Abstract

Penelitian ini menelaah implementasi kebijakan fiskal hijau dalam Anggaran Pendapatan dan Belanja Negara (APBN) Indonesia, dengan tujuan untuk memahami peluang dan tantangan transisi menuju pembangunan ekonomi berkelanjutan. Dalam menghadapi perubahan iklim dan kebutuhan untuk mencapai pembangunan keberlanjutan, pemerintah Indonesia berupaya mengintegrasikan strategi pembanguna berkelanjutan ke dalam kebijakan fiskal. Meskipun terdapat kemajuan dalam penerapan kebijakan ini, tantangan seperti defisit pengelolaan anggaran, ketergantungan pada sumber daya alam, dan perlunya dukungan dari pemerintah daerah masih menjadi hambatan. Penelitian ini menggunakan metode tinjauan pustaka untuk menganalisis literatur terkait dan memberikan rekomendasi kebijakan yang bertujuan untuk memperkuat implementasi kebijakan fiskal hijau. Selain itu, penelitian ini menekankan pentingnya kolaborasi antara sektor publik dan sasta, serta komunikasi yang efektif untuk mempercepat transisi menuju ekonomi yang lebih berkelanjutan. Pajak progresif diusulkan sebagai alat untuk mendistribusikan kembali kekayaan dan mengurangi kesenjangan ekonomi, sementara penguatan aturan hukum dan reformasi legislatif terkait perpajakan dan pengelolaan utang dianggap krusial untuk mendukung kebijakan yang lebih adil dan berkelanjutan

Abstract

The planned development of the Rempang Eco City (REC) National Strategic Project (PSN) in Rempang, Batam, continues to face resistance from many members of the Rempang indigenous community. This resistance has sparked conflict between the community and the Batam Free Trade Zone Authority (BP Batam), the Batam City Government, and PT MEG as the developer. Issues regarding customary land and agrarian affairs often trigger conflicts in regional development. This study aims to examine and map the sources of conflict and the parties responsible for the Rempang conflict. The theory used in this study is a decentralization and conflict approach. This study employed a qualitative method with a descriptive qualitative research design, which objectively and in detail describes the conflict that occurred on Rempang Island. Data collection techniques included a literature review of legislation, scientific journals, articles, news reports, press releases, and other documents relevant to the research topic, supported by field interviews. The results of this study conclude that there are three main factors that constitute the source of conflict: first, historical factors, culture, customs, and customary land. Second, factors of coercion and repressive actions by law enforcement officers, as well as criminalization, thuggery, and intimidation by BP Batam and the company. This factor also contributes to the escalating conflict over the PSN REC. Third, the Batam Free Trade Zone Authority's (BP Batam) non-humanistic and non-harmonious approach to the Rempang community. Several parties consider the source of this conflict to be the responsibility of BP Batam, the Regional Governments: Batam City Government, Riau Islands Provincial Government, Batam City Council (DPRD) and Riau Islands Provincial Council (DPRD), the Central Government: the President, the Ministry of Investment and the Ministry of Economy, and the company: PT MEG.

Abstract

This study aims to examine the relationship between budget politics and the effectiveness of poverty alleviation programs in Indonesia using a Systematic Literature Review (SLR) approach. Although various studies have addressed the importance of budget allocation and governance, there remains a research gap in systematically integrating the roles of political actors, regional disparities, and institutional capacity in influencing the success of social programs. This study reviews articles from the Dimensions and Scopus databases published over the last ten years (2015–2024), with rigorous selection criteria to ensure the quality and relevance of sources. The findings reveal that weak fiscal allocation, low local institutional capacity, and elitist budget politics contribute to the failure of poverty alleviation programs in many regions. Furthermore, the potential of technology and the health system as instruments for poverty reduction has not been fully realized due to budgetary gaps and unintegrated policies. This research recommends budget reforms grounded in social justice, strengthened institutional capacity, and investments in digital infrastructure and public health as prerequisites for inclusive and sustainable poverty alleviation policies. The study is expected to provide empirical insights for policymakers in designing more adaptive and transformative fiscal interventions.
