Abstract

Rural tourism is often seen as a pathway to strengthening local economies, but its benefits depend on local governance and institutional capacity. Citengah Village in Sumedang Regency holds diverse natural and cultural attractions, yet most are individually owned and not coordinated. This community service activity aimed to map the potentials, constraints, and development needs of village tourism during the first semester of assisting the village tourism group. The methods were consultation and mediation within a participatory assistance approach, with data collected through a focus group discussion, a field survey, a discussion with a destination manager, and photographic documentation, and analysed descriptively and thematically. Four findings emerged. First, ownership of tourist attractions is fragmented. Second, Curug Gorobog falls under the shared authority of the state forestry company, the regional natural resources conservation agency, and the village government, yet has no dedicated management team. Third, coordination among stakeholders needs strengthening. Fourth, destinations that are already actively managed still need better facilities, digital promotion, and structured educational and camping packages. The discussion shows that the main challenge is institutional rather than a lack of attractions. In conclusion, first-year assistance is directed at facilitating stakeholder mediation and drafting an educational tourism pilot project proposal. Because the data are limited to an early stage, impacts on residents' welfare cannot yet be assessed.
