Abstract

This study aims to determine the characteristics and analyze the behavior of youth voters in the 2019 legislative general election (DPR) in Gatak District, Sukoharjo Regency, Central Java Province, Indonesia. The method used is a mixed method. The population is youth voters aged 20-24 years and the number of samples is 97 voters determined by the Slovin formula and selected using a simple random technique. Test the validity of the questionnaire using the Guttman scale. In addition, this study also used semi-structured interviews with nine selected informants. Secondary data is also used to complete the analysis, such as: reports, scientific writings, and news. This study found that based on the typology, youth voters in Gatak District tended to be rational, not traditional, not skeptical, however, they tend not to be critical voters, especially on two indicators related to attachment to the ideology of political parties and their legislative candidates. Based on these results, it is concluded that the preferences of youth voters towards parties and candidates are more policy problem solving oriented than ideological orientations.

Abstract

The holding of elections in Indonesia is a consequence of the functioning of the democratic political system in the process of organizing its government. Elections themselves are one of the means of popular sovereignty in which the people can elect representatives and political leaders directly starting from the Regional Heads (Regent/Mayor and Governor), Legislative Members (DPR, DPD, Provincial DPRD, and District/City DPRD), and President and Vice President. The simultaneous election search for 2024 must be carried out safely, honestly and fairly. Therefore, it is deemed necessary to provide political understanding to the community in determining their voting rights intelligently and respecting the choices of others who differ from their choices. The purpose of this community service activity is to provide understanding and insight to BPD, Village officials, and the Village Youth Organization in the context of strengthening political awareness to welcome simultaneous elections in 2024. The method used in this community service is socialization in the form of lectures and discussions related to elections to 33 people from village representatives in Jatiwangi District, Majalengka Regency, West Java Province which begins with giving a pre-test and ends with a post-test to participants to see the increase in understanding before and after the socialization. The results of this activity showed that for the pre-test, the average participant obtained a score of 56, while for the post-test the average score was 69. With this, there was an increase of 13 points. This shows that there is an increase in participants' understanding after the socialization and discussion.

Abstract

The establishment of Joint Village-Owned Enterprises (Joint-BUMDes) presents an opportunity to create a collaborative network among villages, addressing the challenge of hindered business growth commonly faced by single-village enterprises. Therefore, this research aims to explore and analyze key enablers of Joint-BUMDes development using an interpretive structural modeling (ISM) approach and provide strategic recommendations for their growth. Based on literature review and semi-structured interviews with 8 informants, nine enablers were identified. These served as the basis for constructing a questionnaire distributed to three respondents who were purposely selected to establish contextual relationships. The ISM analysis prioritized interventions based on enablers located in Quadrant III and IV from the MICMAC analysis and the highest levels in the ISM interaction model. Key enablers include the village chief's political influence, managerial and technical skills, and leadership characteristics, as well as government support, equality in capabilities among villages, and the founding initiative. The conclusion drawn is that political and management factors predict the success of Joint-BUMDes and influence other factors. Therefore, addressing these enablers is crucial for the successful development of Joint-BUMDes in Indonesia. Apart from these practical implications, this study enriches the literature on social enterprises in Indonesia, which has thus far been limited to single village BUMDes and fragmented in analyzing influencing factors.

Abstract

Sistem otonomi khusus di Papua Selatan telah menempatkan adat sebagai pilar utama penyelenggaraan pemerintahan daerah. Penelitian ini bertujuan menjelaskan relasi adat dan pemerintah daerah Provinsi Papua Selatan yang terjadi saat ini dan merumuskan kebijakan yang diperlukan untuk memperkuat otonomi khusus. Adat dalam penelitian ini didefinisikan sebagai nilai, aturan, dan tradisi setempat yang dipatuhi oleh masyarakat untuk mengatur interaksi, menyelesaikan persoalan, dan mengartikulasikan kepentingan bersama. Metode yang digunakan adalah kualitatif deskriptif. Hasil penelitian menunjukkan bahwa adat di Papua Selatan masih menjadi aturan yang mengikat kehidupan, kelembagaan yang memfasilitasi interaksi, dan media untuk mengartikulasikan kepentingan. Selain dari pembentukan MRPS, penataan struktur dan tata kelola pemerintahan ternyata belum mampu menampung keluasan esensi otonomi khusus di bidang adat. Relasi antara adat dengan pemerintah daerah belum integratif, dimana pola yang terjadi digambarkan sebagai “birokrasi yang terpisah dari adat”. Kebijakan yang diperlukan untuk meningkatkan harmonisasi dan integrasi adat dengan pemerintah daerah adalah penguatan wewenang gubernur di bidang adat, pembentukan perangkat daerah tersendiri yang akan mengurusi persoalan adat, dan penciptaan aturan main yang tidak serba tertulis namun lebih pada penciptaan kesepakatan guna mengikuti dinamika persoalan yang berkembang.Kata Kunci: Otonomi Khusus Papua; Adat; Kelembagaan
