Abstract

This study aims to determine the effect of Compensation and Job Satisfaction on Employee Performance in the City of Cirebon Civil Service Police Unit. With a quantitative approach, it was found that employee compensation has been high, where 71.46% of respondents stated that they received high compensation. Job satisfaction is in the high category, where 68.82% of respondents said they were satisfied. Employee performance is in the high category, where 69.81% of respondents carry out work that is their responsibility properly. Work compensation and satisfaction along with its dimensions have a positive and significant effect on employee performance. This gives an understanding that the more intensive the provision of compensation and efforts to increase job satisfaction, the more performance of the civil service police organization.

Abstract

This study aims to find out the Analysis of Regional Government Policy in Handling Covid-19 perspectives on State Administrative Law. With qualitative research approaches using normative legal research. Both the central and regional governments reduce the spread of Covid-19 with some handling, especially in the perspective of state administrative law. In this case, an analysis of West Bandung Regency is needed in the handling of Covid-19. This gives an understanding that the regional government in making policy needs to synchronize with the central government, especially in analyzing a policy in accordance with state administrative law. AbstrakPenelitian ini bertujuan untuk menggetahui Analisis Kebijakan Pemerintahan Daerah dalam Penanganan Covid-19 perspektif Hukum Administrasi. Dengan penelitian kualitatif dengan pendekatan menggunakan penelitian hukum normatif. Pemerintah baik pusat maupun daerah menekan angka penyebaran Covid-19 dengan beberapa penanganan terutama dalam perpektif hukum administrasi. Dalam hal ini dibutuhkan analisis kebijakan daerah Kabupaten Bandung Barat dalam penanganan Covid-19. Hal ini memberi pengertian bahwa pemerintah daerah dalam membuat kebijakan perlu adanya sinkronisasi dengan pemerintah pusat terutama dalam menganalisis suatu kebijakan sesuai dengan hukum administrasi negara. Kata Kunci: Analisis Kebijakan; Covid-19; Hukum Administrasi.

Abstract

Studi ini mencoba untuk mengkaji politik hukum otonomi daerah ruang lingkup desentralisasi asimetris di Indonesia.. Sumber yang diulas berdasarkan juskonstitun yang dibuat dan diberlakukan oleh pemerintah berbentuk UU terhadap daerah-daerah desentralisasi asimetris. Penelitian ini menggunakan jenis hukum normative, pengumpulan data dilakukan dengan cara menghimpun peraturan perundang-undangan, buku-buku, jurnal, dan majalah yang berkaitan dengan tema. Studi ini membahas konsep desentralisasi asimetris dengan ketentuan UU pemerintah daerah secara umum, baik bersifat khusus maupun istimewa setiap daerah desentralisasi asimetris di Indonesia memiliki karakter yang berbeda-beda, baik tata cara pengaturannya maupun system pemerintahan yang dijalankannya. Fokus kajian studi ini mengulas politik hukum otonomi daerah ruang lingkup desentralisasi asimetris, dimana terdapat daerah-daerah yang dapat disebut desentralisasi asimetris, yakni, Daerah Istimewa Yogyakarta, Pemerintahan Aceh, Otonomi Khusus Papua dan Papua Barat dan Daerah Khusus Ibukota Jakarta.

Abstract

Perencanaan pembangunan merupakan proses dalam menetapkan suatu capaian yang terarah dengan adanya program dan sasaran, implementasi dan evaluasi. Masalah tersebut telah menunjukkan bagaimana Bappppeda sebagai perangkat daerah dalam implementasi peningkatan kualitas perencanaan pembangunan daerah. Kami menganalisis kualitas perencanaan berdasarkan indikator yang diimplementasikan pada Bappppeda Kabupaten Sumedang dan memberikan hasil yang akan berkontribusi pada pengembangan bidang perencanaan pembangunan. Dalam artikel ini, kami berpendapat bahwa kualitas perencanaan pembanguan yang baik dapat dilihat dengan penerapan prinsip-prinsip tata kelola perencanaan yang baik. Data yang digunakan dalam penelitian ini diperoleh dari studi literatur dan data sekunder (peraturan perundang-undangan, dokumen dan laporan perencanaan). Hasilnya menunjukkan bahwa adanya kualitas perencanaan pembangunan pada Bappppeda Kabupaten Sumedang dapat diunggulkan dengan adanya peningkatan pada keterlibatan unsur pemangku kepentingan dan peningkatan intensitas koordinasi perencanaan antar perangkat daerah yang terlibat dengan Bappppeda. Sedangkan hambatan yang ditemui yaitu proses pemantauan dan evaluasi terutama pada optimalisasi quality control data. Kata Kunci: Perencanaan Pembangunan, Kualitas Perencanaan, Implementasi Pembangunan

