Abstract

Pemilihan Presiden dan legislatif baru saja berlangsung. Tentunya, perhelatan akbar ini tidak begitu saja terjadi melainkan melalui proses dan kerjasama berbagai lembaga yang terkait termasuk Komisi Pemilihan Umum Daerah. Melalui penelitian ini, peneliti ingin mengetahui Sejauhmana Kinerja Komisi Pemilihan Umum Daerah Kota Palu dalam mensosialisasikan penyelenggaraan pemilihan umum Presiden dan Legislatif Tahun 2019. Metode penelitian yang digunakan adalah Metode deskriptif dan menggunakan pendekatan kualitatif melalui perolehan data secara observasi, wawancara, dan pemanfaatan data-data sekunder berupa buku, struktur organisasi, dan beberapa literature lainnya yang terkait dalam penelitian ini. Dari Hasil penelitian menunjukkan bahwa dalam pelaksanaan kinerja KPU kota palu atau biasa disebut sebagai Komisi Pemilihan Umum Kabupaten/kota (KPU Kabupaten/Kota) dalam menyosialisasikan penyelenggaraan pemilihan Presiden dan legislatif 2019 mengalami beberapa hambatan yang berasal dari kaum marginal dan disabilitas yang tertutup dalam menyikapi pemilu serta keterbatasan waktu pelaksanaan sosialisasi.

Abstract

Communication is very crucial in answering and solving various problems. Since the Corona Virus Disease (Covid) epidemic in 2019, various policies have been made by the government to prevent and stop the spread of the virus which is also a global problem. The purpose of this study was to determine the involvement of stakeholders and their role in communicating new normal policies during the Covid-19 pandemic, especially in middle Sulawesi. Through qualitative descriptive research methods, the following research results were obtained: first, efforts to implement the new normal policy in middle Sulawesi involved several stakeholders, namely: local government, medical personnel, academics, and various parties including religious and community leaders. There are two communications used are; (1) formal communication through various policies to prevent the transmission of the new normal Covid, and (2) informal communication, with a face-to-face approach that is more humane to the community.

Abstract

The locus in this study is the disaster-affected area in middle Sulawesi. Palu, Sigi, and Donggala were some of the areas that were badly damaged as a result of the earthquake, tsunami and liquefaction that occurred in September 2018. In addition to the loss of life, the disaster caused several public facilities to be seriously damaged (broken electricity and telecommunications networks). School buildings, hotels, hospitals, offices, malls and several roads were badly damaged. Various national and international aids, both government and non-government, have contributed. The Japan International Cooperation Agency (JICA) is one of the international agencies involved from emergency response to recovery with a build back better concept in the Palu, Sigi, and Donggala (PASIGALA) areas. This study uses a descriptive qualitative method which will analyze the extent to which JICA's role as one of Japan's International Cooperation agencies is involved in providing post-disaster assistance. The Japan International Cooperation Agency (JICA) is one of the international agencies involved from emergency response to recovery with a build back better concept in the Palu, Sigi, and Donggala (PASIGALA) areas. In this study, in addition to primary data, secondary data in the form of books, documents, news, and journals are also complementary to the analysis. Descriptive qualitative method is used in analyzing the extent to which JICA's role as one of Japan's International Cooperation agencies is involved in providing post-disaster assistance. The results of this study explain that JICA is one of the donor agencies that has a role and several programs in reorganizing middle Sulawesi after the disaster.Keywords: Disaster Relief, International Agenc, JICA Abstrak.Lokus dalam penelitian ini adalah wilayah yang terdampak bencana di Sulawesi Tengah. Palu, Sigi, dan Donggala merupakan beberapa daerah  yang rusak parah akibat dari gempa, tsunami, dan likuifaksi yang terjadi pada September 2018 lalu. Selain korban jiwa, bencana tersebut menyebabkan beberapa fasilitas umum rusak parah (putusnya jaringan listrik dan telekomunikasi). Gedung sekolah, perhotelan, rumah sakit, perkantoran, mall dan beberapa jalan mengalami rusak parah. Berbagai bantuan nasional, internasional baik yang pemerintah dan non pemerintah berpartisipasi memberikan sumbangsihnya. Japan International Cooperation Agency (JICA) merupakan salah satu dari lembaga internasional yang terlibat mulai tanggap darurat hingga recovery dengan konsep build back better di wilayah Palu, Sigi, dan Donggala (PASIGALA). Dalam penelitian ini, selain data primer, data sekunder berupa buku, dokumen, berita, dan jurnal juga sebagai pelengkap analisis.  Metode kualitatif deskriptif yang digunakan dalam menganalisis sejauh mana peran JICA sebagai salah satu badan Kerja Sama Internasional Jepang  untuk terlibat dalam pemberian bantuan  pasca bencana. Hasil penelitian ini menjelaskan JICA merupakan sebagai salah satu lembaga pendonor yang memiliki peran dan beberapa program dalam menata kembali Sulawesi Tengah pasca bencana. Abstract

