Abstract

Penelitian ini terkait efektivitas pengelolaan retribusi parkir pada Dinas Perhubungan Kota Palu. Menggunakan pendekatan penelitian kualitatif dengan informan penelitian 7 orang yang dipilih secara sengaja. Jenis data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Tekhnik pengumpulan data melalui observasi/pengamatan, wawancara/interview, dokumentasi dan triangulasi. Tekhnik analisis data menggunakan Miles dan Huberman meliputi pengumpulan data, tahap reduksi data, penyajian data, dan tahap verifikasi serta penarikan kesimpulan. Menggunakan teori Steers yang terdiri dari 5 aspek yakni Produktivitas, Kemampuan Adaptasi Kerja, Kepuasan Kerja, Kemampuan Berlaba, Pencarian Sumber Daya. Penelitian ini menemukan bahwa efektivitas pengelolaan retribusi parkir pada Dinas Perhubungan Kota Palu belum optimal. Aspek yang terlaksana baik, yakni kemampuan adaptasi kerja dan kepuasan kerja. Elemen produktivitas, kemampuan berlaba, pencarian sumber daya masih sangat rendah dilihat dari tingkat pendidikan. Hal ini menunjukkan belum efektifnya pengelolaan retribusi, sehingga Pemerintah Kota Palu melalui Dinas Perhubungan hendaknya dapat mengoptimalkan berbagai elemen tersebut dan bersinergi untuk mengelola retribusi parkir secara efektif.

Abstract

This study aims to determine or find out now far implementation of Community Empowerment Program Policy Implementation in the Village of South Lolu District of South Palu Palu City. The method used in this research is a type of qualitative descriptive method. Determination of informants with purposive sampling technique type of data is primary data and secondary data, the technique of collecting data through observation/observation interviews/interviews, documentation and triaangulasi Based on the research that the implementation of the Program for Community Empowerment in South Lolu village of Palu, has not been fully implemented properly and not in accordance with Palu Major Regulation Number 27 Year 2013 on Guidelines for the Implementation of the Regional Program for Community Empowerment if it is associated with the theory of Van meters and Van Horn that of 6 variables that influence a policy implementation is communication between the relevant parties (stakeholders) in implematation policy experience ineffectiveness and Resources financially inadequate, Disposition program implementers and Structure Bureaucracy implementing becoming more important in application of Palu City Mayor Regulation No. 27 of 2013, which in accordance with the procedures, strategies, principles and approach to the implementation of programs and activities.

Abstract

This research is motivated by the high cases of illegal trade of protected wildlife in West Kalimantan Province. Animal trade tends to be endangered and included in the endangered list. Actions of animal trade that still occur in West Kalimantan Province indicate the low level of law enforcement and weak supervision by related parties in combating cases of protected animal trade. The purpose of this study is to examine the factors causing the occurrence of illegal trade crimes against protected animals in the West Kalimantan region, and analyze the performance of stakeholders in law enforcement against the illegal trade of protected animals in the West Kalimantan region based on their role and authority. This study uses a survey method that is guided by a questionnaire. The selection of respondents by purposive sampling, data analysis using policy analysis then the data is descriptive with tabulation. The results of the study show that in the period of 2016-2019 there were 49 cases of illegal wildlife trade in West Kalimantan Province, the traded animals are species belonging to protected animals and classified in the Appendix I. category. The dominant protected species traded in the 2016-2019 period originated from anteater species (Manis javanica), Orang-utan (Pongo pygmaeus), and Turtle (Chelonia sp.). The dominant factor in the illegal trade of protected animals in the province of West Kalimantan in the 2016-2019 period was economic factors, followed by motives for the collection of rare goods and consumption. The performance of stakeholders in law enforcement against protected animals in the West Kalimantan region has succeeded in handling criminal cases against protected animals, all of which ended with the execution of the defendant.Keywords: law enforcement performance, protected animals, illegal trading, stakeholders.AbstrakPenelitian ini dilatarbelakangi tingginya kasus perdagangan illegal satwa dilindungi di Provinsi Kalimantan Barat. Perdagangan satwa yang dilakukan cenderung pada spesies-spesies langka dan termasuk dalam daftar terancam punah. Aksi perdagangan satwa yang masih terjadi di Provinsi Kalimantan Barat mengindikasikan masih rendahnya penegakan hukum dan lemahnya pengawasan oleh pihak terkait dalam memberantas kasus perdagangan satwa yang dilindungi. Tujuan penelitian ini untuk mengkaji faktor penyebab terjadinya kejahatan perdagangan illegal terhadap satwa yang dilindungi, serta menganalisis kinerja pemangku kepentingan dalam penegakan hukum terhadap perdagangan illegal satwa yang dilindungi di wilayah Kalimantan Barat berdasarkan peran dan kewenangan. Penelitian ini menggunakan metode survey yang dipandu dengan kuesioner. Pemilihan responden dengan purposive sampling, analisis data menggunakan analisis kebijakan kemudian data dideskriptif dengan tabulasi. Hasil penelitian menunjukan kurun waktu 2016-2019 terdapat 49 kasus perdagangan satwa illegal di Provinsi Kalimantan Barat, satwa yang diperdagangkan merupakan jenis satwa yang termasuk ke dalam satwa dilindungi dan tergolong dalam kateogri Appindiks I. Satwa dilindungi dominan yang diperdagangkan pada periode 2016-2019 berasal dari spesies trenggiling (Manis javanica), Orang utan (Pongo pygmeus), dan Penyu (Chelonia sp.). Faktor dominan perdagangan illegal satwa dilindungi di Provinsi Kalimantan Barat dalam periode 2016-2019 adalah faktor ekonomi kemudian diikuti motif koleksi barang langka dan konsumsi. Kinerja pemangku kepentingan dalam penegakan hukum terhadap satwa yang dilindungi di wilayah Kalimantan Barat, telah berhasil menangani kasus pidana terhadap satwa dilindungi yang kesemuanya berahir dengan eksekusi kepada terdakwa.Kata kunci: kinerja penegakan hukum, perdagangan illegal, satwa dilindungi, pemangku kepentingan.

