Abstract

This study examines the challenges and opportunities faced by Baitul Maal wat Tamwil (BMT) in managing human resources (HR) in the rapidly evolving digital era. The main focus is to analyze HR adaptation strategies that align with technological advancements while upholding the Sharia principles that form the foundation of BMT’s operations. Utilizing a qualitative method and a literature review approach, the study synthesizes findings from various relevant sources and previous research. The analysis reveals that digitalization within BMT requires not only adequate technological infrastructure but also an improvement in digital competencies among all levels of human resources, from operational staff to management. Furthermore, the digital transformation calls for a shift in work culture toward a more adaptive, collaborative, and technology-oriented approach. These findings imply that BMT must actively integrate information technology into its work systems, conduct regular training focused on digital competencies within a Sharia framework, and build a work ecosystem that encourages innovation while remaining grounded in Islamic values. Such strategic efforts are essential to ensure that BMT remains competitive, relevant, and capable of sustainably meeting community needs amid ongoing change.

Abstract

Previous studies on Islamic Financial Institution have primarily focused on sharia compliance in products and financial performance, while limited attention has been given to how maqashid sharia principles are embodied within employees’ work culture. This study fills that gap by analyzing the implementation of maqashid sharia values in the work culture of employees at Bank Muamalat Bengkulu Branch using a descriptive qualitative approach through interviews with leaders and staff. Thematic analysis was conducted based on the five dimensions of maqashid sharia: hifz ad-dīn (protection of religion), hifz an-nafs (protection of life), hifz al-aql (protection of intellect), hifz an-nasl (protection of lineage), and hifz al-mal (protection of wealth). The results indicate that Islamic values are internalized through the “Muamalat IDEAL” work culture (Islamic, Modern, Professional). Leaders play an active role in instilling honesty, trustworthiness, and responsibility through exemplary conduct and spiritual activities. Employees’ work practices reflect a balance between spiritual and professional aspects: integrity and honest service (hifz ad-dīn), harmonious teamwork (hifz an-nafs), continuous competency development (hifz al-aql), employee welfare (hifz an-nasl), and sharia-compliant fund management (hifz al-mal). Supporting factors include strong organizational commitment and corporate values, while the main challenges are the influence of value globalization and limited Islamic literacy among staff. Overall, the application of maqashid sharia strengthens Islamic work culture and professionalism within Bank Muamalat Bengkulu Branch.

Data were collected through interviews, observation, and documentation, then analyzed using the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. The results show that Generation Z has a positive perception of sharia-compliant mobile banking, especially in terms of security and sharia compliance. However, their preference for conventional fintech is more dominant because it offers convenience, fast transactions, extensive integration with various digital platforms, and economic benefits such as cashback and promotions. Abstract

Ibn Khaldun argued that excessive taxes imposed on the people would lead to a decline in economic activity, which would also result in a decline in the country's economy. The role of taxes has not yet answered or met the needs of the people, for example, road infrastructure, many roads are damaged and have not been repaired, bridge facilities are still lacking, resulting in hampered distribution of goods and causing prices to soar. This type of research is library research. The realization of tax revenue reached IDR 2,842.5 trillion or 101.4% of the 2024 State Budget target or grew by 2.1% year on year (yoy). The poverty rate is 8.47% with a population of 23.85 million poor people. The poverty rate in Indonesia is still dominated by rural areas at 11.03%, this is higher than the poverty rate in urban areas at 6.73%. Indonesia's regulatory policies are in accordance with Ibn Khaldun's concept, but their implementation has not had a significant impact, because state revenue grew 2.1% but extreme poverty is still very large at 8.47%.
