Abstract

The researchers evaluate how Blue Economy principles apply during the development of marine tourism activities in Makassar City Indonesia. This study uses qualitative case methods alongside Mintzberg’s strategic dimensions: plan, pattern, position, perspective, and play for examining marine tourism governance over institutions and between communities and policy structures. Interviews with government officials alongside community leaders and tourism stakeholders together with field observation and document evaluation served as the data collection methods. Data shows that institutional bodies have started adopting Blue Economy principles yet its practical implementation continues to remain scattered. The absence of legal norms and insufficient regulatory framework exists while stakeholders play unclear roles and environment sustainability takes a backseat priority to quantitative performance targets. The responsible development practices initiated by communities and NGOs create a foundation linking with Blue Economy concepts even though their work remains informal and separate from official programs. The analysis exposes major strategic differences between actors together with a need for tactical fixes because organized plans are missing.

Abstract

The current trend of using technology in public organizations must be addressed. The electronic government initiative in Indonesia was introduced through Presidential Instruction Number 6 of 2001 on April 24, 2001, concerning Telematics (Telecommunication, Media, and Informatics), which states that government officials must use telematics technology to support good governance and speed up the democratic process. This research was conducted in Makassar City. The number of people with vehicles in Makassar City, as well as staff employees or CCTV operators who work in 3 (agencies), namely the Communication and Information Service, the Transportation Service and the Makassar Big City Resort Police are huge, but due to the efficiency of time and energy, the author took The sample used non-probability sampling with an accidental sampling technique for people with the number of vehicles in Makassar City and with a purposive sampling technique for employee staff and CCTV operators from the three agencies so that 139 Respondents were obtained, where the author then distributed questionnaires to respondents directly. The research results state that the Informational Disposition states that the Closed Circuit Television (CCTV) based security system in Makassar City has fulfilled the first quadrant category of the e-government initiative framework by Nour et al (2008), namely informational disposition. Transactional disposition states that respondents agree that the Closed Circuit Television (CCTV)-based security system in Makassar City meets the second quadrant category of the e-government initiative framework by Nour et al. (2008), namely transactional disposition. The consultation disposition states that the Closed Circuit Television (CCTV)-based security system in Makassar City has fulfilled the third quadrant category of the e-government initiative framework by Nour et al. (2008), namely the consultation disposition. The participatory disposition states that respondents strongly agree that there is equity and that there is democratic Responsiveness, Public Accountability, efficiency/economy, and effectiveness/ quality of service in the Closed Circuit Television (CCTV) based security system in Makassar City. Therefore, the Closed Circuit Television (CCTV) based security system in Makassar City has fulfilled the fourth quadrant category of the e-government initiative framework by Nour et al. (2008), namely a participatory disposition.

Abstract

This study aims to (1) describe and analyze the condition of existing apparatus resources in the Merauke Regency Regional Personnel Agency; and (2) describe and analyze the apparatus development strategy in the Merauke Regency Regional Personnel Agency. This research applies a qualitative approach. The informants involved included: (1) Head of the Regional Civil Service Agency; (2) Subdivision of the Strategy of the Regional Civil Service Agency Resources; and (3) a number of training alumni employees. Data collection techniques are interviews, observation, study of literature and documentation. Data analysis techniques are carried out through data reduction, data presentation and data verification. The results showed that the implementation of education and training, especially in the Merauke Regency Regional Personnel Agency, had been effective, although there were still some improvements that needed to be made so that the results of the training could be maximized as expected. Employees are the most important resource in a public organization. Good employees who meet the qualification standards can only be obtained through effective recruitment efforts. The implementation of education and training in the Merauke Regency Regional Personnel Agency is good because based on the results it shows starting from training materials, good and effective delivery methods in the training process, facilities and infrastructure to support training activities, skilled presenters, learning process according to standard procedures, proportion of time and the method of implementation was working well and effectively.

Abstract

Innovation evaluation consists of a systematic investigation to look at the various objectives of activities and programs, such as enabling learning, development, improvement and capacity, the importance of policies and programs and supporting oversight. This research method uses a qualitative approach and case studies toanalyze and explain phenomenawhich focuses on how to evaluate the innovation of the agricultural product processing industry development program. Data collection is done by conducting interviews and observations. Data processing and analysis techniques are carried out in three stages, namely: data reduction, presentation and drawing conclusions. Informants in this case are as follows: a). The research is as follows: Head of the Bantaeng Regency Agriculture Office. b). Secretary of the Bantaeng Regency Agriculture Office. c). Head of the Facilities and Infrastructure Division of the Bantaeng Regency Agriculture Service. d). CBO (Community Base Organization). The results showed that the framework used to measure the evaluation of innovation in the development of agricultural product industry programs in terms of program development, network expansion, and comprehensive system improvement was effective. Then the involvement of youth groups in socialization and counseling to women farmer groups was not involved. The new approach in evaluating the innovation of the agricultural product processing industry development program in Bantaeng Regency in terms of an economic approach and a social approach has been effective.

