Abstract

AbstractProgram Nasional Pemberdayaan Masyarakat (PNPM) MandiriPerkotaan is one of the programs that comes as a solution to the problem ofpoverty. PNPM Mandiri Perkotaan is also present to overcome the problem ofpoverty in Pekalongan Regency, one of the assisted areas is in Babalan LorVillage Sub-Distric of Bojong Regency of Pekalongan. Furthermore, inimplementing a development program, it is necessary to involve all parties inother words, it requires participation of all components involved. Poverty andparticipation are two things that are closely related, the ineffectiveness ofparticipation and integration of the poor into the main institutions of society, isone of the characteristics of the culture of poverty. This research is conducted byusing qualitative research method. Data collection used in this research isinterview and documentation.The results show that the participation of the Babalan Lor villagecommunity can be concluded that it is running but needs to be improved. Villagersof Babalan Lor are only enthusiastic to be involved in the introduction andplanning process. While community involvement in the process of implementation,monitoring and evaluation even for the maintenance of the results of developmentneeds to be improved because people tend to be oriented towards the material orwages to be received, not the benefits of such development. On the other hand,there are encouraging factors of community participation that include: 1)Community Needs and 2) Village Facilitator Support, BKM Margo Mulyo andCommunity Leaders of Babalan Lor Village.Keywords: Participation, PNPM Mandiri Perkotaan

Abstract

This research is purpose to know the application of village fund management principles on 2016 based on Constitution number 6 year 2014 about village with the case study Kalirejo Village, district Wirosari, Grobogan Regency year 2016.In this Research, the method that used is qualitative descriptive and taken at kalirejo village, district Wirosari, Grobogan Regency. The subjects of this research are the officials in Village Governm that have duty in directly planning, implementation, and controlling the village fund management. Data was taken by the interviewing the subjects, observation and documentation the process of data taking.The results of this research show that (1) Village Fund Management at Kalirejo in 2016 was going well and by the rules. (2) With the village fund, village government and citizens feel the development of their village which can be useful for them. Abstract

Abstract. A waste which is generated by industrial activities often give environmental pollution which is bad for the environmental as well as public health in surrounding areas, including waste of metal industrial in the Pesarean village sub-district of Tegal Regency of Adiwerna which is became the background of this research. What are the policities that have been formulated by The Government of Tegal Regency and how the management of the environment and the management of waste which is expected to be able to overcome the pollution of waste generated by metal dissolving industrial. A waste that is generated by metal dissolving industrial is a waste of B3 or a waste of dangerous and toxic materials.The research method being used was qualitative approach with the techniques of data collection were observation, interview and study of documents. Informants in this study was the Head of The Environmental Departement of Tegal Regency, Head of Subdivision B3 (toxic and hazardous materials) Departement of Environmental of Tegal Regency, Structuring and Maintenance of Environmental Law Departement of Environmental of Tegal Regency, Head of Subdivision Metal Industry Machinery and Light Industrial and Labor Service of Tegal Regency, PT Lut Putra Solder of Tegal Regency (Administration of PT Lut Putra Solder Production), The Head of The Village of Pesarean Sub District of Adiwerna Regency of Tegal and The Pesarean Villagers Sub District of Adiwerna Regency of Tegal.The result showed that were three policies from the Governmnet of Tegal Regency that have been formulated to overcome the pollution of waste of metal industry. From the three of those policies, there is one policy that does not appropriate to be implemented because what was already examined does not comply with what is happening in the field. Environmental management is done using stated-based approach that is sentralist, while B3 waste management which is generated based on PP No. 101 2014 on managing Waste of Hazardous and Toxic Materials. With this study, it is expected to be able to be used as an input in reviewing the policities that have been formulated by the Government of Tegal Regency and environmental management and waste management which has been done.A recommendation that could be made for the Government of Tegal Regency is to reaffirm a binding regulations for industry subject in order not to do more environmental pollution by carring out socialization in a sustainable way and formulate policities by involving the community in order that the formulated policities are appropriate for the goals and prosperity of the society.Key Words : Waste of B3, Policy, Management

