Abstract

Abstract This research discusses transformation in public services through policy analysis, with a focus on apparatus resource reform. This research aims to understand the impact and implications of human resource reform efforts in improving the quality of public services. Through a literature study approach, this research examines policy changes related to the selection, development and management of the public apparatus. This study uses a qualitative approach with a literature study method using secondary data by analyzing the transformation of public services in policy analysis through apparatus resource reform. The results of the analysis show that apparatus resource reform plays a crucial role in improving the capacity, integrity, and performance of public apparatus in public services. The findings of this study contribute significantly to the understanding of the importance of public service transformation in apparatus resource reform policy. The implications of this study can serve as a foundation for decision-makers in designing and implementing more effective policies in the context of public services in the future. Abstract

The purpose of this article is to describe the fulfillment of social work rights, analyzing the extent to which the government provides social security for social workers. This study uses a qualitative method with a normative juridical approach. The analysis in this study contributes to the fulfillment of social workers' rights in terms of social security and provides recommendations regarding social security regulations as a fulfillment of social workers' rights. The results show that three aspects must be considered in the rights of social workers to social security in Indonesia, namely (1) Fulfillment of Social Workers' Rights, (2) Anticipation of regulations against the risks of social workers, and (3) Social security for social workers in Indonesia. From these three aspects, there are several efforts made by the government in regulation that has issued Law Number 14 of 2019 concerning Social Workers, but the law only regulates the Rights and Obligations of Social Workers in Indonesia. The findings may also impact the lives of social workers, including improved financial well-being, job security, and professional satisfaction. Previous studies have not discussed the aspect of social security as a fulfillment of social workers' rights, so this research contributes to this void by paying attention to the analysis of the fulfillment of social workers' rights in terms of social security aspects.

Abstract

The Trusted Government Leadership Model: Public Policy Perspectives in Indonesia is the subject of this study's description and analysis. This paper is based on several ideas and earlier research findings that illustrate the dynamics and issues with government leadership specific to regional heads of state. A literature review, including a conceptual analysis of textbooks and earlier research findings pertinent to this study, is the methodology employed. The results demonstrated that competence, goodness, integrity, and policy are the four (four) factors that impact a trustworthy government leadership model. Government leaders must possess the following qualities: (1) competence, which includes knowledge, skills, personality, and managerial abilities; (2) kindness and compassion; (3) integrity, which includes ethics and adherence to the law; and (4) policy, which consists of ten main principles, including the following: (a) public interest; (b) planning; (c) qualified; (d) management; (e) morality; (f) integrated; (g) impact; (h) honour; (i) glorify; and (j) learning.

Abstract

This study focuses on the population of Jayapura City and how it has been changing over the years, particularly among the younger generation, which is made up of new voters. This demographic shift will impact political participation, especially in preparation for the 2024 general election. The purpose of this research is to find out and summarize the strategy of the Regional General Election Commission (KPUD) in increasing the participation of novice voters in preparation for the 2024 General Election in Jayapura City, identify supporting factors, and inhibiting factors in carrying out the strategy of the KPUD to increase the participation of novice voters in preparation for the 2024 General Election in Jayapura City. The research method is a descriptive qualitative method with an inductive approach. Data is gathered through observation, interviews, or document reviews. It is then processed by reducing and presenting the data, drawing conclusions, and triangulating the analysis results using the theoretical concepts of Stoner, Freeman, and Gilbert. Jr. The strategy can be defined based on two perspectives: (1) what an organization intends to do and (2) what the organization does. In this study, the authors will discuss it more deeply through further explanation and description. The KPU in Jayapura City has implemented two main strategies to increase the participation of beginner voters. The first strategy involves updating data, while the second focuses on socialization programs. Implementing election preparation is expected to be responsive in data processing and management, especially in the creativity of mapping population data according to specific groups. Furthermore, improving our capabilities, especially in technology, is essential as the digital world advances rapidly. Additionally, the coordination with certain agencies and institutions in updating data, such as the Indonesian National Armed Forces (TNI) and the Indonesian National Police (POLRI), should be reviewed since these are currently inactive.

Abstract

The paper discusses the revision of Indonesia’s Village Law, specifically analyzing its socio-political impacts. The study reflects on the extension of the village head’s term and other legislative changes through a political governance lens. The revisions in Law No. 3 of 2024 have sparked controversy, with critics highlighting potential issues such as abuse of power, reduced democratic engagement, and declining public participation. The paper employs a literature review method, conceptually utilizing the six principles of Good Governance—legitimacy, transparency, accountability, rule of law, responsiveness, and effectiveness—as an evaluative framework. The findings indicate that the extension of village heads’ terms, coinciding with the 2024 national elections, serves elite political interests rather than the public good. It has led to concerns about diminished village-level democracy and governance quality. The study concludes that the revised law, while intending to improve governance, mainly benefits political elites, raising doubts about its long-term contribution to village development and democracy.
