Abstract

Infrastructure development has occurred very rapidly in Surabaya in the last few decades. There is pressure on the need for land use in line with the increase in population. This study aims to analyze changes in land cover with inter-decade analysis and predict land cover in 2021-2030 in Surabaya using the Multi-Layer Perceptron method. The data used in this research is Landsat satellite which is considered good in representing the actual land cover. A decrease in the amount of vegetation occurs every decade in Surabaya, while the number of buildings is increasing and the bodies of water are relatively the same. The Multi-Layer Perceptron method has a good level of accuracy in predicting land cover in the city of Surabaya. In 2021-2030 it is predicted that Surabaya will still experience an increase in the number of buildings and a decrease in the amount of vegetation.

Abstract

Penelitian ini bertujuan untuk menganalisis peran komunikasi interpersonal staf BMKG Juanda dalam penyampaian informasi cuaca dan peringatan dini kepada pihak bandara dan masyarakat umum, mengidentifikasi tantangan yang dihadapi, serta mengeksplorasi strategi komunikasi yang dikembangkan untuk meningkatkan efektivitas layanan informasi meteorologi. Penelitian menggunakan metode kualitatif dilakukan di Stasiun Meteorologi Kelas 1 Juanda yang dipilih secara purposive sebagai lokasi penelitian. Teknik pengambilan data dilakukan dengan wawancara oleh salah satu staf Meteorologi BMKG yang terlibat langsung dalam komunikasi dengan pihak bandara dan masyarakat. Data dikumpulkan melalui wawancara mendalam dengan total 10 pertanyaan terstruktur, serta observasi langsung terhadap proses komunikasi. Hasil penelitian menunjukkan bahwa komunikasi interpersonal berperan penting dalam menjembatani perbedaan kebutuhan informasi antara pihak bandara yang membutuhkan data teknis dan terstandarisasi, serta masyarakat umum yang membutuhkan penjelasan sederhana dan mudah dipahami. Tantangan utama yang dihadapi adalah kesenjangan pemahaman terhadap istilah teknis meteorologi dan keterbatasan sumber daya manusia yang terlatih dalam komunikasi publik. Strategi yang dikembangkan antara lain penggunaan bahasa terang, sosialisasi, dan pemilihan media komunikasi yang sesuai dengan karakteristik penerima informasi. Kesimpulan penelitian ini menegaskan bahwa efektivitas komunikasi interpersonal staf BMKG Juanda sangat menentukan keberhasilan penyampaian informasi cuaca dan peringatan dini, baik kepada pihak bandara atau masyarakat umum, terutama dalam situasi darurat atau cuaca ekstrem. Implikasi penelitian ini mencakup pentingnya pengembangan strategi komunikasi adaptif serta pelatihan komunikasi publik bagi staf BMKG, guna menjembatani kebutuhan informasi teknis dan awam serta meningkatkan efektivitas penyampaian informasi cuaca, khususnya pada situasi darurat

Abstract

Surabaya has experienced very significant development in the last few decades. Changes in land use will cause the Urban Heat Island phenomenon. This study aims to determine how far the impact of land cover changes on the increase in surface temperature in the Surabaya. The use of Landsat satellite imagery is considered very effective in describing land cover and surface temperature because it has good spatial resolution and long data availability. During 1991 – 2020 there was a significant decrease in the amount of vegetation by 24.3%, decrease in the number of water bodies by 4.9%, and increase in the number of buildings by 29.2%. The average increase in Land Surface Temperatures was 1.40°C between decades 2 and 1, and an increase of 2.19°C between decades 3 and 2. The development of Surabaya began in the city center and then developed mainly in the west and east. The urban development model is consistent with the pattern of land surface temperature changes. Each type of land cover has special characteristics on the value of NDVI, NDBI, and surface temperature. Changes in cover from water bodies to buildings have the highest contribution to increasing the and surface temperature. There was a significant increase in hotspots in decade 3 in Surabaya which indicated an increasingly severe UHI phenomenon.