Abstract

 As a Motivator within each Local Government organisation, the Regent has a reliable ability to carry out management functions. The Regent as a coach, activator, director of potentials as well as a booster of ASN work enthusiasm in local government organisations in order to achieve organisational goals.  The Regent's Leadership Style will always affect ASN Performance where ASN is an important element in the success dimension of participatory, responsive and accountable regional autonomy, more independent in accordance with the principles of good governance. Each Tana Toraja Regent's style has a dominant role in each period. The research themed Analysis of the Regent's Leadership Style in Improving ASN Performance in Tana Toraja Regency, was designed with a Qualitative method to describe the phenomenon of the Regent's distinctive leadership style and how it impacts ASN performance. The locus of this research, carried out at the Regional Government of Tana Toraja Regency where the researcher is the key instrument, making actual and purposive observations and conducting interviews with informants who are considered objective and relevant. The results of this research show that in each leadership period led by 2 different Regents, there are types of situational leadership styles where there are 3 different styles, namely Bureaucratic Participatory Style, Patrenealistic Leadership Style and Decmocratic Participatory Style

Abstract

Electronic-Based Auditing (Smart Auditing) is the development of an internal monitoring model by the Regional Inspectorate of Makassar City to improve accountability and performance in managing activities and finances in all Regional Apparatus Organizations within the Makassar City Government. This program is an implementation of the Smart City Concept by the Makassar City Government which requires regional officials to apply technology and information to streamline the implementation of their main tasks and functions thereby increasing accountability and transparency as well as efforts to prevent various irregularities (fraud) that may occur in the process of implementing Organizational activities . The aim of this research is to describe and find out the results of the evaluation of the implementation of electronic-based programs (Smart Auditing) at the Makassar City Inspectorate.This research uses qualitative research methods through case studies. Data collection taken with observation, interview, and documentation of directly involved informants in implementation of that activities. The process of data analysis includes data reduction, data presentation, and conclusion. This research uses theory from the E-Auditing concept to see the level of success of electronic auditing with indicators of (1)the success of the target, (2)satisfaction to the program and (3)levels input and output. The results of the research conducted show that the implementation of the electronic-based inspection program or known as Smart Auditing at the Makassar City Inspectorate has been carried out well and has succeeded in achieving its objectives. However, there is still a need to improve facilities and infrastructure to support the achievement of goals, increase understanding in the field of Technology and Information for implementers and commitment and discipline from Regional Apparatus Organizations in the future.

Inisiatif pengabdian kepada masyarakat ini dilakukan karena adanya fenomena makin massifnya penyebaran faham radikalisme dan intoleransi di tengah masyarakat saat ini, termasuk bagi perempuan yang sangat rentan. Salah satu cara untuk mengantinsipasi faham-faham yang bertentangan dengan nilai Pancasila & Kebhinnekaan tersebut adalah melalui literasi penanaman nilai nasionalisme dan kebangsaan bagi perempuan di Kabupaten Maros. Pada kegiatan literasi ini dilakukan dengan bentuk bimbingan teknis yang menanmpilkan beragam materi nilai-nilai nasionalisme dan kebangsaan. Kegiatan ini dilaksanakan pada tanggal tanggal 19 Juli 2022 di Aula Baruga A Kantor Bupati Maros. Pemateri bimtek ini juga melibatkan pihak dari Pemda Maros, Dandim 1422 Maros, Ketua Dewan Pendidikan Maros, dan dosen dari Fisip Unhas. Di ikuti oleh 30 orang peserta yang berasal dari perwakilan perempuan desa (kader literasi) Kabupaten Maros. Perempuan desa ini merupakan kader desa di desanya masing-masing dan juga sebagai perempuan penggerak literasi di desa dan kecamatan. Hasil kegiatan literasi menunjukkan adanya peningkatan signifikan pengetahuan dan wawasan peserta terhadap materi yang disampaikan.