Background: Based on the initial observations of the study, it was obtained that the management of the COVID-19 vaccination service doses 1 and 2 in Sigi Regency and Palu City experienced different achievement targets. This can be seen from the achievement of vaccination in the district. Sigi at the 1st dose reached 74.08% and the second still reached 49.94%. Meanwhile, the vaccination achievement of Palu City at dose 1 had reached 92.37% and at dose 2 it was 71.39%. This is because there are still many people in Sigi Regency who are reluctant to get vaccinated, some of the Sigi people who live on the border mostly carry out vaccinations in Palu City, data entry is late, and there are still many isolated areas that are difficult to reach. Meanwhile in Palu, the management of vaccine services has been running well and according to the predetermined targets. Aim: This research plan aims to compare the management of the first and second dose of COVID-19 vaccination services in middle Sulawesi. Method: A qualitative approach with a descriptive design is the research methodology adopted. A comparison study is the kind of descriptive research technique utilized. Findings: Based on the results of the study, it was found that the management of the COVID-19 vaccination service doses 1 and 2 in Sigi Regency was less than optimal, while Palu City was running well.

Abstract

Abstract This study examines community participation through desa peduli pemilu dan pemilihan (DP3) program. This program was designed by the General Election Commission-Komusis Pemilihan Umum (KPU) which aims to increase people's political participation through DP3. Until now, several problems have been found, both in terms of assessment, program development, implementation and evaluation. The purpose of this study is to analyze the implementation of the DP3 program, public responses, and its impact on participation, especially in the upcoming 2024 elections. A qualitative descriptive method with a case study approach is used to gather information through interviews and analysis of related documents. Through a qualitative approach, this study analyzes program implementation, community response, and its impact on participation in general elections and local elections. The research results show that: Assessment: People face skepticism, political disillusionment, and apathy. Positive aspects: participation and resources. Program Development: Proposed voter education, social campaigns, discussions, guides, meetings. Implementation: Resource and technology constraints, strategy adaptation, collaboration. Evaluation: Through observation, interviews, positive impact on participation and awareness. In conclusion, the effectiveness of the DP3 program in increasing public participation in elections and local elections has not been carried out optimally. Keywords: Political participation, Elections, DP3 Abstrak Penelitian ini mengkaji partisipasi masyarakat melalui program Desa Peduli Pemilu dan Pemilihan (DP3). Program ini dirancang oleh Komisi Pemilihan Umum (KPU) yang bertujuan agar dapat meningkatkan pasrtisipasi politik masyarakat melalui DP3. Hingga kini, masi ditemukan beberapa permasalahan baik dari sisi penilaian, pengembangan program, Implmenetasi dan evaluasi. Tujuan penelitian ini adalah menganalisis pelaksanaan program DP3, tanggapan masyarakat, dan dampaknya terhadap partisipasi khususnya dalam pemilu 2024 yang akan datang. Metode deskriptif kualitatif dengan pendekatan studi kasus digunakan untuk menggali informasi melalui wawancara dan analisis dokumen terkait. Melalui pendekatan kualitatif, penelitian ini menganalisis implementasi program, respon masyarakat, dan pengaruhnya terhadap partisipasi dalam pemilu dan pilkada. Hasil penelitian menunjukan bahwa: Penilaian: Masyarakat hadapi skeptisisme, kekecewaan politik, dan apatis. Aspek positif: partisipasi dan sumber daya. Pengembangan Program: Usulan edukasi pemilih, kampanye sosial, diskusi, panduan, pertemuan. Implementasi: Kendala sumber daya dan teknologi, adaptasi strategi, kolaborasi. Evaluasi: Lewat observasi, wawancara, dampak positif pada partisipasi dan kesadaran. Kesimpulannya efektivitas program DP3 dalam meningkatkan partisipasi masyarakat dalam pemilu dan pilkada belum di laksanakan seacara maksimal. Kata kunci: Partisipasi politik, Pemilu, DP3

Abstract

The ASEAN Economic Community (AEC) is still ongoing, for Indonesia, especially Middle Sulawesi, the formation of an integrated economic area in Southeast Asia is an opportunity as well as an obstacle that must be faced. From the aspect of opportunity, AEC makes everything easier, including more open economic activities and various opportunities with a free trade platform. However, from another aspect, the lack of quality human resources and inadequate infrastructure are obstacles for middle Sulawesi which is still improving. From these two aspects, this study aims to determine the extent of the opportunities and obstacles faced by middle Sulawesi in dealing with free trade through the ASEAN Economic Community (AEC). This paper uses a descriptive qualitative method. Secondary data is used as the basis for descriptive analysis. The results of this study indicate that middle Sulawesi has the opportunity to conduct free trade by looking at its strategic geographical location and abundant natural resources. However, in addition to the opportunities it has, this province also has several obstacles which of course must receive attention for the sake of sustainable development while strengthening the competitiveness of Central Sulawesi Province. The next agenda that must be carried out by the government is to pay attention to and improve the factors that become obstacles to free trade, especially from several prioritized sectors including human resources and infrastructure.

