Abstract

The Quadruple Helix concept is a collaboration of four sectors, namely government, private sector, academics and civil society. Involvement and performance carried out by various stakeholders in improving living standards through the development of micro, small and medium enterprises. The research method used in this research is qualitative. The results of this research show that the development of micro, small and medium enterprises in an effort to improve people's living standards has been pursued by various policy stakeholders starting from the government, private sector/business world, academics and the community, although there are still many shortcomings in the beginning. from the government and the private sector/business world which is still lacking. stiff and still less active, especially in providing training and providing capital, as well as from the academic side which is still less effective in training, mentoring, digital marketing socialization.

Abstract

The Population and Civil Registration Service of North Lombok Regency is a government institution that provides services to the community, especially in population services. In 2013, the services provided by the Population and Civil Registration Service were still less than optimal and less transparent, especially in the service of making E-KTP. As a state institution tasked with providing maximum and transparent services, the Population and Civil Registration Service of North Lombok Regency must strive so that the community can get maximum and open services. The purpose of the study was to see the extent of transparency of services, especially in making E-KTP at the Population and Civil Registration Service of North Lombok Regency. This study uses a qualitative method to see the actual picture of what happened at the research location, with data collection techniques, namely interviews, observations, and documentation. Furthermore, the data obtained by the researcher was analyzed qualitatively. The results of this study illustrate that the service in making E-KTP by the Dukcapil Office of North Lombok Regency can be said to be transparent, because the Dukcapil party emphasizes three important aspects so that the service can be more optimal and transparent, namely: provision of clear information, ease of access to information, and the existence of publications related to the service flow, in this case the Dukcapil of North Lombok Regency utilizes social media such as Instagram and Facebook to publish related to the service flow provided. Driving factors and inhibiting factors for transparency of service in making E-KTP The driving factors for transparent service itself can be through strong leadership, committed leaders and competent human resources. The factors that have always been inhibiting transparent service are the first: Lack of commitment from leaders because the lack of commitment from leaders will inhibit transparent services, open and accountable practices.

Abstract

This study aims to determine the implementation of performance-based budgeting on the APBN. The writing of this article uses the literature review method, which is a search or review of published research articles. The process of searching for research data sources used in this article is searched through the Internet using a search engine. The data sources that we searched on the internet related to the evaluation of the implementation of performance-based budgeting on APBN accountability. The process of making this article began with reviewing data sources, these data sources were in the form of academic journals, media reviews, documents, both national and international documents related to the research title. The results of the study showed that the use of APBN budgeting with a performance-based budgeting system was better than using the Line Item budgeting system. The performance-based budgeting system for APBN has not been fully implemented properly.

Abstract

This study examines the implementation of local government policies on the zero waste program in Menala Village, West Sumbawa Regency, based on Regional Regulation Number 18 of 2008 concerning Waste Management. This study aims to analyze the effectiveness of the zero waste program in overcoming waste problems while identifying supporting and inhibiting factors in its implementation. The study uses a descriptive qualitative approach with data collection techniques through in-depth interviews with relevant stakeholders including the village government, environmental services, and the community, complemented by policy document analysis and field observations. This study uses a qualitative method with a descriptive approach, collecting data through interviews, observations, and documentation studies. The results of the study indicate that the implementation of the zero waste program in Menala Village has produced several significant achievements. First, the formation of an integrated waste management system that includes a waste bank at the RW level and TPS 3R as a waste processing center. Second, increased community participation in sorting household waste after intensive socialization. Third, the development of a creative economy based on waste recycling involving community groups. However, this program still faces various obstacles such as low awareness of some residents in sorting waste, limited operational budget, and resistance to behavioral changes in waste management. In conclusion, this policy has great potential in creating a cleaner and more sustainable environment, but requires strengthening in terms of socialization, improving facilities, and more comprehensive regulatory support so that it can be implemented more effectively and comprehensively
