Abstract

Mitigasi adalah sebuah upaya dengan tujuan untuk meminimumkan dampak bencana dengan melakukan perencanaan yang tepat. Bencana geologi dan hidrometeorologi adalah bencana yang sering dialami Indonesia. Di indonesia bencana hidrometeorologi seperti banjir dipengaruhi oleh kuatnya angin barat dan perubahan iklim dunia. Alih fungsi lahan yang tidak tepat juga mendukung terjadinya bencana ini. Berdasarkan peta kawasan rawan bencana banjir dari kementrian agraria dan tata ruang, Kota Manado memiliki kawasan rawan bencana banjir dengan kelas rawan yang cukup tinggi terlebih wilayah pusat pemerintahan dan pusat perdagangan dan jasa. Hal ini relevan dengan kondisi geografis Kota Manado yang berada pada posisi dikelilingi pegunungan serta 5 sungai besar yang melewati Kota Manado yaitu sungai Tikala dan sungai Tondano yang menyatu di daerah Paal 2, sungai Malalayang, sungai Sario dan sungai Bailang. Sungai Tondano dan sungai Tikala mempunyai beberapa meander dan memiliki beberapa ’leher botol’ pada bagian hilirnya yang dapat mengakibatkan terhambatnya aliran air sungai sehingga dapat mengakibatkan terjadinya banjir. Selain itu pendangkalan sungai dan drainase juga kurangnya daerah resapan air memiliki peranan penting dalam terjadinya banjir.  Maka dari itu perlu dilakukan analisis risiko bencana banjir Kota Manado untuk menentukan bentuk mitigasi yang sesuai. Tujuan penelitian ini adalah mengetahui tingkat risiko bencana banjir di Kota Manado dan merekomendasi bentuk mitigasi bencana banjir di Kota Manado. Penelitian ini menggunakan analisis dengan metode penelitian deskriptif kuantitiatif. Analisis dilakukan dengan mengacu pada PERKA BNPB No. 02 Tahun 2012 tentang pedoman umum pengkajian risiko bencana. Hasil dari penelitian ini yaitu terdapat 3 kelas tingkat risiko bencana banjir di Kota Manado. Pada kelas tinggi 53 kelurahan, sedang 2 kelurahan dan rendah 32 kelurahan. Rekomendasi kebijakan dilakukan berdasarkan tingkat risiko dengan memperhatikan faktor penyebab utamanya. Selanjutnya direkomendasikan pada setiap kelurahan. Kata Kunci: Mitigasi, Bencana Banjir, Tingkat Risiko

Abstract

Tourism in Indonesia is one of the important factors that support the development of an area in terms of economy, social or environment. In Central Sulawesi Province, especially Morowali Regency, there is a myriad of potentials that can become a pillar of regional development, one of which is in the tourism sector, namely the Sombori Islands Conservation Area which is a marine conservation area of 41,341 hectares. Composed of a group of natural islands with various potential tourist attractions. The purpose of this study was to determine the characteristics of the Sombori Islands Conservation Area and to examine the potential possessed by tourist destinations in the Sombori Islands Conservation Area with ecotourism directions. Data collection is divided into primary and secondary data, obtained through literature and policy studies, observations, interviews, documentation, and questionnaires distributed to selected respondents. This research was conducted with a descriptive quantitative approach, through Descriptive Analysis and ADO-ODTWA, to show the value of 4A namely Attraction, Amenities, Ancilliary and Accessibility. The results of this study identify the characteristics of the Sombori Archipelago Conservation Area which is composed of a group of karst islands, rock cliffs, white sandy beaches and "warehouses" of tourism potential, which are divided into 8 tourism potentials namely Allo Cave, Diamond Cave, Mata Air Kiri, Pulau Kayangan, Kokoh Island, Kayangan and Narinta Peaks, Sombori Lagoon and Mini Blue Hole and the index of the potential value of the 4 components supporting tourism objects in the Sombori Islands Conservation Area reached 83.41%, which means it is included in the category of high potential classification.Keywords: Tourism Potential, Sombori Conservation Area

Abstract

Covid-19 is a new disease that causes a serious pandemic disaster. In theory, transmission of infectious diseases is often facilitated by congested areas. This raises a question whether the density theory applies conceptually in Manado City, which is the capital as well as the main gateway with the largest population in North Sulawesi Province. Population density is one of the important indicators in identifying the spatial structure of a city. And going forward, it is very necessary to develop an ideal urban spatial structure and respond to a pandemic. The purpose of this study was to analyze the relationship between density indicators, both static and dynamic, and the distribution of Covid-19 in Manado City. The method used is quantitative-qualitative which consists of the origin-destination preference survey method as an identification of the movement pattern of the Manado City population which becomes the dynamic density and Pearson correlation as an analytical tool. The results showed that there was no correlation between population density on built-up land (static density) and the distribution of Covid-19 cases in Manado City. However, the results of the identification of the type of spatial structure of Manado City which tend to be mono-polycentric based on indicators of population movement (dynamic density) correlated with the distribution of existing cases. Especially for the trip to work, recreation, and to health facilities, it has a significant correlation coefficient with the increase in cases during the peak (first wave) Covid-19 in Manado City. Based on the research findings, the recommended spatial structure model to prevent and reduce problems arising from the pandemic is themodel Polycentric City.Keyword : Static Density, Dinamic Density, Covid-19, Pearson Correlation