Abstract

The hospital is one of the government-owned or private service agencies intended toassist the society to fill the needs of health sector. Nowadays, hospitals keep to develop to meetmarket demands and also answer the need for public awareness about health. One of the thingsthat can be done is to use management one of them is physical assets management. The assetmanagement used so that the asset can provide the highest benefit for the company and thegovernment because the asset is an important part in achieving the goal of the asset owner.The methods in this study using a qualitative approach. Informant in this research is staffof the Hospital of Tk. III Bhakti Wira Tamtama Semarang. Furthermore, the object of this researchis abou the policy, assets, management in the physical assets of Tk Hospital. III Bhakti WiraTamtama Semarang. Data collection is done by interview.The results prove that the physical assets management at Tk Hospital. III Bhakti WiraTamtama Semarang is managed by 3 different task units in each of its divisions, namely URDAL(Internal Affairs), URJANGMED (Medical Supporting Affairs), ULP (Procurement Unit), theseare aimed to achieve the target. While the obstacles that the management of physical assets at TkHospital. III Bhakti Wira Tamtama Semarang is an obstacle to funding, the process that too long,and disrupted development, and a lot of old buildings.The suggestion given by author to Hospital of Tk. III Bhakti Wira Tamtama Semarangin managing the management of physical assets is to prioritize which assets need to be bought orrepaired, by shortening the flow of procurement, and create a safe limit when within the limits ofimprovement.Keyword: Management, Physical Assets

Abstract

The study of the existence of "shadow terminal" Sukun Banyumanik Semarang City has a purpose to know why Terminal Shadow Bread can continue to survive until now. Shadow Terminal Sukun that can continue to survive must also be based on the interconnection between networks that have the same background. In addition, the other purpose is to find out what the government's efforts to handle the Shadow Branch Terminal, and whether there are people or groups that become a strong reason why Shadow Terminal Terminal able to survive. Research on shadow terminal problem in Sukun Banyumanik area of Semarang City, especially on this shadow terminal problem will use descriptive research type with mix method approach method. Approach mix methods, namely a research step by combining two forms of approach in research that is qualitative and quantitative.. The method of mix methods in this research using Sequential exploratory model. The activities at the Banyumanik Banyumanik Shadow Terminal Semarang City is one of the problems that have existed since a long time in the area. Shadow Branch Terminal Happened due to Semarang City government policy by the end of 2010 to close shadow terminals in the city. Shadow Branch Terminal takes place in areas that have been banned for stops or parakeets. disregard the government's rules. Abstract

Poverty is a classic problem of mankind in every part of the world andbecomes a complex issue because it is not just about low income. The low level ofeducation, skills, and the lack of introduction to technology are the human resourceconstraints that are closely related to the causes of poverty. Purbalingga regency isone of the areas with a high percentage of poor people who are always ranked in thepoorest areas in Central Java Province. The purpose of this research is to analyze thepolicy of poverty reduction by Purbalingga Government through establishment ofBoarding School of SMK Negeri 3 Purbalingga.This study uses mixed methods between qualitative and quantitative with aqualitative approach remains the main approach. Data collection techniques werecarried out, among others, by collecting documents and in-depth interviews withactors involved in the policy, and using a research questionnaire to the researchsubjects of alumni / boarding school graduate SMK Negeri 3 Purbalingga. Analysisof research data is done by combining primary data obtained and findings in bothqualitative and quantitative data.Based on the research that has been done, it is known that the policy has beenimplemented optimally, consistently, and there is a continuous suitability of visionamong policy actors in 3 different Heads of District (Bupati), and achievements thatcan penetrate TOP 35 in Public Service Innovation Competition (SiNovik) 2016.Quantitative data shows that there is an increase of living standards of alumni SMKNegeri 3 Purbalingga coming from poor families, as the object of poverty problem inPurbalingga Regency. This shows that policies that have the principle of breaking thepoverty chain have succeeded in reducing the number of poor people, thesustainability of the program is likely to reduce poverty significantly.Keywords: Poverty Reduction, Education Implementation Model, PolicyImplementation.