Abstract

Central Sulawesi has been known as one of the disaster-prone areas, especially after the 2018 disaster which resulted in liquefaction, tsunamis and earthquakes occurring simultaneously. This large-scale natural disaster caused both physical and non-physical losses, until finally the government made every effort to ensure conditions returned to normal. The government's efforts to improve infrastructure and public facilities have been realized, including improving the economic sector and providing permanent housing for disaster survivors. However, on the other hand, post-disaster causes poverty and unemployment, especially in Palu City. Even though the open unemployment rate has currently decreased from 16,960 people (2020) to 15,302 people (2021), the number of poor people in the same year has increased to reach 28,600 people compared to 26,890 people in 2020. On this basis, the post-disaster recovery process must be carried out intensively, involving various stakeholders. The aim of this research is to find out what role stakeholders play during post-disaster recovery, especially in overcoming poverty and unemployment levels in the city of Palu. Data collection techniques were carried out using interviews and documentation. Interviews were aimed at stakeholders or related agencies, including the Regional Poverty Alleviation Coordination Team (Tim Koordinasi Pengentasan Kemiskinan Daerah-TKPKD) for provinces and districts/cities throughout Central Sulawesi, P5TK for the Manpower and Transmigration Service, the Training Development Division for the Expansion of Placement and Productivity of Nakertrans Workers, as well as communities affected by the disaster. Documentation was carried out by obtaining data from journals, news and BPS reports for the city of Palu in figures for 2022. This research was carried out within one year and used quantitative descriptive methods.

Abstract

The improvement of human resource (HR) competencies is very important as an effort to support public services to be carried out effectively, especially in rural areas. This service aims to identify and analyze efforts to improve human resource competencies in order to enhance the quality of public services in Ombo Village, Sirenja District, Donggala Regency. The methods used include a qualitative approach with observations at the service location, interviews, and document analysis. The research results indicate that education and human resource development play a crucial role in enhancing the capabilities of village officials and public service personnel in the village. The education provided includes an understanding of the duties and functions of village government officials, with the expectation that they can manage resources, including the management and administration of village governance, as well as the basic concepts of service quality, including the rights and obligations of the community. The implementation of this program has an impact on improving service efficiency, community satisfaction, and responsiveness to the needs of residents. However, there are several challenges such as limited resources, infrastructure, and budget support that affect the sustainability of the program. Therefore, synergy between local government, stakeholders, and the community is necessary to ensure that the human resource competency enhancement program runs sustainably and provides long-term benefits for public services in Ombo Village.

Abstract

Globalisasi membawa perubahan signifikan bagi kehidupan manusia. Hal tersebut tidak hanya berdampak positif tetapi juga berdampak negatif khusunya bagi tumbuh kembang anak. Terutama pada perubahan dalam persoalan karakter anak. Hadirnya digitalisasi yang menjadi salah satu bagian dari Globalisasi tersebut menjadi hal tidak terpisahkan dan juga berdampak pada perubahan karakter khususnya generasi Z. Teknologi yang sejatinya memberikan kemudahan dalam aktivitas keseharian rupanya menimbulkan efek buruk pada anak. Penggunaan hand phone atau gawai yang sering digunakan tanpa pembatasan waktu serta kontrol dari orang tua menjadikan anak kecanduan, waktunya habis pada gawai, tidak fokus, dan anak menjadi malas belajar, serta beraktivitas yang lainnya. Dalam hal ini, memperhatikan karakter menjadi sebuah upaya agar perubahan karakter yang terjadi dapat segera disikapi. Selain itu, agar generasi Z dapat memelihara nilai-nilai baik, menghormati antar sesama, dan lebih menghargai waktu.selain itu agar dapat mengambil keputusan mana yang tepat dan tidak tepat. Pengabdian ini dilakukan beberapa tahap mulai dari perencanaan, persiapan, hingga pelaksanaan. Tahap perencanaan dimulai dengan pembentukan tim pengabdian. Selanjutnya tahapan persiapan berupa kelengakapan dalam melakukan pengabdian (alat tulis, infocus, tape rekorder, spanduk, materi, dan hal lain yang terkait). Pada tahap pelaksanaan yaitu memberikan pengayaan atau presentasi materi terkait bagaiamana mengantisipasi perubahan karakter khususnya pada generasi Z melalui metode ceramah, diskusi, dan tanya jawab. Melalui pengabdian ini diharapkan dapat memberikan pemahaman terkait perubahan karakter sehingga dapat mengantisipasi terhadap hal yang kurang baik pada anak sejak dini. Adapun luaran yang ditargetkan dalam pengabdian ini terdiri dari luaran wajib berupa jurnal terakreditasi sinta dan luaran tambahan berupa spanduk kegiatan dan bahan ajar.
