Abstract

Migration of the Toba Batak people to Medan began at the end of the 19th century, but the flow of migration up to independence was relatively slow. However, after independence it increased so that in 1981, 1988 and 2000 it became the second order. Of course, the reason for the transfer can be different in terms of push factors and pull factors. The purpose of this research is to find out the causal factors why the Toba Batak people entered Medan since several decades ago until the era of autonomy. The research was conducted in five districts from March to August 2022. Sampling was carried out by accidental sampling and snowball sampling with a total of 200 families as respondents. All respondents were born in North Tapanuli Regency who came to Medan in the 1950-2000 period. The results of the study show that the two main factors causing the displacement are educational reasons in the first place and economic reasons in the second place. In contrast, in previous studies, economic reasons were in first place while educational reasons were in second place. The conclusion from this research is that in the era of autonomy and the era of tourism development, the potential for Lake Toba and the surrounding area to become a very valuable asset to realize the expectations of the central government, namely to make Lake Toba a national and foreign tourist destination.

Abstract

The archiving and service administration system plays a crucial role in supporting the effectiveness and efficiency of government officials, particularly at the sub-district level. This study aims to analyze the archiving and service administration system in the Community Welfare Section of the Parlilitan Sub-district Office. The method used was descriptive qualitative, with data collection techniques through observation, interviews, and documentation. The results indicate that the archiving system still uses a combination of manual and semi-digital systems, which is not yet fully optimal. While service administration has been running quite well, there are still obstacles such as limited facilities and infrastructure, low utilization of information technology, and limited human resources in archive management. These conditions impact the slow process of searching for certain documents. A well-organized archiving system has been proven to accelerate public services and improve administrative accountability. Therefore, it is necessary to increase the capacity of the apparatus, develop a digital-based archiving system, and provide supporting facilities to improve the quality of public services.

Abstract

This community service activity aimed to develop a local resource-based business through the utilization of louhan fish as the main ingredient for nugget production in Silalahi II Village, Silahisabungan District, Dairi Regency. The activity was motivated by the underutilization of louhan fish as a product with added value and greater economic potential. The program was implemented through socialization, training, hands-on practice, and mentoring activities involving community members, particularly housewives and village youth. A participatory approach was employed to encourage active community involvement throughout all stages of the program. The results of the activity indicated an improvement in participants’ knowledge and skills in processing louhan fish into value-added nugget products. Furthermore, the program provided insights into local resource-based business opportunities and highlighted the importance of product innovation in enhancing the economic value of fishery products. The resulting louhan fish nuggets offer an alternative form of fishery product diversification with the potential to be developed as a household-scale business. Therefore, this community service activity is expected to promote community empowerment, strengthen the utilization of local resources, and support sustainable community economic development.
