Abstract

Kepemimpinan dan manajemen organisasi merupakan keterampilan penting yang perlu dikembangkan sejak usia remaja, terutama melalui wadah organisasi siswa seperti OSIS. Namun, banyak pengurus OSIS yang belum memiliki pemahaman dan keterampilan manajerial yang memadai akibat minimnya pelatihan dan pembinaan. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk mentransformasi manajemen OSIS di SMP Negeri 16 Nania Atas melalui program pelatihan dan pendampingan yang dirancang secara partisipatif. Mitra dalam kegiatan ini adalah pihak sekolah dan pengurus OSIS. Metode yang digunakan mencakup identifikasi kebutuhan melalui observasi dan wawancara, pelatihan dasar manajemen organisasi dalam bentuk workshop interaktif, serta pendampingan langsung melalui simulasi dan praktik kegiatan OSIS. Hasil kegiatan menunjukkan peningkatan signifikan dalam pemahaman dan kemampuan pengurus OSIS dalam merancang, melaksanakan, dan mengevaluasi program kerja secara sistematis. Selain itu, tercipta budaya organisasi yang lebih profesional, akuntabel, dan kolaboratif di lingkungan sekolah. Kegiatan ini menunjukkan bahwa pendekatan edukatif dan partisipatif berbasis pengabdian masyarakat dapat menjadi strategi efektif dalam memperkuat kapasitas dan kemandirian organisasi siswa

Abstract

This study aims to analyze the development of supporting infrastructure for Asol Water Tourism in the Haruku Island area, Maluku, particularly in Negeri Oma, which possesses beautiful natural potential but is constrained by limited tourism facilities and infrastructure. The Analytical Hierarchy Process (AHP) method was used to determine priority development criteria through analysis of pre-construction, construction, and post-construction aspects. The results show that the dominant criterion in the pre-construction aspect is construction engineering with consideration of building structure and the environment, with a priority weight of 0.578. In the construction aspect, the dominant criterion is the application of project control principles related to time, quality, and cost, with a weight of 0.091. Meanwhile, in the post-construction aspect, the dominant criterion is synergy through the involvement of communities, the private sector, and universities to achieve operational independence, with a weight of 0.1156. In conclusion, these three aspects are expected to significantly contribute to the development of high-quality and environmentally conscious tourism facilities and infrastructure for Asol Water Tourism.

Abstract

Law enforcement discretion is an essential instrument in judicial practice that provides flexibility for judges or law enforcement officials to make decisions based on juridical, moral, and propriety considerations, outside of rigid legal provisions. One of its strategic applications is in prejudicieel geschil, which is a mechanism to postpone the examination of criminal cases until there is a civil case decision that has a substantial relationship with the subject matter of the criminal case, which aims to prevent contradictions in decisions between courts. This mechanism is regulated in Supreme Court Regulation Number 1 of 1956 and Supreme Court Circular Letter Number 4 of 1980, which distinguishes two forms of prejudicieel geschil, namely question pre judicielles a l action (mandatory delay) and question prejudicielles au judgement (facultative delay). Abstract

Water management on islands has an important role because of their limited features. Although each island has different features (size, isolation, geology and topography, climate and hydrology, economic development, etc.) – all affecting water resources and management, all islands face many of the same water-related issues and challenges. This condition is influenced by population growth triggered by the development of natural resources. This research aims to ensure that the rainwater harvesting method as an alternative water source can fulfill distribution deficiencies while maintaining the ecological conditions of small island areas. Water availability is analyzed using the F.J. Mock method, and the existing sources are analyzed using the RWH method. Based on guidelines, the analysis of domestic water needs is 65 L/person/day. The analysis continues with the existing distribution scenario. The results show that the Adaut sub-watershed and the Namtabung sub-watershed are predicted to experience water shortages, and the combined distribution scenario of existing sources and the RWH method can be a solution to overcome water shortages. The RWH method can achieve optimal water distribution in Selaru Island until 2040.

