Abstract

This research aims to analyze the strategies implemented by the Village Head to enhance social inclusion in Bulo-Bulo Village, Pujananting District, Barru Regency. The research methodology utilized is qualitative research with a case study approach. Data were obtained through in-depth interviews with the Village Head, community leaders, and other stakeholders in the village. The results of the study indicate that the Village Head has implemented various effective strategies to improve social inclusion in Bulo-Bulo Village. These strategies include enhancing accessibility to public services, developing inclusive infrastructure, empowering the community through training programs and skill development, and utilizing information technology to expand communication and information dissemination. The implementation of these strategies has had a significantly positive impact on the level of social inclusion in Bulo-Bulo Village. There has been an increase in community participation in social and economic activities, improved access to healthcare and education services, and heightened awareness of the importance of social inclusion in village development. Based on the research findings, it is concluded that the strategies employed by the Village Head to enhance social inclusion in Bulo-Bulo Village can serve as a relevant model for application in other areas. Cooperation among local governments, communities, and the private sector is necessary to support the broader and sustainable implementation of social inclusion strategies across various regions in Indonesia.

Abstract

The results of this study indicate that the implementation of good governance refers to the three principles of good governance, namely yhe principle of accountability, the principle of transparency with future development planning including long-term regional plans, regional medium-term plans, and local goverment work plans involving all stakeholders. However, several inhibiting factors are still faced, including (1) sectoral ego (2) lack of quality human resources (3)invalid data (4) changing regulations.

Abstract

Transparent and accountable village financial management is a fundamental prerequisite for achieving good village governance. To support this objective, the government has developed the Village Financial System Application (SISKEUDES) as a digital instrument to improve the quality of village financial administration and accountability.This study aims to analyze the implementation of SISKEUDES and the dynamics of village financial governance in Barru Subdistrict, Barru Regency, as well as to explore the adaptive strategies employed by village officials in addressing technical limitations and human resource capacity constraints. The research adopts a qualitative approach using a case study method conducted in five villages: Saiawung, Palakka, Tompo, Galung, and Anabanua. The informants consisted of 17 participants, including village heads, village treasurers, and SISKEUDES operators. Data were collected through in-depth interviews, direct observation, and documentation of financial reports and Village Revenue and Expenditure Budgets (APBDes).The findings indicate that SISKEUDES plays a significant role in improving administrative orderliness, reporting accuracy, and the ease of village financial supervision. The effectiveness of the system is influenced by the capacity of village officials, the intensity of technical assistance, and their ability to adapt to infrastructure constraints. The novelty of this study lies in revealing local adaptive practices among village officials, demonstrating that successful village financial governance emerges from a dynamic interaction between technology, human resources, and local contextual conditions.
