Abstract

Abstract: Bureaucratic reform is one of the government's efforts to achieve good governance, reform and fundamental changes to the system of government administration, especially regarding aspects of the institution (organization), management and human resources of the apparatus. Through bureaucratic reform, an effective and efficient government administration system is organized. Bureaucratic reform is the backbone in changing the life of the nation and state. Abstrak: Reformasi birokrasi merupakan salah satu upaya pemerintah untuk mencapai good governance, melakukan pembaharuan dan perubahan mendasar terhadap sistem penyelenggaraan pemerintahan terutama menyangkut aspek-aspek kelembagaan (organisasi), ketatalaksanaan dan sumber daya manusia aparatur. Melalui reformasi birokrasi, dilakukan penataan terhadap sistem penyelenggaraan pemerintah yang efektif dan efisien. Abstract

The strategic planning and defense systems in Indonesia present a fascinating subject for discussion. The aim of this article is to ensure that all parties involved in defense design are more conscious of the developments within a VUCA (Volatile, Uncertain, Complex, and Ambiguous) strategic environment. This article used the descriptive method with in-depth elaboration analysis. The result shows that developing a grand strategy to achieve victory, several key considerations must be taken are Evaluating risks and uncertainties, Analyzing the distinction between security and safety, Interpreting the concept of victory as encompassing peace, not just success in conflict, Basing effective strategies for addressing threats and vulnerabilities on thorough research, Identifying and addressing threats and vulnerabilities are crucial for maintaining global stability and peace. We have to consider the VUCA environment in making the grand strategy. Volatility refers to a dynamic, non-linear system where causes and effects can lead to imbalances. Uncertainty refers to unpredictable conditions that necessitate Indonesian Navy careful approach in planning defense strategies and determining the appropriate structure for the armed forces. Complexity illustrates the patterns of past events but cannot predict their recurrence. Ambiguity refers to an uncertain situation that requires the Indonesian Navy to be prepared to act if conditions escalate to a more dangerous level than anticipated. The Grand Strategy of the Indonesian Navy Defense must take into account the VUCA Strategic Environment, which encompasses Volatility, Uncertainty, Complexity, and Ambiguity. Abstract

The transformation of global conflict architecture over the past decade reflects a significant shift toward non-conventional or asymmetric warfare, characterized by the involvement of non-state actors, guerrilla tactics, cyber infiltration, and the deployment of autonomous weapon systems. This type of warfare has blurred the distinction between combatants and civilians, thereby complicating the application of core principles of International Humanitarian Law (IHL), such as distinction, proportionality, and precaution. This study aims to evaluate the effectiveness and adaptive capacity of IHL in addressing the challenges posed by contemporary asymmetric warfare. The research employs a normative juridical approach using an evaluative-reflective model based on normative gap analysis, complemented by case studies of conflicts in Syria and Yemen. The findings reveal a structural disparity between universal legal norms and operational practices in the field, where violations of IHL principles frequently occur in the absence of effective accountability mechanisms. This study recommends reforming international legal instruments through the integration of adaptive legal principles, the inclusion of non-state actors, and the development of technology-based legal monitoring systems. Such an approach is essential to reinforce IHL systems to be more contextual, dynamic, and responsive to evolving forms of armed violence in the contemporary era.

Abstract

The transformation of military strategy in dealing with modern conflicts has become crucial amidst rapidly changing geopolitical dynamics and technological advances. This research aims to develop the Adaptive Model of Military Strategy to Overcome Technological Threats and Geopolitical Changes as the Transformation Of The TNI's Military Strategy in Facing Modern Conflicts. This research used descriptive qualitative research, with a literature review and interviews with the informants. The research locations include strategic institutions such as the Indonesian Ministry of Defense, the TNI Headquarters, and defense policy research institutes. The time of the research started from March to May 2025. This research found that the Adaptive Model of Military Strategy to Overcome Technological Threats and Geopolitical Changes can anticipate unexpected, uncertain, and ambiguous conditions in facing the modern conflict. On the other hand, this model can assist in the Design and Implementation of Defense Strategy Policies. This model has six pillars: Integration of Defense Technology and Artificial Intelligence, Adaptive Risk Management in Command and Control Systems, Multi-Domain Collaboration and Defense Diplomacy, VUCA-Responsive Based National Resilience, Assessment and Mapping of Global and Regional Geopolitical Dynamics, and identifying asymmetric Strategic Risks. Moreover, the conclusion of this research is the transformation of the TNI's military strategy in response to modern conflicts can be achieved through the implementation of the Adaptive Model of Military Strategy to Overcome Technological Threats and Geopolitical Changes.