Abstract

Spatial inequality between central regions and small islands in Eastern Indonesia shows that infrastructure development remains uneven and socially unjust. This study aims to analyze the role of infrastructure in reducing spatial and social inequality in small island regions, identify sociocultural dynamics influencing infrastructure acceptance and sustainability, and formulate a community-based model of sustainable development. Using a qualitative sociological approach, the study employs SWOT and Participatory Planning Analyses to examine strengths, weaknesses, opportunities, and threats from a local-social perspective, combined with Participatory Rural Appraisal (PRA) through in-depth interviews, field observations, and focus group discussions in Metimiarang Island. Findings indicate that infrastructure serves as a social integrator that enhances access to basic services, economic opportunities, and social cohesion in peripheral areas. Yet, weak governance, fragmented stakeholder coordination, and low community participation hinder effectiveness. Sustainable programs are those integrating local wisdom and social institutions, notably community-based 3R (reduce, reuse, recycle) systems. The study’s novelty lies in introducing a socio-infrastructural bridging framework, positioning infrastructure as a social bridge linking marginalized regions to development centers. Theoretically, this research expands development sociology by embedding spatial and ecological dimensions, reinforcing the relevance of the sociology of infrastructure within the Sustainable Development Goals, particularly Goals 9 (Industry, Innovation, and Infrastructure) and 11 (Sustainable Cities and Communities).

Abstract

Abstrak Indonesia, sebagai negara kepulauan dengan garis pantai yang panjang, menghadapi tantangan abrasi dan erosi akibat faktor alam dan aktivitas manusia. Penelitian ini bertujuan untuk mengurangi kerusakan pantai Bemu, Pulau Seram, yang terletak di tepi Laut Banda, melalui analisis hidrodinamika guna menentukan penempatan struktur keras (revetment) yang tepat. Metode penelitian mencakup pengumpulan data primer melalui survei lapangan, seperti data pasang surut, arus, dan gelombang, serta pengolahan data sekunder berupa data angin. Analisis juga dilakukan dengan bantuan perangkat lunak untuk memvalidasi model. Hasil menunjukkan bahwa struktur keras revetment perlu diletakkan pada ketinggian 1,50 meter untuk mereduksi kerusakan pantai lebih lanjut. Kecepatan angin dominan dari arah selatan (59,87%), dan jenis gelombang rencana adalah swell dengan tinggi gelombang ekstrim 1,58 meter. Penelitian ini menekankan pentingnya penanggulangan abrasi secara efektif melalui pendekatan berbasis hidrodinamika. Kata kunci: kerusakan pantai, pulau seram, hard structure  Abstract Indonesia, as an archipelagic country with an extensive coastline, faces challenges of coastal erosion and abrasion due to natural factors and human activities. This research aims to mitigate coastal damage at Bemu Beach, Seram Island, located along the Banda Sea, by utilizing hydrodynamic analysis to determine the optimal placement of hard structures (revetments). The research methodology includes primary data collection through field surveys, such as tidal, current, and wave data, along with secondary data analysis, including wind data. The analysis was supported by software modeling to validate the results. Findings indicate that the revetment should be placed at an elevation of 1.50 meters to effectively reduce further coastal damage. The dominant wind speed is from the south (59.87%), with the planned wave type being swell, having an extreme wave height of 1.58 meters. This study underscores the importance of effective coastal abrasion control through hydrodynamic approaches. Keywords: coastal damage, Seram Island, hard structure

