Abstract

This study aims to find out the analysis of local government spending in DKI Jakarta Special Region of Yogyakarta, Banda Aceh City, Papua, West Papua for the 2020 Fiscal Year in managing the 2018-2020 regional budget. This research is descriptive. The results of the study show that the spending variance of the Regional Government Expenditures (DKI Jakarta, DIY, Banda Aceh City, Papua, and West Papua) in 2018-2020 is an average of 25.5% -27.7% included in the favorable category variance because the realization of expenditure does not exceed the set budget. Furthermore, from the Harmony Ratio, most regional expenditures are allocated for Operational Expenditures. The average operating expenditure in 2018-2020 is 33.35%, while capital expenditure is 40.16%. The average is taken from the percentage of the five regional governments, and the Regional Expenditure Efficiency Ratio shows that the realization of the expenditure budget never exceeds the budget. The average efficiency ratio is 2018-2020 is 80.88%. This shows that the five regional governments are pretty efficient in making savings or spending efficiency.

Abstract

The many potentials of culture tourism and the MSME economy in Wirokerten Village provide opportunities for the realization of Wirokerten Village as a Cultural Independent Village. However, from the many potentials owned, Wirokerten Village still has challenges and problems, namely the need for institutional solid management in integrating tourism potential and not optimizing the marketing of culture-based tourism-MSME potential in Wirokerten Village. The purpose of this activity is to optimize marketing and strengthen institutional management in integrating the tourism potential of culture-based SMEs in Wirokerten Village. The method used in this service is the Asset Based Community Development (ABCD) approach, which is empowerment that aims at community development by emphasizing the potential or assets in a group or region. The results of this program are the formation of a decree on the formation of Pokdarwis, a decree on the Tourism Village Manager, a decree on the Village-Owned Business Entity (BUMKal), Ngontel Ndeso & Ngandong Ndeso Tourism Packages, a cultural-based branding concept for the Pasar Blumbang Mataraman, and an increase in community understanding based on Go-Digital MSMEs. This activity is expected to lead Wirokerten Village to become a Village with the title of Cultural Independent Village.

Abstract

Menurut UNWTO (2020), selama masa pandemi terdapat penurunan yang cukup signifikan pada sektor – sektor pariwisata seperti, perjalanan dan perhotelan. Kondisi tersebut terjadi di seluruh negeri, tak terkecuali di pulau Bali sebagai destinasi wisata dunia. Selama pandemi COVID-19 ini berlangsung, ketergantungan ekonomi Bali terhadap industri pariwisata begitu terasa. Dibarengi dengan kebijakan yang terus berubah seiring dengan perkembangan keilmuan terkait COVID-19 dan upaya penanganannya membuat industri pariwisata mau tidak mau harus ‘beradaptasi’ dengan lebih cepat. Artikel ini mencoba menjabarkan kebijakan pemerintah yang berpengaruh pada industri perjalanan wisata khususnya di Bali. Kebijakan pemerintah yang coba dikaji adalah kebijakan yang terbit pada kuartal I dan II tahun 2020. Metode pengumpulan data dilakukan hanya dengan studi kepustakaan (literature review). Pembahasan disajikan bersifat deskriptif – kualitatif, serta ditinjau dengan kritis terhadap fenomena yang digambarkan dari data sekunder dan dokumentasi penelitian yang sudah ada sebelumnya dengan topik yang sama. Hasil menemukan bahwa kebijakan pemerintah Indonesia adalah mutlak untuk dijadikan referensi sektor industri perjalanan wisata untuk berbenah dan menyesuaikan diri terhadap perkembangan penanganan COVID – 19 sekalipun kebijakan terkait selalu berubah sewaktu-waktu dengan dinamisnya

Abstract

Pariwisata merupakan salah satu sektor yang paling terdampak wabah COVID-19 di Kabupaten Kulon Progo. Upaya pemulihan pariwisata dari COVID-19 harus komprehensif dan berkelanjutan. Artikel ini mendeskripsikan tentang kebijakan kenormalan baru pemerintah terhadap covid-19 pada destinasi pariwisata di Kabupaten Kulon Progo. Penelitian ini menggunakan analisis metode deskriptif kualitatif. Hasil penelitian mengungkapkan bahwa, sektor pariwisata selama pandemic dan masa kenormalan baru harus menerapkan (1) protokol kesehatan bagi destinasi wisata dengan memperhatikan kebersihan, kesehatan, keselamatan dan ketahanan lingkungan (CHSE) dengan menyediakan fasilitas cuci tangan, sabun, hand sanitizer, dan alat pengatur suhu. (2) menerapkan gerakan ‘sambanggo’ (3) pembatasan jumlah pengunjung untuk menghindari kerumunan dan pengaturan jarak (4) destinasi wisata dibuka secara bertahap

Abstract

This study aims to determine how the communication patterns carried out by the government of Kulon Progo to increase local revenue (PAD). This research uses descriptive qualitative method, how many indicators in this study were analyzed using Nvivo 12 Plus software. Data collection is done through observation, interview, and documentation. This research was conducted in Kulon Progo Regency, Provision of the Special Region of Yogyakarta, involving the Regent, TAPD, BAPPEDA, BKAD, and DPRD. The results of this study show a positive trend in increasing PAD kulon progo from the period 2014-2018. Good communication is carried out by the Kulon Progo government to increase PAD, by conducting internal and external communication. Internal communication between institutions that are leading sectors in the effort to increase PAD, and external communication with the community to form a joint commitment to the success of efforts to increase PAD, and with the private sector through a Memorandum of Understanding (MoU), this is done as a means and supporting infrastructure in efforts to increase PAD.

Abstract

Improving the quality of public services is done through bureaucratic reform through the Ministry of State Empowerment and Bureaucratic Reform (KEMENPANRB) making one of the latest innovations in making excellent service. Public Service Malls are basically the integration of public services from the regions with various public services of the central government, BUMN and private. This research uses descriptive qualitative research method with analysis through Nvivo12 Plus application with crosstab feature and matrix query rate (%). The results of this study are: first, the relative benefits obtained from MPP in Kulon Progo Regency. This society is the most dominant in getting its benefits. Second, the compatibility or adjustment of MPP in Kulon Progo is more in line with the needs and has been planned by DPMPT. Third, the complexity or complexity of MPP innovation in Kulon Progo can be easily accessed by service users. Fourth, triability shows that MPP has really been tested, then each of them starts innovation, in this study the community also conducts a trial that is by accessing the services that are in MPP. Fifth, the observability of producing MPP can be seen by the recipient of this innovation in this case the community, so this is also the most dominant factor of society compared to the others.

Abstract

This study aims to reveal and explain the results of the evaluation of information technology-based inclusive education policies in DIY for the 2017/2018 academic year conducted by researchers in 16 high school inclusion schools in DIY. In this study the authors use two major concepts in evaluating this policy, namely: Policy Design and Policy Implementation. The method used in this research is Mix-Method, which combines two qualitative and quantitative research methods, so that more comprehensive, valid, reliable, and objective data are obtained. The results of this study are the policy design obtained a value of 3.12 and was included in the fairly good category, the implementation of the policy obtained a score of 2.77 and was included in the good enough category so that the results of the evaluation of information technology-based inclusive education policies in DIY for the 2017/2018 academic year were in the fairly good category.
