Abstract

Tujuan Penelitian ini yaitu mengetahui kebijakan program nasional pemberdayaanmasyarakat mandiri pedesaan pada kecamatan Torue kabupaten Parigi Moutong. Untukmengetahui faktor yang menjadi penghambat dalam Evaluasi program nasionalpemberdayaan masyarakat mandiri pedesaan yang ada di kecamatan Torue kabupaten ParigiMoutong menggunakan dasar survei dengan tive penelitian kualitatif. Lokasi penelitianditetapkan pada kecamatan Tome kabupaten Parigi Moutong. Latar belakang penulis memilihjudul mengenai kebijakan program nasional pemberdayaan masyarakat mandiri pedesaanadalah bagaimana keadaan yang terjadi dilapangan dengan modal yang cukup dengan suatutujuan yang baik mengapa program im belum maksimal.Adapun faktor-faktor yangmempengaruhi adalah masih rendah nya suniberdaya manusia, Tingkat pendidikan yangmasih rendah,minim aya jumlah staf pemberdayaan dan keahlian yang dimiliki sampai padakurangnya relasi antara pemerintah kecamatan Torue sebagai pelaksana dikecamatan denganpemerintah kabupaten Parigi Moutong sebagai pusat kontrol didaerah.Keyword: Kebijakan, PNPM, Pedesaan

Abstract

Disamping itu pekerja sosial harusmempunyai kemampuan yang tinggi dalam memahami interaksiantara klien dengan lingkungannya, lingkungan keluarga danlingkungan masyarakat secara timbal balik, ini merupakan pelayananlangsung dalam pekerjaan sosial.Proses perubahan/perbaikan suatu organisasi tentunya sesuai aturanseperti : perencanaan, konsultasi, pendidikan dan pengembanganorganisasi. Kegiatan seperti itu dianggap berhubungan erat denganpelayanan tidak langsung, hal tersebut ditinjau dari segi perananmembantu orang yang membutuhkan dimana secara tidak langsungdirasakan oleh klien melalui lembaga. Abstract

Penelitian ini bertujuan untuk mengetahui Perilaku Birokrasi Dalam Pelayanan Surat Izin Usaha Pada Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Palu. Teori yang digunakan dalam penelitian ini adalah teori Sondang P. Siagian (1994:102-112), dimana ada empat dimensi yang digunakan untuk mengukur perilaku birokrasi yang diberikan oleh pegawai di Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Palu. Keempat dimensi tersebut yaitu Peduli, Disiplin, Peka dan Tanggung Jawab. Metode penelitian yang digunakan Deskriptif Kualitatif. Berdasarkan hasil penelitian yang diperoleh dapat disimpulkan bahwa Perilaku Birokrasi Dalam Pelayanan Surat Izin Usaha perdagangan Pada Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Palu cukup baik. Karena dari empat dimensi, ada dua dimensi dalam perilaku birokrasi yang cukup baik yaitu dimensi Disiplin dimana masih sering terjadi keterlambatan tim teknis dalam melakukan peninjauan lapangan sehingga mengakibatkan pelayanan menjadi tertunda, tidak adanya kepastian waktu yang konsisten dari pegawai dan dalam penyelesaiannya di luar dari Standar Operasional Prosedur Surat Izin Usaha Perdagangan. Tanggung Jawab dimana petugas dalam memberikan pelayanan belum begitu cepat dan tepat dalam penyelesaian surat izin perdagangan dikarenakan masih sering terjadi keterlambatan dalam memproses berkas dan juga pada waktu-waktu tertentu gangguan jaringan yang terkadang bermasalah sehingga mengakibatkan sistem tidak berjalan dengan baik.

Abstract

This study aims to determine the quality of receiving services for Prosperous Rice in Binangga Village, Central Parigi District. The basis of the research used is qualitative and type of research that is descriptive. Where the withdrawal for informants is done by Purpossive techniques. Data types are primary and secondary data. Data collection techniques used are library research, field research (observation, interviews, and documentation). While the informants numbered 9 people. The aspects used in the study consisted of 5 indicators proposed by Zeithami, Parasuraman, Berry, (Harbani Pasolong) which were used to measure service quality. where the five indicators are Tangibles (Physical Appearance), Reability (Reliability), Responsiveness (Reaponsive) (Assurance), Assurance (Guarantee), Emphaty (Treatment or Attention). Based on the results of the research obtained, it can be concluded that the Prosperous Rice Service Quality in Central Parigi District, Parigi Moutong District has not run well seen from the five indicators used in terms of Tangibles, Reability, Responsiveness, Assurance, Emphaty (Treatment or Attention). In terms of physical appearance in terms of facilities and infrastructure in the village it is not yet adequate, in terms of responsiveness in providing services that have not been appropriate and fast in serving the community, and in terms of empathy or attitude of justice provided by the officers who are responsible for distributing prosperous rice have not fully applied fair in providing services to the community.