Abstract

Pelestarian kawasan konservasi penting untuk menjaga keanekaragaman hayati, habitat flora dan fauna, serta mitigasi perubahan iklim. Kawasan konservasi juga berperan dalam keseimbangan ekologi, penyediaan air bersih, dan pencegahan bencana alam. Selain itu, kawasan ini memiliki nilai ilmiah dan pendidikan tinggi, memberikan tempat untuk penelitian dan pendidikan lingkungan, serta menjaga warisan alam untuk generasi mendatang. Penyiapan masyarakat terdampak oleh pembangunan embung penting karena proyek ini dapat mengubah kondisi lingkungan dan sosial-ekonomi setempat. Persiapan ini melibatkan pemberian informasi, pelibatan dalam perencanaan dan pelaksanaan, serta kompensasi yang adil dan pelatihan keterampilan baru. Tujuan pengabdian ini adalah meningkatkan pemahaman masyarakat Pulau Tanimbar, Maluku, terkait pelestarian kawasan konservasi hutan melalui penyiapan masyarakat yang terdampak oleh operasi dan pemeliharaan pembangunan Embung Sangliat Karawain. Mitra pengabdian meliputi masyarakat Desa Sangliat Karawain, Pulau Tanimbar, Provinsi Maluku, dan Dinas Pekerjaan Umum Kabupaten Kepulauan Tanimbar. Metode pengabdian yang digunakan adalah sosialisasi dan pelatihan, serta perekrutan masyarakat dalam pembangunan dan pemeliharaan Embung Sangliat Karawain. Hasil pengabdian menunjukkan adanya peningkatan pengetahuan masyarakat dalam pelestarian kawasan konservasi serta operasi dan pemeliharaan pembangunan Embung Sangliat Karawain. Selain itu, pembukaan lapangan pekerjaan bagi masyarakat Desa Sangliat Karawain dalam pembangunan embung tersebut memberikan dampak positif terhadap kondisi ekonomi setempat.

Abstract

Prediksi banjir rancangan yang akurat merupakan kebutuhan mendasar dalam perencanaan infrastruktur pengendalian banjir dan manajemen sumber daya air. Penelitian ini bertujuan untuk membandingkan akurasi empat metode Hidrograf Satuan Sintetik (HSS) dalam memprediksi debit banjir rancangan di DAS Plumbon, Kabupaten Semarang, yakni metode HSS Nakayasu, Snyder, Gama I, dan Laksono-Erub, serta mengidentifikasi metode yang memberikan penyimpangan terkecil terhadap data debit observasi. Penelitian ini menggunakan pendekatan kuantitatif komparatif dengan data curah hujan harian maksimum tahunan periode 2010-2020 dari tiga stasiun hujan di sekitar DAS Plumbon (Stasiun Mangkang, Kaligawe, dan Gunungpati), serta data debit observasi dari Bendung Plumbon periode yang sama. Hasil penelitian menunjukkan bahwa metode HSS Laksono-Erub memberikan akurasi tertinggi dengan nilai RMSE = 8,45 m³/detik, MAPE = 12,3%, dan R² = 0,89, diikuti oleh metode Gama I (RMSE = 11,72 m³/detik, MAPE = 16,8%, R² = 0,82), Nakayasu (RMSE = 15,31 m³/detik, MAPE = 21,5%, R² = 0,74), dan Snyder (RMSE = 18,96 m³/detik, MAPE = 25,7%, R² = 0,68). Metode Laksono-Erub secara konsisten menunjukkan penyimpangan terkecil untuk semua kala ulang, dengan selisih rata-rata 10-15% terhadap debit observasi. Temuan ini mengonfirmasi bahwa metode Laksono-Erub, yang dikalibrasi berdasarkan karakteristik DAS di Jawa Utara dan Madura, memiliki aplikabilitas yang baik untuk DAS Plumbon yang memiliki karakteristik fisiografis serupa. Penelitian ini memberikan rekomendasi praktis bagi perencana dalam memilih metode HSS yang tepat untuk analisis banjir rancangan di wilayah dengan karakteristik DAS serupa, serta memperkuat basis validasi empiris metode Laksono-Erub di luar lokasi pengembangan aslinya.

Abstract

This study examines the position of customary rights in the context of mining permit conflicts in Indonesia. Although customary rights have been recognized in various regulations, including the 1945 Constitution and the Basic Agrarian Law (UUPA), in practice, these rights are often ignored in the mining permit granting process. Conflicts arise when mining permits are issued for land that falls within the customary rights area of indigenous peoples, without involving them in the decision-making process. The purpose of this study is to determine the position of customary rights in relation to mining permits and the challenges faced by indigenous peoples in defending their rights. The results of this study show that although the customary rights of indigenous peoples are recognized in various regulations, this recognition is often not consistently applied in the practice of mining licensing. Indigenous peoples are often not involved in the licensing process, and their customary rights are often ignored when permits are granted for the exploitation of natural resources in their territories. This has led to conflicts between indigenous peoples and mining companies and the government. Keywords: Land, Customary Rights, Indigenous Peoples, Mining.
