Abstract

Forest transition in rural area derived by community landowner and supported by Indonesian Government Reforestation Programme at beginning. Meanwhile, landslide still occur in some region as well as Kulon Progo District of Yogyakarta Province. Land evaluation is needed in order to review forest land-use parcel due to landslide susceptibility. This research combines some procedures consists of Land Capability Analysis by scoring method regarding to Land Capability Assessment published by USDA (United States Departement of Agriculture) followed by Land Suitability Analysis, and forestland use planning by scoring method regarding to Ministry of Agriculture Declare number 837/Kpts/UM/11/1980 and number 683/Kpts/UM/8/1981 followed by Suitability Analysis. The results showing the wide range of land capability classes, i.e. I, II, III, IV, VI and VII. Result of Land Suitability Analysis showing generally Suitable Land-use, but Not Suitable for settlement in VI and VII classes of Land Capability also for Paddy Field in IV, VI and VII classes. The study area can be classified as protected zone 5,06%, buffer zone 41,16%, and cultivated zone 24,61%, when 65,40%, 29,40% and 3,69% for Suitable used, Positively Not Suitable and Negatively Not Suitable respectively. High pressure land use founded in steep land of mountainous area by respiratory cliff for settlement and road among high density of tree crown. Proposed land use for forestland by these procedures still inadequate due to the map scale used for rural area wiches unseparate land use for woodland and peasant's house. Future research need into account for landslide susceptibility assessment in specific site used for settlement among the forest cover due to the sustainable land-use and safety life. Abstract

ABSTRAK Tujuan penelitian ini mengetahui kemampuan dan daya dukung lahan untuk penatagunaan lahan di Sub-DAS Dengkeng. Analisis kemampuan lahan dilakukan secara matching per satuan lahan hasil overlay peta kerniringan lahan dan jenis tanah. Karakteristik satuan lahan diperoleh dari survei di lapangan dan analisis tanah di laboratorium. Daya dukung lahan ditentukan berdasarkan nilai tekanan penduduk. Hasil penelitian menunjukkan Sub-DAS Dengkeng rnemiliki enarn kelas kemampuan lahan dan telah mengalami tekanan penduduk dengan nilai daya dukung lahan tahun 2004, 2007, dan 2012 menurun menjadi 0,69; 067 dan 0.65. Penatagunaan lahan untuk rehabilitasi lahan yang disarankan adalah nzerubah bentuk penggunaan lahan sawah tadah hujan, tegalan, dan perkebunan pada kelas kemampuan lahan I, III, dan IV menjadi lahan agroforestri, pada kelas kemampuan lahan VI menjadi hutan rakyat produksi biasa sedangkan pada kelas kemampuan lahan VII dan VIII menjadi hutan rakyat dengan fungsi lindung.

Abstract

This literature review explores the emerging roles of collaboration and co-creation in the reform of educational public administration. Traditional bureaucratic and hierarchical models of governance are increasingly being replaced by participatory frameworks that emphasize shared responsibility, stakeholder engagement, and innovation. Drawing from theories of New Public Governance, public value, and service-dominant logic, this review synthesizes findings from peer-reviewed journals, policy documents, and case studies published between 2005 and 2025. The study identifies four major themes: conceptual foundations of co-creation, stakeholder roles and participatory mechanisms, enabling conditions for collaborative innovation, and institutional barriers to implementation. Findings suggest that collaborative and co-creative models offer promising avenues for improving the legitimacy, responsiveness, and effectiveness of education systems. When supported by trust, leadership, adequate resources, and shared vision, these models foster inclusive and context-sensitive reforms. However, challenges such as bureaucratic rigidity, power imbalances, limited capacity, and cultural resistance continue to constrain implementation. The review emphasizes the need for context-specific, adaptive, and well-resourced approaches to institutionalize co-creation in education. By providing a thematic synthesis of current knowledge, this review contributes to both academic discourse and practical policymaking in public administration and education reform. It also highlights critical gaps for future research, particularly in developing and underrepresented contexts.

Abstract

Penelitian ini bertujuan untuk mengetahui sumbangan pendapatan hutan rakyat dan kelayakan usaha dari tanaman kayu (khususnya albasia/sengon) dan non kayu (hortikultura) di bagian hulu Sub DAS Logawa di Kecamatan Kedungbanteng Kabupaten Banyumas. Penelitian dilakukan dengan menggunakan metode deskriptif analisis. Desa sampel yang terpilih adalah Desa Baseh dan Desa Kalisalak dengan pertimbangan desa tersebut mempunyai wilayah hutan rakyat terluas (43%) dari luas hutan rakyat di bagian hulu Sub DAS Logawa Kecamatan Kedungbanteng. Diperoleh sampel sebanyak 18 responden untuk Desa Kalisalak dan 12 responden untuk Desa  Baseh. Rata-rata luas kepemilikan lahan sekitar 0.80 ha. Total pendapatan petani hutan rakyat sebesar Rp19.841.011,00/thn. Rata-rata pendapatan dari hutan rakyat sebesar Rp13.437.507,00/thn, terdiri dari pendapatan dari kayu sebesar Rp10.227.560,00/thn dan pendapatan dari non kayu sebesar Rp3.209.947,00/thn. Sumbangan pendapatan usaha hutan rakyat terhadap pendapatan petani sebesara 67.72 %. Besarnya NPV usaha kayu sengon dengan umur 8 tahun pada tingkat bunga sebesar 16 persen adalah sebesar Rp17.164.380,00, artinya investasi yang ditanam saat ini akan memberi manfaat sebesar  Rp17.164.380,00. Nilai Net B/C sebesar 1,80, artinya  bahwa usaha hutan rakyat di daerah tersebut memperoleh keuntungan sebesar 1,80 kali dari modal yang dikeluarkan. Nilai IRR menunjukkan sebesar 49.07 persen, di atas suku bunga yang berlaku (16 persen),  artinya bahwa investasi usaha hutan rakyat di bagian hulu Sub DAS Logawa di Kedungbanteng menguntungkan terutama untuk kayu sengon, sehingga layak untuk diusahakan. Kata kunci: hutan rakyat, hulu Sub DAS Logawa, pendapatan, kayu sengon ABSTRACTThis research aims to determine the income of private forest farmers from the analysis of financial and feasibility analysis of the wood (especially albizia/sengon ) and non-wood in the upstream sub-watershed in the District Kedungbanteng Logawa Banyumas. The study was conducted by using descriptive analysis. The selected sample villages is the Village and Village Kalisalak Baseh considering the village has the largest private forest areas (43%) of the people of the forest area in the upstream Sub-watershed Logawa District of Kedungbanteng. Obtained a sample of 18 respondents to the Village Kalisalak and 12 respondents to the Village Baseh. Total revenues for private forest growers Rp19.841.011,00/ha/thn. Average income from community forests for Rp13.437.507,00/ha/thn, consists of revenue from the wood of Rp10.227.560,00/ha/thn and income from non-timber for Rp3.209.947,00/ha/thn. Contribution of community forest revenues on the income of farmers sebesara 67.72%. The magnitude of the NPV for 8 years from the timber business sengon at an interest rate of 16 percent for Rp17.164.380,00. This means that investments are planted to 8 years will be net benefits obtained by Rp17.164.380,00. Net value of B/C of 1.80, meaning that the business community forests in the region of 1.80 times the gain of the issued capital. Business IRR of 49.07 percent. This means that the investment community forest enterprises in the upstream Sub-watershed Logawa in Kedungbanteng profitable, making it feasible to run. Key words: community forests, upstream Sub-watershed Logawa, income, wood feasibility sengon