Abstract

This research aims to describe the policy of Overseas Worker’s ID Card (KTKLN) for TKI Re-Entry in Central Java as a form of protection for Indonesian migrant workers. KTKLN is a policy issued has mandated by UU No. 39/2004 on The Protection and Placement of Indonesian Workers Aboard (PPTKILN) in providing protection to migrant workers and insurance data covered in the form of a smartcard. However, the implementation of KTKLN are implemented effectively for all migrant workers in 2011. Before 2010 KTKLN only applied to new migrant workers, for TKI Re-Entry not required to have KTKLN as a condition for departure. This raises several problems that can be assessed from KTKLN’s policy as to how the implementation of policies implemented since the regulation of KTKLN in 2004 to be implemented effectively in 2010? How roles and functions held by KTKLN in providing protection against TKI Re-Entry? And what are the barriers faced by migrant workers in the Re-Entry KTKLN-making document handling? As well as the expectations of the workersrelated to with re-entry issues and obstacles experienced in the administration ofKTKLN.In this research , the researcher used qualitative approach that will generatedescriptive data. This study took a sample of the policies implemented in Central JavaProvince, to obtain the appropriate data source research goals, the researcher usespurposive sampling technique by conducting interviews with BP3TKI Central Java,Director General of Immigration I Semarang, NGO / LBH, TKI Re-Entry, StaffManpower and Transmigration Ministry and PPTKIS in Central Java. In addition,researchers also observe and study the document to increase the information inanalyzing of the data acquired.

Abstract

This study, entitled "SYSTEM MANAGEMENT TERMINAL CITY MangkangSemarang". Terminal Mangkang a master terminal type A that is in the province of CentralJava is managed by Dishubkominfo. Terminal is a facility for public service units, as publicfacilities, the terminal should be able to provide services to the community as well as possible.So that they can be expected to contribute the maximum to PAD (the original income) withoutcompromising service to the community.Formulation of the problem in this research study on how patterns lead managementsystem available on the Terminal Mangkang. The research was conducted using qualitativedescriptive method research location in Terminal Mangkang Semarang. Informant selectiontechniques were performed using descriptive analytical techniques.In the terminal management Mangkang Semarang, Dishubkominfo still manyshortcomings both in terms of service and comfort in the terminal Mangkang so impresseddeserted, there needs to be an increase in services.All parties involved in the management process Mangkang Semarang terminal shouldbe together so that the optimization process can be better Mangkang Terminal and inaccordance with the potential of Semarang society.Keywords: management of systems, Terminal

Abstract

Regional autonomy policy authorizes the village to organize and manage administrationindependently. The authorization covers the provision of funds from the central fund balance andarea called the ADD funds in order to improve governance in the village. This research focusedto look on the achievement of results and upon exercise of ADD policy outputs in Kendal duringthe five-year period from 2008 through 2012.The methodology used in this research is descriptive method of analysis that seeks to illustratethe implementation of the ADD policies in Kendal through supporting factors and inhibiting andalso achievement in implementation. On the basis of the facts and the data field are shown toillustrate in detail and clear through the study of six evaluation criteria of effectiveness,efficiency, adequacy, equity, responsiveness and accuracy of the results obtained from in-depthinterviews with key informants.From the results obtained it turns out from year to year progress of up and down according toexperience level though disbursement activities in the village has increased in terms ofdevelopment. However, there are a number of villages that are still facing problems anddifficulties to run optimally ranging from technical issues to field problems in problematic gooduse, distribution, and usage reporting. The only perceived benefits activities that are operationaland rural development. Meanwhile empowerment activities are still lacking and far fromexpectations. ADD policy implementation in Kendal requires strategic planning and long-termactivities that can be felt by lower middle ADD’s beneficiaries.Keywords: Allocation Fund Village, Village Government, Local Government and Output.

Abstract

Steam power plant is a plant that relies on the kinetic energy of steam toproduce electricity. Power plant is an alternative solution to solve the problem ofelectricity in Indonesia. Batang power plant is one national project that goes inMP3EI (Master Plan for the Acceleration of Indonesian Economic DevelopmentEquity). Social Movement UKPWR and Go Green rejected the plan to build theBatang’s steam power plant. This study aims to analyze the anatomy of the Batang’splant cons movement of both types of movement to movement activities.This study used qualitative methods to understand and interpret the meaningof an event interaction of human behavior in specific situations according to theperspective of researches. The collection data techniques that authors use in this studyare interviews and literature.The results showed that the power plant was built near Batang RegionalMarine protected areas using land between 370 to 700 acres and to cost up to 40trillion. Being rejected by local residents who are members of social movements intoUKPWR is an abbreviation of 5 villages affected Batang’s power plant. Residentsfear the impact caused by the power plant. NGOs working in the field of environmentis Go Green also rejected the power plant construction site which they are productivelands and areas that need to be conserved.