Abstract

Abstract This research discusses transformation in public services through policy analysis, with a focus on apparatus resource reform. This research aims to understand the impact and implications of human resource reform efforts in improving the quality of public services. Through a literature study approach, this research examines policy changes related to the selection, development and management of the public apparatus. This study uses a qualitative approach with a literature study method using secondary data by analyzing the transformation of public services in policy analysis through apparatus resource reform. The results of the analysis show that apparatus resource reform plays a crucial role in improving the capacity, integrity, and performance of public apparatus in public services. The findings of this study contribute significantly to the understanding of the importance of public service transformation in apparatus resource reform policy. The implications of this study can serve as a foundation for decision-makers in designing and implementing more effective policies in the context of public services in the future. Abstract

The purpose of this article is to describe the fulfillment of social work rights, analyzing the extent to which the government provides social security for social workers. This study uses a qualitative method with a normative juridical approach. The analysis in this study contributes to the fulfillment of social workers' rights in terms of social security and provides recommendations regarding social security regulations as a fulfillment of social workers' rights. The results show that three aspects must be considered in the rights of social workers to social security in Indonesia, namely (1) Fulfillment of Social Workers' Rights, (2) Anticipation of regulations against the risks of social workers, and (3) Social security for social workers in Indonesia. From these three aspects, there are several efforts made by the government in regulation that has issued Law Number 14 of 2019 concerning Social Workers, but the law only regulates the Rights and Obligations of Social Workers in Indonesia. The findings may also impact the lives of social workers, including improved financial well-being, job security, and professional satisfaction. Previous studies have not discussed the aspect of social security as a fulfillment of social workers' rights, so this research contributes to this void by paying attention to the analysis of the fulfillment of social workers' rights in terms of social security aspects.

Abstract

This article discusses political behavior in the context of decision-making from an organizational culture perspective. Political behavior is a complex and common phenomenon in organizational environments, including the decision-making process within them. This research uses a qualitative research method by trying to analyze based on interviews to obtain answers to problems in the field and uses bibliometric analysis which produces 132 literature sources and 5 important aspects in decision making through a collection of literature from Scopus data. Organizational culture plays an important role in shaping and influencing political behavior. By understanding the relationship between political behavior and organizational culture, it is hoped that this article can provide useful insights for practitioners and decision-makers in understanding and managing political behavior that occurs in the context of organizational decision-making. This study found five aspects that must be considered in decision-making, namely the Role and Influence of Leaders, Coalition Building, Public Participation, Personal Relationships and Organizational Culture. From these five aspects, there are several efforts made by the Semarang city government towards political behavior in decision making associated with good organizational culture, which adds value to the effectiveness and implementation of the decision-making process in the Semarang city government.

Abstract

The holding of elections in Indonesia is a consequence of the functioning of the democratic political system in the process of organizing its government. Elections themselves are one of the means of popular sovereignty in which the people can elect representatives and political leaders directly starting from the Regional Heads (Regent/Mayor and Governor), Legislative Members (DPR, DPD, Provincial DPRD, and District/City DPRD), and President and Vice President. The simultaneous election search for 2024 must be carried out safely, honestly and fairly. Therefore, it is deemed necessary to provide political understanding to the community in determining their voting rights intelligently and respecting the choices of others who differ from their choices. The purpose of this community service activity is to provide understanding and insight to BPD, Village officials, and the Village Youth Organization in the context of strengthening political awareness to welcome simultaneous elections in 2024. The method used in this community service is socialization in the form of lectures and discussions related to elections to 33 people from village representatives in Jatiwangi District, Majalengka Regency, West Java Province which begins with giving a pre-test and ends with a post-test to participants to see the increase in understanding before and after the socialization. The results of this activity showed that for the pre-test, the average participant obtained a score of 56, while for the post-test the average score was 69. With this, there was an increase of 13 points. This shows that there is an increase in participants' understanding after the socialization and discussion.

Abstract

Village regulations are often not consistent with higher laws and regulations, so some villages still face the dilemma of carrying out their role in maintaining local wisdom and community culture amidst the pressures and demands of increasingly complex times. This research aims to show the dynamics of village regulations, especially in maintaining the local wisdom and culture of village communities and their consistency in statutory regulations. This research uses a normative research method that studies relevant laws and regulations, including Law Number 6 of 2014 concerning Villages. Researchers found the strategic role of village regulations in preserving local wisdom and community culture, consistency in village regulations in statutory regulations and challenges to the existence of village regulations in supporting the preservation of local wisdom and village community culture. This is strengthened by the legitimacy regulated in Law Number 6 of 2014 concerning Villages, providing a strong legal basis for villages to regulate and carry out affairs that are beneficial to local communities.