Abstract

Fishermen still want to live in poverty because of their own desire to experience life itself. Formulation of the problem in the journal How to Implement the Empowerment Policy for Small Fishermen in Tikke Village, Tikke Raya District, research benefits, theoretical benefits and practical benefits. The type of research used in the research is qualitative research. The results of this research are that policy implementation is a crucial stage in the public policy process. . A policy or program must be implemented to have the desired impact or goal. Policy implementation is seen in a broad sense as a public administration tool where actors, organizations, procedures, related parties and resources are organized together to carry out policies to achieve the desired impact or goal. The conclusion of this research is that based on the research results, it can be concluded that the implementation of the Small Fishers Empowerment Policy in Tikke Village, Tikke Raya District, Pasangkayu Regency was found. This did not work well because 4 aspects, namely Communication, Resources, Disposition and Bureaucratic Structure, were used as tools in Edward III's theory. So it can be concluded that the policy has not worked optimally as expected. Therefore, it is necessary to improve fishing equipment such as rumpong.

Abstract

The results of the research the implementation of asset management policies at the Duripoku District Office, Pasangakyu Regency is quite good but there is still something lacking namely the implementation of Regional Asset Management policies at the Duripoku District Office, Pasangkayu Regency, from the aspect of the organizational structure, it is running well, this is proven by the existing implantation, seen from the inventory of goods which is also carried out by data collection and labeling, from the resource aspect, the implementation of the Regional asset management policy at the Duripoku District Office, Pasangkayu Regency, is considered to be still lacking or not yet implemented optimally. This is indicated by the absence of trained personal in terms of ability or competency possessed by property managers, in addition to that, financial resources or budgets are considered to still be insufficient to support this implementation as well as inadequate facilities and infrastructure, from the aspect of communication, implementation of regional asset management policies in Duripoku District Office Pasangkayu Regency, is considered to have been implemented or implemented and conveyed rather via Whatsapp or other media to all stakeholders involved through socialization and coordination, so that the delivery of this asset management policy is carried out clearly regarding the entire process of regional property assets, stratifying from controlling goods, inventory assessment, utilization, regional property, transfer, administration and even securing regional property, as well as the delivery of this policy is always carried out consistently with the relevant stakeholders, in this case it is intended that the implementation of this rule can be carried out properly as it should.

Abstract

The paper aims to test a theoretical model that states the effect of organizational transparency and negative emotions on the quality of service in handling COVID-19. The study focuses on Palu City Social Service and Health Service as government organizations that have contributed most to handling the COVID-19 pandemic in serving public needs..  Research methods used in this study include descriptive data analysis, bivariate correlation, confirmatory factor analysis (CFA), and regression . The study also involves a theoretical model that tests the effect of organizational transparency and negative emotions on the quality of service in handling COVID-19. Overall, this article uses a combination of quantitative research methods to analyze the impact of organizational transparency on public service quality during a crisis like COVID-19.The study found that transparency has a significant positive impact on service quality in handling COVID-19. The analysis indicates that the handling of COVID-19 in Palu City is in accordance with the policies set by the central government and local governments.

Abstract

In general, this research aims to find out the quality of Population Administration Services at the Population and Civil Registration Service of Tojo Una-Una Regency. In writing, this research uses a descriptive research method, namely research carried out in certain rules that exist in real life which describe and explain systematically and accurately the situation of the Quality of Population Administration Services at the Population and Civil Registration Service of Tojo Una-Una Regency. The basis of the research used is qualitative research. The theory used in this research is the theory of Zeithaml, Parasuraman, Bery and friends which includes five indicators, namely Physical Appearance, Reliability, Responsiveness, Assurance, and Empathy. The results of the research show that the Quality of Population Administration Services at the Population and Civil Registration Service of Tojo Una-Una Regency can be concluded that of the 5 (five) aspects used, namely Tangibles, Reliability, Responsiveness, Assurance and Empathy, 3 (three) aspects have worked well. optimal, namely Tangibles, Reliability, and Responsiveness. Meanwhile, 2 (two) aspects that have not run optimally are Assurance and Empathy.
