Abstract

Di tengah kebangkitan Cina dan India, serta konsolidasi pasar ASEAN,  Visi Indonesia Poros Maritim Dunia yang diajukan Joko Widodo memerlukan agenda maritime mainstreaming yang sesuai untuk mewujudkan kedaulatan berpolitik, kemandirian berekonomi dan kepribadian berbudaya. Sebagai koreksi atas model pembangunan yang berorientasi kontinental yang tinggi-energi, eksploitatif dan eksklusif, serta mendegradasikan desa dan keluarga, kita harus bergeser pada pembangunan masyarakat maritim yang rendah-energi, berkelanjutan dan inklusif, sekaligus menguatkan desa dan keluarga. Keluarga komunitas pesisir akan menjadi basis pembentukan technopreneur baru yang mengembangkan inovasi teknologi biru yang appropriate sekaligus convivial yang mengembangkan kreativitas manusia dalam upaya menciptakan nilai-tambah dan lapangan kerja. Kata Kunci: poros maritim dunia, masyarakat rendah-energi, appropriate and convivial techno-logies.

Abstract

This study aims to explain and describe the interaction of policy actors in the implementation of online learning. This study uses a qualitative research method with a descriptive case study approach. Data collection techniques in this study are through observation, documentation, and interviews. The instruments in this study were: a) the researcher himself, b) interview guidelines, c) supporting tools in the form of books, pens, and d) related documents. The results showed that actor interaction can occur if there is communication between implementing actors. Communication in the implementation of online learning can be seen in the accuracy or accuracy of communication and consistency of communication regarding online learning information from the principal to the teacher and finally to students and parents. Interaction between actors, namely principals, teachers, students, and parents in the implementation of online learning has not been carried out effectively. This is because the interaction between implementing actors is unresponsive to one party, namely students and parents. Apart from that, giving complicated and difficult assignments by the teacher, which makes it difficult for students and parents to understand, is also a factor in the existence of negligence or delay

Abstract

A community-based institutional building of syariah cooperatives requires information and communication technology. This has led to a block chain approach that benefit from the industrial revolution 4.0. The institutional concept that was developed 60 years ago by JE. Eaton (1972) is very relevant in this context. In this study, we employ a qualitative method with descriptive research. Our findings shows that community response to knowledge and awareness for adopting syariah cooperative is satisfactorily good as indicated by the establishment of a syariah pra-cooperative named "Nurus Shobah" in 2019. The output performance is effective : the number of members increased up to 34%, while the quality of sirkah is 98%. Hampering factors are delayed adoption of block chain approach due to lack of exposition to members, underperforming of software, and administration is still manually carried out. A supportive factor exists in which functionally, the cooperative has been partnering with neighbouring university through a supervision program. We therefore conclude that the institutional building of syariah cooperative in Bulak, Surabaya has not been fully implemented. A block chain approach is to be soon adopted to support the cooperative

Abstract

In the context of an ontology of administrative science that is under stood by four key administrative, organizational, administrative principles, administrator. The essence of the philosophy of administration is a trust and responsibility. The value of trust and responsibility in the future be important for the development of administrative science in addition to the effective-ness, efficiency, rationality and fairness. While the context of epistemology, the study of public administration because the number was not less important to follow three methodologies: (1). Lack of testing the theory; (2). The lack of cumulative research, because of low initial study and the low effort to build theory through the early work; (3). Publication of research is rarely done. Methodological limitations associated with restriction and development of administrative theory in epistemology. The choice of strategy of both qualitative and quantitative research relevant to the development of contemporary public administration theory. A variety of public problems and issues of public administration provide a space for the use of methods in public administration, the choice of using the combination method in the future become a rational choice in order to obtain validity and reliability in finding generalizations as well asthe depth of analysis in order to obtain the conclusion of representation. With the methodology of public administration that are easier to be under stood by scientists administration is expected to produce development of administrative science theory of the state administration which is conducive for developing countries especially Indonesia.

