Abstract

The coal mining sector contributes significantly to the Indonesian economy, but also leaves serious environmental impacts. This research aims to examine the legal certainty of investor responsibility in environmental restoration through an environmental costing mechanism. The research method used is normative juridical with statutory and conceptual approaches. The results show that there are discrepancies between legal norms and their implementation in the field. Investor responsibility is often not carried out substantially, and there is no binding long-term accountability system after the expiry of the mining licence. This research provides novelty by proposing regulatory reconstruction based on the principles of strict liability, environmental justice, and digital-based transparency. In conclusion, it is necessary to strengthen the environmental law system that is more substantial and oriented towards ecological sustainability and intergenerational justice.

Abstract

This study explores the impact of talent management and career development on organizational performance within the Indonesian banking sector. The research addresses key challenges faced by banks, including talent retention, digital transformation, and regulatory adaptation. Using a qualitative case study approach, data were collected through semi-structured interviews and document analysis involving HR managers and senior employees from selected commercial banks. Thematic analysis was employed to extract patterns and insights. Findings reveal that structured talent management comprising competency-based recruitment, leadership training, and succession planning positively influences employee engagement and productivity. Similarly, clear career development pathways enhance employee retention and motivation. More importantly, the study highlights the synergistic effect when both strategies are implemented in tandem, leading to greater organizational agility and service quality. However, barriers such as cultural resistance and limited investment in HR systems persist. The study contributes to the strategic human resource management literature in emerging markets and offers practical recommendations for integrating human capital strategies with performance goals. It also identifies limitations related to sampling and scope, suggesting the need for broader and more inclusive future research.

Abstract

The position of electronic certificates in agrarian law in Indonesia is a means of proof of ownership of land rights, ownership rights to apartment units, management rights, and mortgage rights, The Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 5 of 2017 concerning Electronic Land Information Services (hereinafter referred to as Ministerial regulations ATR/Head of BPN 5/2017) which was later replaced by Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 19 of 2020 concerning Electronic Land Information Services (hereinafter referred to as Ministerial regulations ATR/Head of BPN 19/2020). Ministerial regulations ATR / Head of BPN 5/2017 is the forerunner or embryo of the start of electronic land law politics in Indonesia. For this reason, in order to further realise the certificate, the Indonesian Government should regulate the position of electronic certificates in law and need to support changes in the registration system in Indonesia to a positive system with the issuance of electronic certificates, in addition to conducting comprehensive socialisation to the Indonesian people who think that they do not hold physical evidence of certificates with the assumption that everything is electronically based.

Abstract

This study analyzes the development strategy of the Karangasem shipbuilding business using the PEST (Political, Economic, Social, Technological) and Porter’s Five Forces frameworks. The Covid-19 pandemic significantly impacted the shipbuilding industry, leading to disruptions in licensing, decreased orders, and reduced workforce numbers. Changes in governmental policies have shifted ship legality from regional to central authorities, exacerbating production challenges. Entrepreneurs often built ships without confirmed orders (Idle Stock), increasing operational costs and causing financial strain due to raw material wastage and labor expenses. This research employs a descriptive qualitative method to evaluate internal and external business environments using the PEST and Porter’s Five Forces frameworks. The results indicate intense competition among similar industries, high production costs, and challenges from new entrants influenced by government policies. Recommendations include strategic improvements through differentiation, cost management, and leveraging supportive relationships with suppliers and regulators.
