. Key policy instruments, including the IKN Law and Detailed Spatial Plan (RDTR), tend to override indigenous rights, marginalize traditional living spaces, and prioritize long-term land concessions for corporations. Such exclusionary practices have intensified land conflicts, forced evictions, and ecological damage in the Sepaku and Samboja areas, including deforestation, biodiversity loss, and water resource degradation. The results indicate that IKN development is not a neutral technical exercise but a contested political project. This aligns with Lefebvre’s conception of space as a contested social product shaped by power. The study contributes to debates on spatial politics in Indonesia while underscoring the need for inclusive, just, and ecologically sustainable planning.Peralihan Ibu Kota Negara Indonesia ke Kalimantan Timur mencerminkan dinamika spasial-politik di mana kepentingan negara, korporasi, dan masyarakat saling bertabrakan. Studi ini menggunakan metode studi kasus kualitatif yang menggabungkan pengamatan lapangan, analisis dokumen, dan wawancara mendalam dengan Otoritas IKN, pejabat provinsi Kalimantan Timur, pemimpin tradisional Dayak dan Balik, LSM seperti AMAN, dan aktor masyarakat sipil. Temuan menunjukkan bahwa perencanaan ruang didominasi oleh pemerintah pusat dan investor, sementara partisipasi lokal tetap terbatas. Instrumen kebijakan utama, termasuk Undang-Undang IKN dan Rencana Tata Ruang Terperinci (RDTR), cenderung mengabaikan hak-hak masyarakat adat, menggeser ruang hidup tradisional, dan memprioritaskan konsesi tanah jangka panjang bagi korporasi. Praktik-praktik eksklusif ini telah memperparah konflik tanah, pengusiran paksa, dan kerusakan ekologi di wilayah Sepaku dan Samboja, termasuk deforestasi, kehilangan keanekaragaman hayati, dan degradasi sumber daya air. Hasil penelitian menunjukkan bahwa pengembangan IKN bukanlah praktik pembangunan yang bersifat netral, melainkan proyek politik yang kontroversial. Hal ini sejalan dengan konsepsi Lefebvre tentang ruang sebagai produk sosial yang diperebutkan dan dibentuk oleh kekuasaan. Studi ini berkontribusi pada debat tentang politik ruang di Indonesia sambil menekankan perlunya perencanaan yang inklusif, adil, dan berkelanjutan secara ekologi.

Abstract

In the era of digital government transformation, the utilization of geospatial data has become pivotal for accurate, efficient, and integrated planning, monitoring, and evaluation of infrastructure development. However, the capacity of human resources—particularly within the Office of Public Works and Spatial Planning (PUTR) of Bulukumba Regency—in managing geospatial data remains limited. This constraint may hinder the optimization of location-based decision-making in public infrastructure development. In fulfillment of the university’s third pillar of higher education—community service—the Department of Urban and Regional Planning at Hasanuddin University conducted a collaborative community engagement activity under the Faculty of Engineering’s Community Service Learning Program (LBE). The initiative focused on enhancing the geospatial data management capacity of local government officials. The activity was held on September 15, 2025, at the PUTR Office of Bulukumba Regency and involved technical staff and geospatial data officers. The methodology combined theoretical instruction with hands-on simulation, including field data collection using mobile devices and point mapping, followed by spatial data processing using freely accessible Geographic Information System (GIS) software. The results indicate that participants demonstrated high engagement and successfully acquired foundational competencies in geospatial data management. Furthermore, the activity fostered strategic academic–government collaboration, opening avenues for joint research, the development of a regional geospatial information system (SIGD), and ongoing technical mentoring. Thus, this initiative not only strengthened local institutional capacity but also laid the groundwork for sustainable, data-driven infrastructure planning in Bulukumba Regency.
