Abstract The electricity subsidy policy that was born during the COVID-19 pandemic in several regions in Indonesia has been less effective and has caused some people's dissatisfaction. Jenangan District, Ponorogo Regency is one of the areas that receives electricity subsidies, especially for 450 VA and 900 VA customers. The problem is focused on the level of community satisfaction on the electricity subsidy policy during the pandemic which was less effective because it was not on target. The purpose of the study was to determine the community's satisfaction with the electricity subsidy program. This study uses qualitative methods through interviews and questionnaires to 30 sources. Community satisfaction was measured using a Likert scale and analyzed descriptively. The results showed that for 450 VA users during April, May, and June 2020 54.5% of respondents did not get electricity subsidies and for 900 VA users during those three months 81.3% of respondents did not get a 50% discount for electricity payments. This is what causes the Jenangan people in Ponorogo Regency to be dissatisfied with the electricity subsidy policy during the pandemic which is shown through with the results of 40% of respondents saying they are not satisfied, 20% are very satisfied, 20% are satisfied, 16.7% are quite satisfied, and the remaining 3.3% said they were not satisfied. Organizations have to adjust to the rapidly-changing, global era so as to remain existing. There are several strategies organizations may take in order to survive. One of them is through the implementation of knowledge and talent management system. This strategy emphasizes the cooperation of talented and knowledgeable human resources for achieving better organization performance, or better processes at work.

The development of infrastructure development in the Rembang Regency area is oriented towards the Rembang Port, the Sluke Terminal. The use of the concept of Public private partnership which was carried out to carry out port development found various problems ranging from management and disputes over land reclamation between the private sector and local governments. The occurrence of this problem shows the local government's lack of readiness to regulate public policy, so there is a need for a problem analysis to solve the problem. Bardach's theory is the basis for analytical theory in solving this problem, covering aspects of technical feasibility, economic and financial aspects, political aspects and organizational aspects of implementing policy evaluation measurements based on authority, institutional commitment, capability, and organizational support. The research method used is a qualitative descriptive method with analytical techniques using Bardach's theory and Rembang district regulations. The results show that the negative implications of PPP (Public Private Partnership) in the process of managing the Port of Rembang at Sluke Terminal are that there are still HGB land disputes over HPL between the private sector and the Rembang district government, a lot of intervention from the political elite in this problem and the emergence of state losses (government Rembang Regency) due to land disputes and port management, lack of adequate human resources to implement the concept of public private partnership with private parties. Recommendations: local governments need to study the legality of cooperation agreements, seek legal steps to be taken immediately, there is communication between political elites, regional heads are expected to be able to make regulations that lead to dispute resolution.

The environment is a place where living things carry out their daily activities. Of course, in carrying out these activities, living things need a healthy environment and a comfortable atmosphere. Environmental problems are generally caused by natural events, rapid population growth, overuse of natural resources, industrialization and transportation. One of them is the waste problem. Waste produced by humans has an influence on environmental changes. The implementation of waste management is intended so that waste can be managed properly to create a clean and healthy living environment. This study aims to formulate the best alternative policy as an effort to address the problems of implementing waste management in Lamongan Regency. The research method used is descriptive qualitative method. In formulating policy alternatives using Bridgman and Davies' policy analysis process theory which consists of five stages, namely 1) Formulation of Policy Problems, 2) Formulating Goals and Targets, 3) Identifying Policy Parameters, 4) Finding Policy Alternatives and 5) Deciding Policy Alternatives Selected. The results showed that the implementation of waste management in Lamongan Regency that occurred was a problem of the amount of waste that was increasing from time to time and the amount of waste that was managed could not reach 50% of the total waste. Factors causing the problem are caused by: Inadequate fleet of facilities and infrastructure; Limited budget funds; Inadequate cleaning staff; and the level of public awareness of waste care is still low.