Abstract

The purpose of this study was to determine the Implementation of Regional Regulation Number 3 of 2018 concerning Handling of Vagrant and Beggars in Palu City. The research approach uses descriptive qualitative. Data were collected through observation, interviews, and documentation. The theory used in this research is the theory by Donald Van Metter and Carl Van Horn. The results found that the implementation of Palu City Regional Regulation No. 3/2018 has not been maximized, this is due to four factors. First, the handling of vagrants and beggars is still incidental. Second, the lack of budget in handling vagrants and beggars. Third, the lack of information or socialization to the community regarding criminal acts that violate local regulations. Fourth, the lack of public understanding of the objectives of the policy where the community does not report to the Social Service regarding the presence of vagrants and beggars who are still roaming the streets.

Abstract

Toxic leadership within public organizations poses significant challenges, particularly in regions like Donggala Regency, where effective governance is critical for public welfare. This study investigates the complexities of toxic leadership in public organizations in Donggala, focusing on the dual aspects of challenges and opportunities for mitigating its impact. The primary objective is to identify the specific leadership behaviors that contribute to a toxic environment and explore potential strategies to counteract these behaviors, thereby enhancing organizational performance and employee well-being. Utilizing a qualitative research approach, this study involves in-depth interviews with key stakeholders within public organizations in Donggala Regency, including employees, managers, and external observers. The data collected is analyzed using thematic analysis to uncover recurring themes related to toxic leadership and the existing mechanisms to address it. The findings reveal that while toxic leadership significantly hampers organizational efficiency and morale, there are untapped opportunities for intervention, such as leadership training programs and the establishment of more robust reporting mechanisms. The study concludes that a comprehensive understanding of toxic leadership's roots and effects is essential for developing targeted strategies to foster healthier organizational cultures. These insights are valuable not only for Donggala Regency but also for other public organizations facing similar challenges, providing a framework for leadership improvement and organizational reform.

Abstract

This research was conducted in Puse Village, South Dampal District, Tolitoli Regency, with the aim of determining the implementation of village fund policies in Puse Village, South Dampal District, Tolitoli Regency. This research uses qualitative descriptive research using Edward III's policy theory with four aspects, namely communication, resources, disposition, and bureaucratic structure. In this study, the author used a purposive technique, namely by selecting people who are considered to understand the problem being studied. Based on the results of the study, it shows that the implementation of village fund policies in Puse Village is good but needs to be improved, where three of the four aspects of the policy that have been implemented are Disposition, resources, and bureaucratic structure, while the Communication aspect has not been implemented properly where the process of socializing village fund policies carried out by Puse village officials only involves a small part of the community, so that many people still do not understand the direction and objectives of village fund policies, as well as the lack of information on the use of village funds through bulletin boards or other media.

Abstract

Background: Based on the initial observations of the study, it was obtained that the management of the COVID-19 vaccination service doses 1 and 2 in Sigi Regency and Palu City experienced different achievement targets. This can be seen from the achievement of vaccination in the district. Sigi at the 1st dose reached 74.08% and the second still reached 49.94%. Meanwhile, the vaccination achievement of Palu City at dose 1 had reached 92.37% and at dose 2 it was 71.39%. This is because there are still many people in Sigi Regency who are reluctant to get vaccinated, some of the Sigi people who live on the border mostly carry out vaccinations in Palu City, data entry is late, and there are still many isolated areas that are difficult to reach. Meanwhile in Palu, the management of vaccine services has been running well and according to the predetermined targets. Aim: This research plan aims to compare the management of the first and second dose of COVID-19 vaccination services in middle Sulawesi. Method: A qualitative approach with a descriptive design is the research methodology adopted. A comparison study is the kind of descriptive research technique utilized. Findings: Based on the results of the study, it was found that the management of the COVID-19 vaccination service doses 1 and 2 in Sigi Regency was less than optimal, while Palu City was running well.
