Abstract

This research was initiated by indicating that the policy evaluation of the Regional Development Plan of Cianjur (RPJMD) 2011-2016 has not been optimal yet, primarily related to South Cianjur-based road infrastructure development. The strengthening of the phenomenon has implications on the low purchasing power of society and the low level of public welfare, especially in South Cianjur. Therefore, the researcher focuses on evaluating the Medium-Term Development Plan (RPJMD) of Cianjur regency for 2011-2016 and the Strategy of RPJMD Cianjur policy evaluation is expected to increase people's purchasing power in Cianjur regency. The purpose of the study, among others; first, describe and analyze the evaluation of the Cianjur District Medium-Term Development Plan (RPJMD) policy for 2011-2016, and secondly, to analyze and find the concept of RPJMD policy evaluation strategy that can be done to develop the development of tourism-based road infrastructure, especially in South Cianjur. While the research method using descriptive and research approach using mixed methods, through concurrent embedded design model (mixture is not balanced). The results reveal that the success of RPJMD policy evaluation is empirically determined by dimensions or aspects of effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. On the other hand, researchers found another concept or dimension, in addition to the six parameters put forward by Willian N. Dunn (1981). The concept or dimension that researchers find is the dimension of the perception equation. These findings are academically novelty generated in this dissertation. In addition, the study also found that optimizing the RPJMD policy evaluation required a strategy for the Cianjur District Government. The strategy that the Government of Cianjur Regency can do refers to the pattern of priority scale based on the calculation result of Analytical Hierarchy Process (AHP), which essentially follow the pattern; (1) dimension of perception equation, (2) dimension of accuracy, (3) dimension of equalization, (4) dimension of responsiveness. (5) sufficiency dimension, (6) efficiency dimension, (7) effectiveness dimension. This research concludes that policy evaluation of RPJMD Cianjur Regency Year 2011-2016, primarily related to the development of road-based tourism infrastructure empirically has not run optimally, so that implication on society prosperity, especially people residing in South Cianjur Area

Abstract

Bekasi City as part of Jabodetabek has 60 slum locations spread across 9 sub-districts (Kemen PUPR, 2014). The number of slum settlements increased in 2016 to 118 slum locations spread across 12 districts and 56 urban villages. In 2017 the slum settlements again increased to 122 locations. The slums in Bekasi have an area of ??443.73 hectares or 0.19 percent of the total area of ??Bekasi City. One strategy that can be used to manage slum areas in Bekasi City is to implement collaborative governance. which consists of the dimensions of the system context, drivers, and collaborative dynamics. The focus of this research is to emphasize collaborative governance processes in the management of slum areas in Bekasi City, and the results of collaboration from collaborative governance processes. The construction of thinking in this study is mapped into three parts, namely the grand theory (Organizational theory), middle range theory (Governance Theory) and applied theory (Collaborative Governance Theory). This study uses a qualitative approach, with a case study research strategy. The operational design of this study uses the An Integrative Framework for Collaboration Governance approach from Emerson et al (2011). It was revealed that processcollaborative governance in the management of slum areas in Bekasi City, the system context dimension is an environmental condition that overshadows the sustainability of collaborative governance. This system context creates opportunities and constraints that affect other parameters of collaborative governance. The results of this study also indicate that a minimum of a driving factor is needed to create a collaborative governance in the management of slum areas in Bekasi City. The more elements of the drivers involved, the greater the opportunities for the collaboration process to occur. The dynamics of collaboration is said to be good or not depending on three components, namely the mobilization of shared principles, shared motivation, and the capacity to take joint action.

Abstract

Character education plays a vital role in shaping students' social behavior and national identity in Indonesia's diverse cultural landscape. This study aims to analyze the implementation strategy of the Nyantri Nyunda character education model in Pasundan Senior High Schools in Bandung using an educational management approach. A qualitative descriptive method was employed, involving in-depth interviews, observations, documentation, and focus group discussions with key stakeholders including school principals, teachers, students, and foundation representatives. The findings reveal that while educational management structures are in place, the integration of Nyantri Nyunda values into the curriculum and student behavior remains inconsistent due to gaps in planning, implementation, and evaluation. These values, rooted in Sundanese culture and Islamic teachings, emphasize humility, respect, discipline, and moral integrity—principles essential for holistic student development. However, challenges such as limited teacher competence in value-based education, insufficient parental and community involvement, and inadequate learning resources hinder optimal outcomes. Furthermore, the absence of a standardized framework for integrating local wisdom into school programs contributes to fragmented practices across institutions. Strategic recommendations emphasize the need for participative management that involves all stakeholders in decision-making, continuous professional development for teachers to strengthen their cultural and pedagogical competence, and stronger collaboration between schools, families, and local communities. Enhancing character education through a culturally responsive lens not only strengthens student identity but also reinforces social cohesion and moral citizenship. This study contributes to broader educational discourse by highlighting the potential of local wisdom-based models in promoting character formation aligned with national educational goals.

Abstract

This study aims to analyze the Indonesian government's strategy in countering radicalism and terrorism by highlighting inter-agency coordination, the effectiveness of counter-radicalization and deradicalization programs, and the influence of social, cultural, and economic factors on policy implementation. Qualitative methods were used through analysis of policy documents, focus group discussions (FGDs), and in-depth interviews with relevant stakeholders. The results indicate that although the government has designed comprehensive policies, coordination across institutions such as the Coordinating Ministry for Political, Legal, and Security Affairs, the National Counterterrorism Agency (BNPT), the Indonesian National Armed Forces (TNI), the Indonesian National Police (Polri), and related ministries still faces structural and communication barriers, resulting in incomplete integration of policies. Social factors such as intolerance, stigma against former perpetrators, and economic inequality also hinder the success of deradicalization programs. This study also emphasizes the crucial role of civil society, religious leaders, and the private sector in strengthening government strategies through economic empowerment, national education, and digital literacy. To increase the effectiveness of counter-radicalization efforts, it is recommended to strengthen multidisciplinary research, develop anti-radicalization education curricula, implement integrated training for officials, and utilize digital technology for early detection and counter-radicalization campaigns. A collaborative and community-based approach is key to the success of a sustainable and adaptive strategy that adapts to Indonesia's social dynamics.
