Abstract

Poverty in coastal communities is a complex and multidimensional social problem that continues to challenge regional development in Indonesia. This article examines coastal poverty in Takalar Regency using a qualitative approach through field observations and in-depth interviews with fishermen and local stakeholders. The findings reveal that fishermen’s poverty is predominantly shaped by structural factors, including limited access to capital, markets, education, health services, as well as inadequate infrastructure and weak policy support for small-scale fishers. The patron–client relationship with local middlemen reinforces cycles of dependency, while community adaptive strategies, such as livelihood diversification and reliance on kinship networks, remain temporary and insufficient to transform structural constraints. This study highlights that coastal poverty is not merely an economic issue but the outcome of intertwined economic, political, and socio-cultural configurations. The research contributes to the development of sociological theories of poverty by emphasizing the interaction between structural constraints, cultural dimensions, and community adaptive strategies. Furthermore, the findings provide policy insights for more inclusive and socially just regional development.