Abstract

Surabaya is the second largest city in Indonesia with very fast population growth. Currently, 30 percent of the people in Surabaya are low-income people. In the context of accelerating poverty alleviation, the Surabaya City Government stipulates Surabaya Mayor Regulation Number 58 of 2019, concerning procedures for collecting, processing, utilizing, and reporting data for low-income communities. The theory used is policy implementation according to George Edward III. The factors consist of communication, resources, disposition, and the structure of the bureaucracy. This research is qualitative research with a descriptive approach. The results of this study are limited to the process of collecting and processing MBR data that were found not to be right on target for underprivileged communities in Surabaya. There are obstacles in its implementation, namely in the process of clarity of information and also staff in data collection for MBR. With recommendations 1) The government should often evaluate MBR data every month so that it knows if there are residents whose economic status has improved, 2) Provide clear information to the public, 3) Increase the number of staff for surveys to MBR locations and must have integrity in order to be able to dispel data on residents who are not categorized as MBR.

Abstract

The purpose of this study are: (I) Determine the implementation Surabaya Regional Regulation No. 14 of 2012 on sectorial asset management area. (2). Analyzing the implementation of the application constraints Surabaya Regional Regulation No. 14 of 2012 on asset management area is located at 27-29 Ngaglik Surabaya. This study was a descriptive study Descriptive study (descriptive research). The residts of conceptual standards and objectives Regulation No. 14 The year 2012 is not clear, communication with outlying agencies DJKNyet, disposition is not consistently continue to province, so that the land conflict is still going on in the legislature. Surabaya City Regional Regulation No. 14 of 2012, particularly implemented in asset building in Ngaglik street No. 27-29 Surabaya very difficult to implement because these assets are assets of foreign heritage / china. Conclusion: Bylaw has not run as expected, while the inhibiting factor: the lack of standards and policy goals, communication with citizens is not the way, and a disposition less consistent. Suggestion: SKPD related to the implementation of the Asset Management conduct: (I), mediation with citizens. (2). optimize MoUwith DJKNXand BPN Surabaya region to help resolve the conflict. (3). Formidation laws with entering a foreign land

Abstract

This research aims to determine how the management of tourism object Surabaya zoo which includes: Planning, Organizing, Directing and Supervision. Management of tourism objects is expected to perform good management considering this object tourism is an icon of Surabaya City. This research uses a good management theory according to George R.Terry (2010) which consists of planning, organizing directing and supervision. The method used in this research is descriptive qualitative method. This results of this research is that the management is well done enough and because of the nine indicators only six that have been good. These indicators are: goals, plans, jobs, employess, leadership, and relationship, while the other three indicators such as coordination is good enough. These are motivation and supervision are still lacking. This research suggests that the management of Surabaya Zoo to be better supervision and to be more improved again.

Abstract

In an effort to reduce the volume of waste and to create a clean city, Surabaya City Government conducted a private-government partnership. The partnership exists between the Green Open Space Cleaning Institution (DKRTH) and PT. Sumber Organik (SO). They use Build Operate Transfer Cooperation Model to change the waste into electricity energy at Benowo, Surabaya City. This partnership aims to overcome the waste problem in Surabaya. This research uses qualitative method with data collection techniques of interviews, observation, and documentation. The results of this study indicate that the government-private partnership between DKRTH and PT. SO in managing waste into electricity at PLTSa Benowo Surabaya City has been done effectively. There are 3 aspects that have been effective, namely monitoring and implementation of partnerships, negotiation processes and equal roles, but the aspects that have not been effective are transparency and commitment. In this case the author provides recommendations to pay more attention to the public to get an information about the management become electricity at PLTSa Benowo. Besides that, it needs to improve the management more transparent to the public and tp increase the public trust to the parnership

Abstract

The government has conducted the program of systematic and complete land registration (PTSL) in order to have a legal certainty guarantee and protection of human rights in owning land fairly and evenly, as well as to encourage the state economic growth generally and the community economy in Indonesia. The registration system is regulated by the Ministry of Agrarian and Spatial/ the head of BPN No.12 in the Year 2017 regarding the acceleration of systematic and complete land registration. The study examines the implementation of the PTSL program in Surabaya. This is a literature study that describes and analyzes by using policy implementation theory in George C. Edward III. The variables are communication, resources, disposition, and bureaucratic structure. The results explain that Surabaya has conducted a PTSL program which is begun from 2017 to recent years. The program continues to be carried out, so that the implementation of PTSL program in Surabaya has been done properly. The supporting factors in PTSL implementation re communication, i.e. the definite program, and bureaucratic structure in Standard Operating Procedure (SOP). Whereas, the inhibiting factors are the human resources, for example, the staff, budget, and the information. In addition, human resource is the most inhibiting factor in the process of PTSL implementation in Surabaya. The study also suggests that it is important to have management information system in land registration for supporting PTSL implementation.
